Federal Death Care Inspection and Disclosure Act - Establishes within the Department of Health and Human Services the position of Coordinator of Funeral, Burial, and Disposition Services, to: (1) survey existing State laws pertaining to the death care industry; and (2) formulate standards specifying the elements of an effective system for registering, inspecting, and monitoring the handling and disposition of human remains by funeral homes and other death care providers. Requires the Coordinator to: (1) award Federal assistance grants to State agencies that regulate death care providers; and (2) establish minimum standards and requirements governing State regulation of funeral homes and other death care providers. Sets forth deceptive trade practices, including funeral provider practices that: (1) fail to make timely price disclosures regarding funeral goods and services; (2) fail to give an itemized written statement for retention to a purchaser of funeral goods or funeral services at the conclusion of the discussion related to such goods and services and prior to providing any services beyond taking possession of a deceased human body for authorized embalming; (3) make specified misrepresentations; (4) condition goods and services upon the purchase of other goods and services; and (5) provide embalming services without prior approval. Prohibits unsolicited telephone offers or door-to-door direct offers to sell funeral goods, services, crematory services, interment rights, or other cemetery and memorialization goods and services. Sets forth consumer protections with respect to certain cash advance prohibitions and requirements, and preneed and prepaid funeral service transactions.

Directs the Administrator of General Services to convey by sale to the City of Key West, Florida, or the Monroe County Land Authority in Monroe County, Florida, the Poinciana Plaza Housing property, located in Key West. Directs the Administrator to deposit the net proceeds received as payment for the sale into the Department of Defense Base Closure Account 1990. Authorizes the property only to be used for the purpose of providing housing and housing assistance for low- and moderate-income individuals and families for at least the first 30 years after the conveyance.

Community Development Homeownership Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside up to 90 percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Inclusive Home Design Act of 2002 - Requires new covered dwellings (certain residences designed, constructed, commissioned, or contracted with Federal financial assistance) to include at least one entrance that is accessible to, and usable by, people with disabilities. Exempts buildings from that and other entrance requirements on account of the terrain or due to unusual physical limitations. Makes further requirements of covered dwellings pertaining to: (1) accessible interior doors; (2) accessible environmental controls; and (3) accessible habitable space and an accessible bathroom. Requires each applicant for Federal financial assistance to submit to the relevant Federal agency an assurance that all of its programs and activities are in compliance with this Act. Requires each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans to the relevant State or local department or agency for approval. Prohibits any Federal financial assistance from being disbursed to a State or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Provides for civil actions in an appropriate United States District Court or State court for alleged misconduct under this Act. Permits the Attorney General to commence civil actions or intervene in civil actions under this Act. Directs the Secretary of Housing and Urban Development, the Secretary of Agriculture, and the Secretary of Veterans Affairs to issue any regulations necessary to carry out this Act. Prohibits any State, political jurisdiction, or other such jurisdiction from requiring or permitting any action that would violate this Act.

Colonias Gateway Initiative Act - Authorizes the Secretary of Housing and Urban Development to make grants through September 30, 2009, to regional organizations to enhance the availability of affordable housing, economic opportunity, and infrastructure in the colonias. Defines colonia as a recognized community: (1) along the United States-Mexico border region in Arizona, California, New Mexico; and (2) lacking such services as potable water, adequate sewage systems, and safe and sanitary housing.

Rural Issues Advisory Board Act of 2002 - Establishes within the Federal Communications Commission (FCC) a Rural Issues Advisory Board to advise the FCC on the impact of its decisions on markets and customers in rural America. Authorizes the Board to: (1) make a rural impact analysis of any FCC rule, order, or other decision; and (2) develop advisory opinions, comments, and reports to advance Federal Government commitment to universal service and to improve access to advanced services and information services in rural America. Requires the Board to serve as a clearinghouse for complaints, criticisms, and suggestions concerning FCC and other Federal policies and activities affecting the receipt of telecommunications services in rural America. Requires any rural impact analysis to be submitted to the FCC for review. Requires the initial analysis to describe the impact of a proposed rule on rural telephone companies and wireless carriers. Requires the FCC, when promulgating a final rule, to prepare a final rural impact analysis. Provides for Board review of FCC rural impact analyses. Entitles any rural telephone company or wireless carrier adversely affected by final FCC rules to judicial review. Requires the FCC to: (1) issue biennial reviews to Congress evaluating progress on measuring costs and other effects of FCC regulations on rural telephone companies and wireless carriers, as well as the capability of carriers to provide quality telecommunications services at affordable rates in rural America; and (2) report on the status of telecommunications in rural America, including universal and advanced services.

Emergency Home Financing Assistance Act - Amends the Solid Waste Disposal Act to authorize the Secretary of Housing and Urban Development (HUD) to guarantee loans to homeowners with properties contaminated and reduced in value by leaking underground storage tanks. Permits loans to be used for other residences or to obtain equity in the property. Imposes income restrictions on borrowers. Requires public housing agencies to physically maintain qualified (entitled to a loan guarantee) property under its jurisdiction. Requires the loans to pay reasonable interest and the Secretary to fix and collect loan guarantee fees. Directs the Secretary to issue a certificate of guarantee for approved loans. Sets forth loan default procedures, providing for foreclosure, assignment, and forgiveness, as specified. Establishes in the Treasury a loan guarantee fund to be credited with loan collections, guarantee fees, and interest and to pay costs of the program to the extent that amounts in the fund are made available by appropriations acts.

Rural Development Act of 2002 - Amends the Internal Revenue Code to establish a limited rural investment tax credit for each new or existing qualified rural investment building that is part of a qualified rural investment project located in a qualifying county. States that: (1) empowerment zones in Pulaski County, Arkansas, Oklahoma City, Oklahoma, and Yonkers, New York, shall not include any portion of a central business district (as such term is used for purposes of the most recent Census of Retail Trade) unless the poverty rate for each population census tract in such district is not less than 25 percent; and (2) such exemption shall be considered to have taken affect when the area was designated as an empowerment zone by the Secretary of Housing and Urban Development.

Amends the Internal Revenue Code to exclude from gross income compensation for "covered service" in the U.S. military. Defines "covered service" as service outside the United States in a permanent change of station for which travel, transportation, and housing of dependents at Government expense would generally not be authorized under policies of the Secretary concerned, except in the case of service in such an assignment for which such travel, transportation, and housing is actually authorized as an exception to the applicable policy. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend customs user fees through October 31, 2008.

Affordable Housing Expansion Act of 2002 - Directs the Secretary of Housing and Urban Development to make funds available to State housing finance agencies for low-income housing rehabilitation and development. Obligates specified amounts for Indian tribes. Provides for: (1) a minimum State allocation; and (2) a 25 percent State matching requirement. Sets forth housing eligibility provisions. Requires State submission of an affordable housing expansion plan. Directs the Secretary to carry out a multifamily risk-sharing mortgage insurance program. Amends the United States Housing Act of 1937 to authorize the use of section 8 project-based assistance for extremely low-income housing construction and rehabilitation. Limits assistance to: (1) 75 percent of the payment standard or applicable fair market rental; and (2) 25 percent of a building's units. Authorizes reallocation of certain underused section 8 vouchers. Directs the Department of Housing and Urban Development to maintain existing section 8 project-based assistance for any Department-owned or -held multifamily project upon disposition, unless the project is determined to be not viable. Authorizes a public housing loan guarantee program.

Community Protection Against Wildfire Act of 2002 - Requires that at least 85 percent of the funds made available to implement the National Fire Plan go to hazardous fuels reduction projects and other wildfire control efforts on Federal lands in the wildland-urban interface (certain geographic areas conducive to wildfire that contain homes). Directs the Secretary of Agriculture to make grants to States and Indian tribes for various purposes, including: (1) the promotion of optimal firefighting efficiency; and (2) the expansion of outreach and education programs. Requires the Secretaries concerned (the Secretary of Agriculture, the Secretary of the Interior or appropriate Federal land managers) to promulgate regulations limiting the diameter of trees that may be removed as part of any wildfire control effort using Federal funds. Permits the Secretary concerned to grant an exception to such limitation for extraordinary circumstances. Allows the Secretary concerned to provide cost-share grants and cooperative agreements to establish Restoration and Value-Added Centers to augment community-based restoration projects on Federal lands. Prescribes that the Centers shall provide technical assistance to small enterprises or micro-enterprises in specified areas. Authorizes the Secretary concerned to enter into partnerships and cooperative agreements with specified groups in creating and maintaining the Centers. Requires the Secretary concerned to provide cost-share grants and/or cooperative agreements equaling 75 percent of each Center's operating costs, not to exceed $1,000,000 annually per Center.

Amends the Internal Revenue Code to exclude from an eligible employee's gross income amounts paid or incurred by the employer of such employee as part of a homeownership assistance program meeting specified criteria. Sets as a maximum exclusion for one eligible employee an amount equal to 10 percent of the maximum principal obligation for a mortgage insured under the National Housing Act with respect to the residence purchased. Limits participation to first-time homebuyers with incomes below specified levels. Prohibits the exclusion for employees buying residences with prices in excess of 90 percent of the maximum principal obligation for a mortgage insured under the National Housing Act with respect to the residence. Reduces the basis in a residence by the amount of the exclusion.

FHA Multifamily Housing Loan Limit Improvement Act - Amends the National Housing Act to increase and index to the Bureau of the Census' annual construction cost index multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums. Increases loan limits in high-cost areas.

Expresses the sense of Congress that: (1) the Department of Commerce and the United States Trade Representative should work to support a fair and expeditious review and assure that no delays occur in resolving current disputes before the North American Free Trade Agreement (NAFTA) and World Trade Organization (WTO) trade dispute panels involving the imposition of special duties on imported softwood lumber from Canada; (2) U.S. antidumping and countervailing law is a rules-based system that should proceed to conclusion in WTO and NAFTA trade dispute panels; (3) the President should continue discussions with Canada to promote open trade between the two countries on softwood lumber free of trade restraints that harm consumers; and (4) the President should consult with all stakeholders, including consumers, in future discussions regarding such trade.

New Homestead Economic Opportunity Act - Directs the Secretary of Education to assume the obligation to repay specified portions of certain federally guaranteed education loans of borrowers who complete a degree and reside and are employed in a qualifying rural county. Amends the Internal Revenue Code to allow a specified tax credit to an individual who purchases a qualified residence in a qualifying rural county. Allows a capital loss deduction with respect to the sale or exchange of a principal residence in certain rural areas. Provides for establishment of tax-exempt individual homestead accounts to which a qualified individual residing in a qualifying rural county may make cash contributions, matched annually to a specified extent by the Secretary of the Treasury, for use exclusively to pay qualified individual homestead expenses. Allows a rural investment tax credit for an applicable percentage of the eligible basis of a qualified rural investment building. Provides for accelerated depreciation for specified rural investment property. Amends the Consolidated Farm and Rural Development Act to add a New Homestead Venture Capital Fund Act allowing private investors to establish a non-Federal New Homestead Venture Capital Fund to make needed investments in qualifying rural counties to reverse the impact of chronic outmigration and help such counties rebuild and grow.

Children's Development Commission Act (Kiddie Mac) - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages for: (1) new or rehabilitated child care and development facilities, including mortgage insurance for fire safety equipment loans; and (2) purchase or refinance of existing child care and development facilities. Establishes the Children's Development Commission (Kiddie Mac) which shall: (1) issue facility standards and compliance certifications; and (2) make loans not in excess of $50,000 for facility rehabilitation or renovation. Authorizes appropriations. Directs the Secretary of the Treasury to conduct a study of the availability of child care facility secondary mortgage markets.

Expresses the sense of Congress that: (1) the Department of Commerce and the United States Trade Representative should work to support a fair and expeditious review and assure that no delays occur in resolving current disputes before the North American Free Trade Agreement (NAFTA) and World Trade Organization (WTO) trade dispute panels involving the imposition of special duties on imported softwood lumber from Canada; (2) U.S. antidumping and countervailing law is a rules-based system that should proceed to conclusion in WTO and NAFTA trade dispute panels; (3) the President should continue discussions with Canada to promote open trade between the two countries on softwood lumber free of trade restraints that harm consumers; and (4) the President should consult with all stakeholders, including consumers, in future discussions regarding such trade.

Clark County Conservation of Public Land and Natural Resources Act of 2002 - Designates specified Federal lands in Nevada as wilderness and components of the National Wilderness Preservation System. Releases, and retains from release, certain Nevada lands as wilderness study areas. Transfers from the Secretary to the: (1) U.S. Fish and Wildlife Service specified land for inclusion in the Desert National Wildlife Range; and (2) National Park Service specified land for inclusion in the Lake Mead National Recreation Area. Directs the Secretary to manage the land located along the Interstate Route 15 corridor south of the Las Vegas Valley to the border between California and Nevada in accordance with the Southern Nevada Public Land Management Act and provisions of this Act for multiple use purposes. Sloan Canyon National Conservation Area Act - Establishes in Nevada the Sloan Canyon National Conservation Area to conserve, protect, and enhance the cultural, archaeological, natural, wilderness, scientific, geological, historical, biological, wildlife, education, and science resources of such Area. Authorizes the Clark County Department of Aviation to convey to the University of Nevada at Las Vegas certain land for the development of a technology research center. Directs the Secretary to convey specified Nevada land to: (1) the Las Vegas Metropolitan Police Department for use as a shooting range; (2) Henderson, Nevada, for use as a campus for Nevada State College; (3) Las Vegas, Nevada, for affordable housing; (4) Henderson for an economic development zone; (5) Clark County, Nevada, for any purpose; and (6) Henderson for conservation, public recreation, regional trails, and flood control facility purposes. Directs the Secretary to relocate a specified right-of-way corridor in Clark and Lincoln Counties, Nevada.

Community Partners Neighborhood Preservation Act of 2002 - Amends the National Housing Act to provide a 50 percent discount for teachers and public safety officers purchasing eligible asset properties for use as their primary residences. Expresses the sense of Congress that the Secretary of Housing and Urban Development should consult with other heads of Federal agencies that own or hold properties appropriate for use as housing to determine whether to include such properties in the Community Partners Next Door program and other programs that make housing available for law enforcement officers, teachers, or fire fighters.

Free Housing Market Enhancement Act - Prohibits providing Federal funds to the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), or any Federal Home Loan bank (Such entities are referred to as government sponsored enterprises, or GSEs.) Amends the Federal National Mortgage Association Charter Act ( Fannie Mae) and the Federal Home Loan Mortgage Corporation Act (Freddie Mac) to repeal: (1) the State tax exemption; (2) the requirement that the Treasury approve debt issues; (3) Treasury authority to purchase Fannie Mae/Freddie Mac obligations; (4) depositary authority; and (5) the designation of obligations as lawful investments. Amends the Federal Home Loan Bank Act to repeal: (1) the State tax exemption; (2) Treasury authority to purchase bank obligations; (3) depositary authority; and (4) the designation of obligations as lawful investments. Amends the Federal Reserve Act to prohibit Federal Reserve purchase of GSE debt. Repeals the eligibility of GSE obligations for unlimited investment by national banks, federally chartered thrifts, and credit unions.

Transitional Housing Assistance for Victims of Domestic Violence Act of 2002 - Directs the Attorney General to make grants to State and local governments, Indian tribes, and organizations to provide transitional housing and related support services (18-month maximum with a six-month extension) to individuals and dependents: (1) who are homeless as a result of domestic violence; and (2) for whom emergency shelter services or other crisis intervention services are unavailable or insufficient.

Housing Voucher Improvement Act of 2002 - Amends the United States Housing Act of 1937 to establish a thrifty voucher component within the section 8 public housing program to assist public housing authorities (PHAs) increase housing availability for extremely low-income families. Permits PHAs to use unutilized section 8 funds, or reserve funds in cases of no such unutilized funds, to help families find housing. Establishes the Voucher Success Fund to assist certain PHAs with no unutilized funds. Authorizes PHAs to make limited increases in maximum rents. Directs the Secretary of Housing and Urban Development to provide PHAs with lists of rental units in their metropolitan areas that were given low-income housing tax credits or were built under the HOME Investments Partnership Act. Authorizes the Secretary to reallocate chronically unutilized section 8 vouchers through designated metropolitan administrators. Permits families in project-based section 8 units to participate in specified self-sufficiency programs. Sets forth grant and income exclusion work incentives. Authorizes a welfare-to-work housing voucher program. Authorizes PHAs to: (1) begin rental payments before inspection under specified circumstances; and (2) use technical assistance funds and other means to establish electronic transfer systems for rental payments. .

Indian Programs Reauthorization and Technical Amendments Act of 2002 - Reauthorizes appropriations for specified programs under the following Acts: (1) the Bosque Redondo Memorial Act; (2) the Navajo-Hopi Land Settlement Act of 1974 (relocation housing); (3) the Indian Health Care Improvement Act (including youth, urban Indians, and substance abuse programs); (4) the Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1986 (including training, education, emergency shelters, and source eradication); (5) the Indian Child Protection and Family Violence Detention Act; (6) the Native American Programs Act of 1974; (7) Native Hawaiian Health Care Improvement Act (including health scholarships); and (8) the Four Corners Interpretive Center Act (Arizona, Colorado, New Mexico, and Utah). Allows any restricted lands on the reservation of, and held in trust for, the Confederated Tribes of the Umatilla Reservation to be leased by the Indian owners, with the Secretary of the Interior's approval, for terms of not to exceed 99 years for public, religious, educational, recreational, residential, business, or certain other purposes. Amends the Cow Creek Band of Umpqua Tribe of Indians Recognition Act concerning the treatment of land for trust purposes. Amends the Navaho-Hopi Relocation Settlement Act of 1974 to require an impact study. Amends the Ponca Restoration Act to designate Douglas and Sarpy Counties, Nebraska, and Pottawattamie County, Iowa, as the Ponca Health and Wellness Clinic Service Unit. Changes the report which identifies which lands are declared to be held by the United States in trust for the benefit of the Mississippi Band of Choctaw Indians. Modifies the Pueblo de Cochiti settlement concerning the Cochiti Wetlands Solution. Amends the Chippewa Cree Tribe of The Rocky Boy's Reservation Indian Reserved Water Rights Settlement and Water Supply Enhancement Act of 1999 to extend from three to five years the period during which court approval must be final before the Compact by the United States is declared null and void. Amends the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 concerning the disposal of Oil Shale Reserve Numbered 2. Prohibits the transfer of specified lands in Riverside County, California, held in fee by the Pechanga Band of Luiseno Mission Indians, until the Secretary of the Interior renders a final decision on a specified fee-to-trust application. Authorizes the Secretary to carry out a water feasibility study for the Quinault Indian Nation, Olympic Peninsula, Washington. Waives repayment of expert assistance loans to the Pueblo of Santo Domingo. Declares that the Trinity River Mainstream Fishery Restoration record of decision, concurred to by the Hoopa Valley Tribe, is legally compliant. Revises the powers of the Indian Arts and Crafts Board concerning trademarks for Indian arts and crafts. Amends the Carl D. Perkins Vocational and Technical Education Act of 1998 to specify an exemption for tribally controlled postsecondary vocational and technical institutions. Amends the Indian Self-Determination and Education Assistance Act concerning its relationship to the Equal Access to Justice Act. Revises the Indian Land Consolidation Act.

Provides for the transfer of lapsed unobligated military construction and family housing funds into the Foreign Currency Fluctuations, Defense account. Directs the Secretary to report to the congressional appropriations committees on actions proposed by DOD to encourage other member nations of NATO, Japan, Korea, and other U.S. allies bordering the Arabian Sea to assume a greater share of the common defense burden of such nations and the United States.

United States Toxic Mold Safety and Protection Act of 2002 or the Melina Bill - Directs: (1) the Centers for Disease Control, the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH) to jointly study the health effects of indoor mold growth and toxic mold; (2) EPA to promulgate standards for preventing, detecting, and remediating indoor mold growth; and (3) EPA, NIH, and the Department of Housing and Urban Development (HUD) to sponsor related public education programs. Directs: (1) rental property lessors to conduct annual indoor mold inspections; and (2) the Secretary of HUD and the Administrator of EPA to promulgate mold hazard disclosure regulations with respect to housing offered for sale or lease. Directs the Secretary to: (1) establish, with respect to indoor mold in public housing, inspection requirements for existing housing and construction standards for new housing; and (2) establish model construction standards and techniques for mold prevention in new buildings. Establishes an indoor/toxic mold inspection requirement with respect to federally made or insured mortgages. Amends the National Cooperative Research and Production Act of 1993 to provide for industry standards development with respect to building products that are designed to retard mold development. Directs the Administrator of EPA to make grants to States and local governments for mold growth remediation efforts in buildings owned or leased by such governments, including schools and multifamily dwellings. Amends the Internal Revenue Code to allow an annual tax credit for 60 percent of non-reimbursed mold inspection and remediation expenses ($50,000 annual maximum) paid or incurred by a taxpayer. Requires the Director of the Federal Emergency Management Agency to: (1) establish and carry out a toxic mold insurance program, with priority for one-to-four-family residential properties; and (2) establish in the Treasury a National Toxic Mold Hazard Insurance Fund. Authorizes the Director to assist qualifying insurers to form a federally-assisted toxic mold hazard insurance pool. Provides for Federal operation of such program under specified circumstances. Authorizes State waiver of income, resource, and other Medicaid requirements for an individual whose health has been adversely affected by toxic mold exposure, and who lacks adequate medical insurance coverage.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Opportunity Passport Act of 2002 - Authorizes the Secretary of Health and Human Services to make grants to assist partnerships of public agencies or private nonprofit organizations in developing and implementing methods of providing financial security for youth in foster care and for youth aging out of foster care, including: (1) electronic opportunity passports, such as electronic cards or secure Internet databases containing vital information about medical records, legal identification, and school transcripts; (2) individual development accounts for educational, housing, medical, business, or automobile expenses; (3) debit accounts for short-term use to build credit histories and purchase essential items; and (4) youth leadership boards providing assistance to enable such youth to negotiate agreements, obtain expedited access to education and training programs, obtain pre-approval for student loans or other student financial assistance, and become entrepreneurs.
