Amends the Veterans' Housing Opportunity and Benefits Improvement Act of 2006 to remove the requirement that, in order to qualify for retroactive benefits from traumatic injury protection coverage under the Servicemembers' Group Life Insurance program during the period beginning on October 7, 2001, and ending on November 30, 2005, the Secretary of the military department concerned must determine that the loss was a direct result of a traumatic injury incurred in the theater of operations for Operations Enduring Freedom or Iraqi Freedom (thus including traumatic injury incurred while performing other types of military service during such period under such coverage).

Expresses the sense of the House of Representatives that the United States should: (1) support the independence of Kosova within its existing borders as a sovereign and democratic state; (2) establish a monitoring body in conjunction with the United Nations, the North Atlantic Treaty Organization (NATO), and other multilateral organizations to ensure that the new state of Kosova provides for the protection of minority and community rights, and to facilitate an orderly transition from a U.N. protectorate to a democratic government; (3) work with the Council of Europe to develop and implement anti-racism programs throughout the Balkans; (4) work with the United Nations and NATO to facilitate the return of Albanians and Serbs to their pre-war homes in Mitrovica and other parts of Kosova; (5) provide assistance, trade, and other programs to support an independent Kosova; and (6) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova, its neighbors, and Southeast Europe.

Indian Tribes Methamphetamine Reduction Grants Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm such eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Mark-to-Market Extension Act of 2007 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to reauthorize through FY2011: (1) the Federal Housing Administration (FHA)-insured MultifamilyHousing Mortgage and Housing Assistance Restructuring (Mark-to-Market) program; and (2) the Office of Multifamily Housing Assistance Restructuring. Permits the Secretary of Housing and Urban Development to waive rent level limits for: (1) disaster-damaged eligible projects; and (2) up to 9% (currently 5%) of all units subject to restructured mortgages in any fiscal year, based on certain findings of special need. Redefines multifamily housing project eligible for the Mark-to-Market program to authorize eligibility treatment, upon owner request, for certain projects whose rents do not, on an average per unit or per room basis, exceed the rent of comparable properties in the same market area, if the Secretary determines that such treatment is necessary to preserve a project in the most cost-effective manner in relation to other alternative preservation options. Requires each mortgage restructuring and rental assistance sufficiency plan to determine, for units assisted with project-based assistance in eligible multifamily housing projects, adjusted rent levels for disaster-damaged eligible projects equal to 100% of the fair market rents for the relevant market area. Revises requirements for an approved mortgage restructuring and rental assistance sufficiency plan with respect to modification or forgiveness of all or part of a second mortgage held by the Secretary (debt relief) if the project concerned is acquired by a tenant organization or tenant-endorsed community-based nonprofit or public agency. Sets forth requirements for alternative periods of eligibility for such nonprofit debt relief if the purchaser acquires the project subsequent to the date of recordation of the related affordability agreement.

Safe Access in Fire Emergencies Act of 2007 - Requires the Consumer Products Safety Commission to establish a consumer product safety standard for window bars that: (1) requires all window bars manufactured or installed in the United States to incorporate releasing systems that meet minimum standards; and (2) addresses such systems for interior and exterior based bars. Provides that the minimum standards shall require that such systems provide for: (1) egress when actuated; and (2) manual activation from inside a residence allowing escape through a protected opening. Requires compliance enforcement under the Consumer Products Safety Act. Directs the Commission to require each manufacturer to include in the packaging a statement explaining window bar installation and releasing system operation. Expresses the sense of the Congress that public housing, low-income housing, manufactured housing units, and homes purchased using any loan made, insured, or guaranteed under the National Housing Act should meet a minimal standard that requires window bars to incorporate an emergency releasing system. Requires the Commission to establish and maintain a National Electronic Injury Surveillance System code and system for collection of information and statistics on casualties associated with window bars.

One Strike and You're Out! Act of 2007 - Amends the United States Housing Act of 1937 to exempt a tenant in public housing or housing assisted under the section 8 rental assistance program from the eviction for criminal or drug-related criminal activity provisions if such activity was engaged in by a member under the tenant's control and the tenant: (1) is elderly or disabled; (2) did not know and should not have known of the activity; or (3) the tenant or member of household was the victim of the criminal activity. Requires public housing agencies to report annually on the number of such evictions.

Instructs the Secretary of Energy to report to Congress on the Secretary's review of the fuel supply plan components of state evacuation plans and the National Capitol region. Prescribes report contents. Authorizes the Secretary, during any federally declared emergency or disaster, to provide direct assistance to private sector entities that operate critical energy infrastructure, including refineries. Allows such assistance to include emergency preparation and recovery assistance, particularly power generation equipment, other protective or emergency recovery equipment, assistance to restore access to water, power, or other raw materials, and transportation and housing for critical employees. Establishes in the Treasury the Critical Energy Assurance Account.

Bainbridge Island Japanese American Monument Act of 2007 - Adjusts the boundary of the Minidoka Internment National Monument located in Idaho to include the Nidoto Nai Yoni ("Let it not happen again") memorial that commemorates the Japanese Americans of Bainbridge Island, Washington, who were the first to be forcibly removed from their homes and relocated to internment camps during World War II. Authorizes the Secretary, for the purposes of defining the role of the National Park Service (NPS) in administering the Nidoto Nai Yoni Memorial owned by the City of Brainbridge Island to enter into agreements with: (1) the City of Bainbridge Island; (2) the Bainbridge Island Metropolitan Park and Recreational District; (3) the Bainbridge Island Japanese American Community Memorial Committee; (4) the Bainbridge Island Historical Society; (5) successor entities to all such named entities; and (6) other appropriate individuals or entities. Authorizes the Secretary to operate and maintain a site in Seattle, Washington, for administrative and visitor use purposes associated with Minidoka Internment National Monument, using the facilities and other services of the Seattle unit of Klondike Gold Rush National Historical Park. Requires the Secretary to coordinate the development of interpretive and educational materials and programs for the Nidoto Nai Yoni Memorial and the Minidoka Internment National Monument site in Idaho with the Manzanar National Historic Site in California.

Public Housing Drug Elimination Program Reauthorization Act of 2007 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.

Stabilizing Affordable Housing for the Future Act - Amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1997 and the Housing and Community Development Amendments of 1978 to: (1) repeal certain conditions on the authority of the Secretary of Housing and Urban Development to manage multifamily projects; and (2) authorize the Secretary to provide grants (including up-front grants) and loans from the General Insurance Fund when managing and disposing of such properties. Instructs the Secretary to maintain rental assistance payments for dwelling units in any multifamily property program administered by the Secretary. Amends the Deficit Reduction Act of 2005 to redefine loan market value and property market value with respect to physically distressed properties sold by HUD in discount sales. Repeals the requirement not to take any affordability requirements into account in such valuation. Requires such values to be determined using industry standard appraisal practices. Amends the Multifamily Mortgage Foreclosure Act of 1981 to declare that Congress finds that mortgages transferred by the Secretary to state and local governments should be foreclosed in the same manner as mortgages held by the Secretary. Makes the entity designating the foreclosure commissioner (entity), whether the Secretary (as under current law) or any state or local government transferee, the guarantor of payment of any judgment against the foreclosure commissioner for damages based upon failure properly to perform the commissioner's duties. Makes such entity bear the risk of any financial default by the foreclosure commissioner. Declares that the entity shall be fully subrogated to the rights satisfied by such payment, in the event that any guarantee payments are made. Directs the Secretary to issue a proposed rulemaking that applies certain statutory participation and certification requirements to potential purchasers of multifamily housing with a mortgage insured under the National Housing Act, or for which assistance is provided under section 8 of the United States Housing Act of 1937. Requires the Secretary to post on a World Wide Web site information regarding multifamily housing properties for which: (1) federal rental assistance is provided; (2) other rental assistance or a subsidy is provided under a program administered by the Secretary; or (3) a mortgage is insured under the National Housing Act .

Community Partners Next Door Act of 2007 - Amends the National Housing Act to provide: (1) a 50% discount for teachers, teacher assistants, administrators, and public safety officers purchasing certain eligible asset properties for use as their primary residence; (2) a $100 downpayment on any related insured mortgage; and (3) a higher Federal Housing Administration (FHA) loan limit for such purchases in high-cost areas. Authorizes such sales directly to a qualifying individual or to a unit of local government or a nonprofit organization for resale to such individual. Directs the Secretary of Housing and Urban Development (HUD) to carry out a program to inform teachers and public safety officers about such program.

Homeowners Insurance Protection Act of 2007 - Instructs the Secretary of the Treasury to establish the National Commission on Catastrophe Preparation and Protection to advise the Secretary regarding estimated loss costs associated with contracts for reinsurance coverage. Authorizes the Secretary to make homeowners protection coverage available through contracts for reinsurance coverage. Restricts purchase of such coverage to eligible state programs. Prescribes criteria for state eligibility. Requires each contract for reinsurance coverage to provide insurance coverage against residential property losses to homes, including condominium and cooperative ownership, and the contents of apartment buildings. Cites covered perils. Prescribes a minimum level of retained losses and maximum federal liability. Authorizes any insurer who participates in an eligible state program to establish a Catastrophe Capital Reserve Fund to hold funds on the Secretary's behalf to offset reinsurance claims. Establishes the Consumer Hurricane, Earthquake, Loss Protection (HELP) Fund to: (1) make payments to covered purchasers under contracts for reinsurance coverage for eligible losses; and (2) pay for Commission operating costs and reinsurance program administrative expenses. Directs the Comptroller General to study the national flood insurance program and hurricane-related flooding.

National Health Insurance Act - Requires that medical services, hospital services, and other personal health services be made available to eligible individuals in all U.S. health-service areas as rapidly as possible. Sets forth minimum income requirements for eligibility. Allows health care professionals and hospitals to enter into agreements to furnish services to eligible individuals. Gives responsibility for administration of the benefits provided under this Act to local administrative committees or officers. Allows a state to assume responsibility for administration of the personal health benefits provided under this Act. Establishes: (1) the National Health Insurance Board in the Department of Health and Human Services (HHS); and (2) the National Advisory Medical Policy Council. Requires the Secretary of HHS to determine the eligibility of any individual for benefits under this Act. Limits benefits under this Act for an individual to only those services for which the individual is not eligible under Medicare. Requires the Board to: (1) determine the sums to be made available for the provision of personal health-service benefits; and (2) allot amounts to each state based on population, available professional services and facilities, and the cost of compensation. Allows the Board to make grants for the training of professionals providing benefits under this Act. Amends the Internal Revenue Code to impose a value added tax of five percent on each sale of property, performance of services, and importation of property in the United States by a taxable person in a commercial-type transaction. Sets forth exceptions, including for food, housing, medical care, exports, interest, governmental entities, and certain tax-exempt organizations. Establishes the National Health Care Trust Fund and appropriates to it amounts equal to the revenue received by the Treasury from such tax. Requires the Secretary to study and report on the various methods to control the costs of providing personal health benefits under this Act.
