Full Faith and Credit in Our Communities Act of 2007 - Amends the Community Banking and Financial Institutions Act of 1994 to require the Secretary of the Treasury to guarantee payments on tax-exempt bonds or notes issued by any approved issuer if their proceeds are used to make loans to eligible community development financial institutions: (1) for eligible community or economic development purposes; or (2) to refinance loans or notes issued for such purposes. Lists among such community or economic development purposes, especially in low-income or underserved rural areas, developing or supporting: (1) commercial facilities that promote revitalization, community stability, or job creation or retention; (2) businesses that provide jobs for low-income people or are owned by low-income people, or enhance the availability of products and services to them; (3) community facilities; (4) the provision of basic financial services; and (5) housing that is principally affordable to low-income people. Specifies that assistance used to facilitate homeownership shall only be used for services and lending products that: (1) serve low-income people; and (2) are not provided by other lenders in the area, or complement the services and lending products provided by other lenders that serve the investment area or targeted population. Authorizes an eligible community development financial institution or an issuer to use a bond or note to reduce the interest rate on a loan made by an issuer to an eligible community development financial institution for any community or economic development purpose. Requires each issuer, during the term of a guarantee, to establish a risk-share pool meeting certain criteria. Requires any issuer receiving a guarantee on a bond or note to pay a specified fee to the Director of the Community Development Financial Institutions Fund.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families. Prohibits the use of appropriations to the Fund for a fiscal year unless the amount equal to the net increase in the negative credit subsidy for specified mortgage insurance programs is first made available for: (1) single family housing mortgage insurance; (2) housing counseling; and (3) mortgage insurance technology, procedures, processes, program performance, and salaries. Limits Federal Housing Administration (FHA) mortgage insurance premium increases. Specifies affordable housing eligibility criteria for a rental dwelling unit and one- to four-family owner-occupied housing, including a priority to families on section 8 rental assistance or public housing waiting lists. Requires the Secretary to establish a green housing clearinghouse for Fund grantees and recipients. Declares that nothing in this Act allows any payments under it for any individual or head of household that is not a legal U.S. resident.

Helping Our Veterans to Keep Their Homes Act of 2008 - Increases from 90% to 100% of the reasonable value of a veteran's dwelling or farm residence the amount of the loan to be guaranteed or made in the case of a loan to refinance certain loans. Repeals the current fee schedule with respect to veterans' housing and small business loans. Changes the loan fee for such loans to 1% of the total amount of the loan guaranteed, insured, or made, or in the case of a loan assumption, the unpaid principal balance of the loan on the date of the transfer of the property. Extends the demonstration projects involving: (1) adjustable rate mortgages through FY2018; and (2) hybrid adjustable rate through FY2012. Increases the maximum loan guaranty amount of the Federal Home Loan Mortgage Corporation (Freddie Mac) conforming limit limitation determined for a single-family residence, as adjusted for the year involved. Provides for an annual inflation increase in home loan guaranty amounts. Directs the Secretary of Veterans Affairs to review and streamline the process of guaranteeing home loans for the purchase of a condominium.

Consumer Protection Home Inspection Counseling Act of 2007 - Requires the Secretary of Housing and Urban Development (HUD) to establish a comprehensive program to train HUD staff, contractors, individuals, and entities that provide housing counseling under specified HUD-funded programs also to provide counseling to consumers on voluntary home inspection. Requires the Secretary to develop a new independent protocol, or amend existing protocols, to certify that such housing counselors have successfully completed training using the voluntary home inspection training module and counseling aids established and developed pursuant to this Act. Limits authorized counseling to certified counselors. Directs the Secretary to take necessary action to make such training module and counseling aids known to state and local governments, nonprofit organizations, consumer organizations, and the general public.

FEMA Accountability Act of 2007 - Directs the Administrator of the Federal Emergency Management Agency (FEMA) to complete an assessment of the number of temporary housing units purchased by FEMA that are necessary to stock to respond to disasters. Requires the Administrator to establish a plan for: (1) permanently storing such necessary units; (2) selling, transferring, or otherwise disposing of the excess units that are in usable condition; and (3) disposing of the units that are not in usable condition. Provides for the exclusion of units that may contain an unsafe level of formaldehyde. Makes such plan subject to Robert T. Stafford Disaster Relief and Emergency Assistance Act requirements for disposal of units and other applicable legal provisions.

Military Housing Privatization Initiatives Projects Oversight and Accountability Act of 2007 - Requires each military housing privatization initiative project to be carried out under a guaranteed maximum price contract (to be reviewed by an independent third party) and accompanied by a performance schedule. Requires each Secretary concerned to prescribe regulations for effective oversight and management of projects under the Secretary's jurisdiction. Establishes requirements for: (1) combining projects in the event of termination of a lease or foreclosure on a project; (2) funding reserves; (3) sequestration and release of funds to be paid under a contract; (4) community meetings to convey project information; (5) certification of construction experience; (6) bonding levels; and (7) communication, review, and the effect of unsatisfactory performance or default (including the selection of a successor contractor). Requires annual reports on lessons learned regarding the operation of military housing privatization initiative projects.

Tenant Protection in Foreclosure Act of 2007 - Amends the Truth in Lending Act with respect to the effect on a preexisting lease of foreclosure on any dwelling or residential real property securing an extension of credit. States that any successor in interest in such property pursuant to the foreclosure shall assume that interest subject to: (1) provision of a 90-day notice to vacate to any bona fide tenant of such property; (2) the rights of such a tenant either to continue occupancy until the end of a preexisting lease, or until the end of the six-month period beginning on the date of the notice of foreclosure, whichever occurs first; and (3) the right of such a tenant to the 90-day notice to vacate, if the tenant has no lease or has a lease terminable at will under state law.

Depository Institution Community Development Investments Enhancement Act - Amends the Home Owners' Loan Act to revise requirements for community development investments by federal savings associations. Authorizes a federal savings association to make investments, directly or indirectly, each of which is designed primarily to promote the public welfare, including the welfare of low- and moderate-income communities or families through the provision of housing, services, and jobs (community development investments). Permits such investments to be made directly or by purchase of interests in an entity primarily engaged in making such investments. Prohibits a federal savings association from making an investment which would subject it to unlimited liability to any person. Requires the Director of the Office of Thrift Supervision to establish: (1) the amount any savings association may invest in any one project; and (2) the aggregate amount of investment of any savings association. Restricts the aggregate amount of investment of any savings association, subject to specified determinations made by the Director. Prohibits the maximum aggregate amount of investments of any savings association from exceeding the same 15% of its capital stock actually paid in and unimpaired and 15% of its unimpaired surplus as imposed by this Act on national banking associations and state member banks.

Reverse Mortgage Proceeds Protection Act - Amends the National Housing Act of 1937 to modify the eligibility criteria for insurance of home equity conversion mortgages (reverse mortgages) of elderly home owners. Excludes from the third party adequate counseling requirement counseling by a reverse mortgage lender, servicer or investor, or an entity engaged in the sale of annuities, investments, long-term care insurance, or any other type of financial or insurance product. Repeals the waiver of up-front insurance premiums for mortgages to fund long-term care insurance. Authorizes the Secretary of Housing and Urban Development (HUD) to use a portion of reverse mortgage insurance premiums to fund mandatory counseling and disclosure activities, including counseling for homeowners who elect not to take out a home equity conversion mortgage. Directs the Secretary to promulgate regulations to protect elderly homeowners from the marketing of financial and insurance products not in their interest, including the marketing or sale of an annuity as a precondition to obtaining a home equity conversion mortgage.

Nursing Home Quality and Transparency Act - Directs the Secretary of Health and Human Services to disclose, through the use of the Internet website of the Centers for Medicare & Medicaid Services, the identities of those long-term care facilities that appear on the list of special focus facilities (poor-performing nursing homes) under the Special Focus Facility Program of the Centers for Medicare & Medicaid Services.

Department of Veterans Affairs Loan Guaranty Cost Reduction Act of 2007 - Increases the maximum guarantee amount regarding home purchase or construction loans to certain veterans. Permits guaranteeing certain refinancing loans for 100% (currently, 90%) of reasonable value Modifies requirements regarding the fees veterans pay for the loan guarantees. Sets the maximum guarantee amount if the dwelling is determined by the Secretary of Veterans Affairs to be affordable housing and the veteran is the first owner-occupant. Allows amounts deposited in the existing Veterans Housing Benefit Program Fund that are not used for loan guarantees to be used to reduce loan closing costs.

Living American Wage (LAW) Act of 2007- Expresses the sense of Congress that: (1) the federal minimum wage should, as a minimum, be adjusted every four years so that a person working for it may earn an annual income at least 5% higher than the federal poverty threshold for a family of three; (2) it should be set at a level high enough to allow two full-time minimum wage workers to earn an income above the national housing wage; and (3) Congress or any of the several states may establish a higher minimum wage requirement than that established in this Act. Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to at least the amount determined by the Secretary of Labor according to the formula prescribed by this Act beginning September 1, 2008. Requires the Secretary to determine such minimum wage rate by June 1, 2008, and once every four years thereafter. Prohibits any adjustment if the determination results in a minimum wage lower than the current one. Requires the minimum wage so determined to be the minimum hourly wage sufficient for a person working for it 40 hours per week, 52 weeks per year, to earn an annual income 5% percent higher than the federal poverty threshold for a three-person household, with one person a child under age 18, and living in the 48 contiguous states, as published for each such year by the Census Bureau.

Community Building Code Administration Grant Act of 2007 - Requires the Secretary of Housing and Urban Development to award grants, on a competitive basis and with federal matching funds, to qualified local building code enforcement departments to increase staffing, provide staff training, increase staff competence and professional qualifications, support individual certification or departmental accreditation, or for capital expenditures specifically dedicated to department administration. Sets forth criteria for rating and ranking of grant proposals.

Community Foreclosure Assistance Act of 2007 - Makes appropriations for additional emergency Community Development Block Grant (CDBG) assistance to states, metropolitan cities, and urban counties to carry out CDBG programs under the Housing and Urban Development Act of 1974: (1) for necessary expenses related to the impact of housing foreclosures, and other related economic and community development activities; and (2) to provide foreclosure-based rental assistance for individual renters in the form of relocation assistance. Prohibits the direct or indirect provision of such funds, except for certified housing counseling services, to an individual homeowner for foreclosure prevention purposes, including refinancing assistance, loans, or any other form of financial assistance. Increases from 15% to 25% the maximum amount of CDBG funds a local government may use for public services under the Housing and Urban Development Act of 1974, including those concerned with employment, crime prevention, child care, health, drug abuse, education, energy conservation, welfare or recreation needs. Requires at least 50% of CDBG funds appropriated or otherwise made available under this Act to benefit primarily persons of low- and moderate-income.

Home Ownership Preservation and Protection Act of 2007 - Amends the Truth in Lending Act to redefine high-cost mortgages and attendant lending practices. Sets forth a new formula for points and fees for open-end loans, and provides for bona fide discount points. Prohibits: (1) prepayment penalties; (2) balloon payments; (3) yield spread premiums; (4) acceleration or debt; (5) evasions, structuring of transactions, and reciprocal arrangements; and (6) modification and deferral fees. Prohibits creditors from financing, in connection with a high-cost mortgage, any prepayment fee or penalty, or any points or fees. Prohibits an originator from making or arranging a high-cost mortgage loan that involves a refinancing of a prior existing home mortgage loan unless the new loan will provide a net tangible benefit to the consumer. Sets forth prerequisites for subprime and nontraditional home loans, including: (1) an assessment of ability to pay; (2) a requirement of tax and insurance escrows; (3) prohibition of prepayment penalties and yield-spread premiums; and (4) a requirement of net tangible benefit to the consumer in the case of a subprime or nontraditional mortgage loan transaction that involves refinancing of an existing home mortgage. Imposes a duty of care and a duty of good faith and fair dealing upon mortgage brokers and lenders, appraisers, and lenders and loan servicers. Empowers state Attorneys General to enforce this Act. Subjects lenders, loan servicers, creditors and mortgage brokers to civil liability for violations of this Act. Increases the amount of the penalty that may be awarded. Amends the Real Estate Settlement Procedures Act of 1974 to require a transferor of loan servicing before the transfer tonotify the borrower of the status of the account and its full payment history. Amends the Housing and Urban Development Act of 1968 to revise requirements for foreclosure prevention counseling. Amends the Truth in Lending Act to expand from three to six years an obligor's right of rescission. Imposes liability for monetary damages upon assignees of subprime or nontraditional loans for violations of this Act. Sets forth a remedy in lieu of rescission for certain violations. Prohibits mandatory arbitration. Subjects a lender to liability for certain actions, omissions, and representations made by a mortgage broker in connection with a high-cost mortgage, a subprime mortgage, or a nontraditional mortgage. Amends the Federal Trade Commission Act to require the federal banking agencies and the National Credit Union Administration Board each to establish a separate division of consumer affairs protection and regulations with respect to depository institutions and federal credit unions. Authorizes appropriations to employ additional agents of the Federal Bureau of Investigation and additional dedicated prosecutors at the Department of Justice to coordinate prosecution of mortgage fraud efforts with the offices of the U.S. Attorneys.

Community Economic Development Expertise Enhancement Act of 2007 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding federal financial support for community economic development.

Amends the Internal Revenue Code to: (1) extend through 2010 increased depreciation allowances for certain business and investment property located in the Gulf Opportunity Zone (GO Zone) (through 2011 for nonresidential real property or residential rental property in the GO Zone); (2) extend through 2012 special rules relating to the depreciation of buildings in the GO Zone; (3) extend through 2010 the tax credit for rehabilitation expenditures in the GO Zone; (4) increase the new markets tax credit limitation in 2008 and 2009 for investments in community development entities serving the GO Zone; (5) extend through 2012, and increase the authority for, tax-exempt bond financing for bonds issued by Louisiana or a political subdivision thereof; (6) authorize the Secretary of Housing and Urban Development to expand an area designated as a renewal community; and (7) extend through 2012 the period for designating areas located in the GO Zone as renewal communities. Amends the Katrina Emergency Tax Relief Act of 2005 to extend for an additional two years the hiring period of employees in the Hurricane Katrina disaster area for purposes of the work opportunity tax credit.

Honors the citizens of the Pacific Northwest for their courage in facing the storm and efforts in helping their neighbors in a time of great need. Honors the National Weather Service, state and local police officers, fire fighters, local rescue personnel, other first responders, and amateur radio operators for their efforts in the face of the severe storm. Extends the thoughts and prayers of the U.S. House of Representatives to those whose lives have been devastated, and who have lost their housing, transportation, communications, water, heat, or electricity. Extends its profound and deepest sympathies to the families and friends of those who perished.

Amends the Internal Revenue Code to extend through 2012: (1) the tax deduction for energy efficient commercial buildings; (2) the tax credit for new energy efficient homes; (3) the tax credit for nonbusiness energy property; and (4) the tax credit for residential energy efficient property. Allows a $500 refundable tax credit ($1,000 in the case of a joint tax return) in 2008 for certain low-income individual taxpayers who have a principal place of abode in the United States and who use heating oil as the primary source of energy for heating such abode.

Pregnant Women Support Act - Requires the Secretary of Health and Human Services to make grants to increase public awareness of resources available to pregnant women to carry their pregnancy to term and new parents. Amends the Public Health Service Act to allow the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women. Amends the Public Health Service Act to prohibit a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant. Provides for continuation coverage for newborns. Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to allow states to extend health care coverage to an unborn child. Requires health facilities that perform abortions to obtain informed consent from a pregnant woman seeking an abortion. Provides for the collection and dissemination of information on Down syndrome and other prenatally diagnosed conditions. Allows the Secretary to make grants to public institutions of higher education to establish and operate pregnant and parenting student services offices. Requires the Secretary to provide for programs to work with pregnant or parenting teens to complete high school. Authorizes grants for services to pregnant women who are victims of domestic violence, dating violence, or stalking. Requires states to require a pregnancy determination for homicide victims. Requires group homes for pregnant and parenting women to provide counseling on adoption and parenting skills. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Authorizes appropriations to carry out the special supplemental nutrition program for women, infants, and children (WIC program). Amends the Food Stamp Act of 1977 to increase the eligibility threshold for food stamps. Authorizes appropriations to carry out the Child Care and Development Block Grant Act of 1990. Authorizes grants to provide to eligible mothers education on the health needs of their infants through visits to their homes by registered nurses. Authorizes grants for collecting and reporting abortion surveillance data.

Medical Homes Act of 2007 - Directs the Secretary of Health and Human Services to establish a three-year demonstration project under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act for the implementation of a patient-centered medical home program to improve the effectiveness and efficiency in providing Medicaid and SCHIP assistance to an estimated 500,000 to 1 million targeted beneficiaries.

FEMA Accountability Act of 2007 - Directs the Administrator of the Federal Emergency Management Agency (FEMA) to: (1) complete an assessment of the number of manufactured housing units necessary to stock to respond to disasters; and (2) establish and implement a well developed plan for permanently storing necessary manufactured housing units, selling or transferring usable surplus units, and disposing of unusable units. Authorizes the Administrator to exclude from the plan any travel trailer that may contain formaldehyde upon certifying that he or she is unable to determine the safe level of exposure to formaldehyde. Terminates such authority on the date the Administrator of the Environmental Protection Agency (EPA) promulgates regulations regarding formaldehyde exposure levels that are applicable to travel trailers.

Financial Education and Counseling Assistance Act of 2007 - Amends the Housing and Urban Development Act of 1968 to require the Secretary of Housing and Urban Development (HUD) to carry out a grant program to assist eligible organizations to provide financial education and counseling services to homeowners and prospective homebuyers. Requires the Secretary to give preference to established community-based financial education and counseling organizations capable of providing in-person services. Prohibits an organization from receiving such financial assistance unless its financial counselors are HUD-certified.

Government Sponsored Enterprise Mission Improvement Act, or the GSE Mission Improvement Act - Amends the Housing and Community Development Act of 1992 to modify requirements for annual reports to specified congressional committees by the Secretary of Housing and Urban Development on the activities of the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (enterprises). Requires the contents of such reports to: (1) identify the extent to which the enterprises are involved in mortgage purchases and secondary market activities involving subprime loans; and (2) compare the characteristics of subprime loans purchased and securitized by the enterprises to their other loans. Revises requirements for the establishment by the Secretary of housing goals to emphasize single-family housing goals and a multifamily special affordable housing goal, with annual targets. Revises the duty of the enterprises to serve underserved markets. Requires them to purchase or securitize mortgage investments and to improve the distribution of investment capital available for mortgage financing for underserved markets such as: (1) manufactured housing; (2) affordable housing preservation; (3) subprime borrowers; (4) community development financial institutions; (5) assisting depository institutions in meeting their obligations under the Community Reinvestment Act; and (6) rural and other underserved markets. Revises requirements for monitoring and enforcing compliance with such housing goals. Requires the enterprises to set aside and allocate certain of their funds for the affordable housing program of block grants to states to assist low- and moderate-income borrowers facing foreclosure or to make foreclosed property available to low- and moderate-income homebuyers. Establishes in the Treasury within the Community Development Financial Institutions Fund a Capital Magnet Fund to carry out a competitive grant program to attract private capital for and increase investment in: (1) the development, preservation, rehabilitation, and purchase of affordable housing for primarily extremely low-, very low-, and low-income families; and (2) certain economic development activities or community service facilities. Revises requirements for: (1) the issuance of cease-and-desist orders; and (2) the imposition of civil money penalties on the enterprises for failure to meeting housing goals.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Reconnecting Youth to Prevent Homelessness Act of 2007 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require State part E plans to provide that the state shall have in effect such laws and procedures as are necessary to ensure that: (1) a child may not be placed in foster care under state responsibility solely because the family with which the child is living is homeless or living in substandard housing; and (2) the state will work with the family and state housing authorities to secure permanent housing for any family that includes a minor child and is homeless or at risk of becoming homeless. Requires the Comptroller General to report to appropriate congressional committees on state policies and practices regarding: (1) access to federally funded child welfare services by children who have attained age 13; and (2) consideration of runaway and homeless situations as risk assessment factors for determining the appropriateness of placement in the child welfare system. Requires state part E plans to describe state policies and procedures regarding runaway or missing foster children. Provides for extension of child welfare services to emancipated youth between ages 18 and 21. Revises the John H. Chafee Foster Care Independence Program. Amends part A (Temporary Assistance for Needy Families) (TANF) to revise the requirement that the state provide adult-supervised living arrangements for teenage parents not yet living in such an arrangement. Suspends the five-year time limit on TANF assistance for parents under age 21 who are involved in education or training. Prohibits the imposition of sanctions under TANF with respect to minor parents unless the state has established procedures that help TANF recipients understand, avoid, or end sanctions, and has applied the procedures to the recipient. Requires the Secretary to study and report to Congress on: (1) TANF recipients who are parents and have not attained age 20; and (2) a representative sample of low-income teen parents who are not TANF recipients. Amends the Internal Revenue Code to include homeless youth as a qualified targeted population for the work opportunity business income tax credit.

Inclusive Home Design Act of 2007 - Requires, with exceptions, newly constructed, federally assisted single family houses and town houses to include at least one level that complies with the following accessibility features for persons with disabilities: (1) accessible entrance; (2) accessible interior doors; (3) accessible environmental controls; and (4) accessible habitable space and an accessible bathroom. Requires: (1) each applicant for federal financial assistance to submit compliance assurances to the relevant federal agency; and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for state or local approval. Prohibits federal financial assistance to a state or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a U.S. District Court or state court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

Honors Georgia firefighters and all of those who fought to suppress and contain the destructive wildfires in south Georgia during the spring of 2007. Expresses sympathy to those who lost their homes and businesses. Pledges continued support for: (1) efforts to prevent, fight, and contain wildfires in the United States; and (2) the efforts of firefighters of Georgia and the United States to prevent fire related disasters.

Emergency Mortgage Loan Modification Act of 2007- Amends the Truth in Lending Act to shield holders of residential mortgage loans from liability for entering into a qualified loan modification or workout plan on any residential mortgage loan consummated on or after January 1, 2004. Applies such shield from liability only to qualified loan modification or workout plans initiated during the six-month period beginning on the date of the enactment of this Act.

FHA Modernization Act of 2007 - Amends the National Housing Act to: (1) revise requirements for the maximum principal loan obligation eligible for mortgage insurance, as well as the cash investment requirement; and (2) prohibit seller-funded downpayment assistance. Increases the maximum up-front mortgage insurance premium the Secretary of Housing and Urban Development (HUD) may collect on mortgages secured by a one- to four-family dwelling. Replaces the General Insurance Fund (GIF) with the Mutual Mortgage Insurance (MMI) Fund as the depository of all funds involved in rehabilitation loans for one- to four-family structures. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain HUD-insured blanket mortgage. Revises requirements for the MMI Fund. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the GIF). Eliminates the limitation on the aggregate number of home equity conversion mortgages (HECMs) for elderly homeowners insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage to: (1) enable an elderly mortgagor to purchase a one- to four-family dwelling unit, one of which the mortgagor will occupy as a primary residence; and (2) provide for any future payments to the mortgagor, based on available equity. Establishes a single national loan limit for HECMs. Amends the Energy Policy Act of 1992 to raise the cap on the price of cost-effective energy efficiency improvements under the energy efficiency mortgages program. Amends the National Housing Act to require the Secretary to establish a pilot program for an automated process for providing alternative credit rating information for mortgagors and prospective mortgagors (under mortgages on one- to four-family residences) without sufficient credit history. Requires the Secretary, the Commissioner of the Federal Housing Administration (FHA), the Neighborhood Reinvestment Corporation, and other entities involved in foreclosure prevention activities to develop and implement a plan to improve FHA's loss mitigation process. Amends the Housing and Urban Development Act of 1968 to revise post-purchase housing counseling eligibility requirements. Directs the Secretary to establish a pre-purchase homeownership counseling demonstration program. Amends the federal criminal code to establish criminal penalties for certain fraudulent actions intended to influence FHA action in any way. Places limitations on mortgage insurance premium increases. FHA Manufactured Housing Loan Modernization Act of 2007 - Amends the National Housing Act with respect to FHA housing loan insurance for manufactured homes (or lots for such homes). Makes any new contract of insurance for loans, credit advances, or purchases conclusive evidence of an institution's insurance eligibility. (Thus requires each loan to be insured individually instead of as part of a bundle of such loans.) Increases manufactured home loan limits, requiring annual indexing. Sets forth borrower premium charges, including an up-front premium of up to 2.25% and an annual premium of up to 1%. Revises requirements for the handling and disposal of any real or personal property conveyed to or acquired by the Secretary. Directs the Secretary to establish underwriting criteria that will ensure the manufactured housing program's financial soundness. Amends the National Housing Act to apply the prohibition against kickbacks and unearned fees in the Real Estate Settlement Procedures Act of 1974 (RESPA) to each sale of a manufactured home financed with an FHA-insured loan or extension of credit and related services. Prescribes certain lease requirements as prerequisites for HUD insurance of a financial institution with respect to a mortgage loan to finance a manufactured home intended to be leased in a manufactured home community.

Promoting Refinancing Opportunities for Mortgages Impacted by the Subprime Emergency Act of 2007, or the PROMISE Act - Requires the Director of the Office of Federal Housing Enterprise Oversight (OFHEO) of the Department of Housing and Urban Development to terminate, suspend, modify, or otherwise lift: (1) the limitation on growth provision set forth in the Fannie Mae Consent Decree (the OFHEO order dated May 23, 2006, in the matter of the Federal National Mortgage Association (Fannie Mae)); and (2) the voluntary temporary growth limitation described in the Freddie Mac Letter (dated July 31, 2006, from the Chairman and Chief Executive Officer of the Federal Home Loan Mortgage Corporation (Freddie Mac) to the OFHEO Director). Requires: (1) the Director to increase the mortgage portfolio limitations of both enterprises by at least 10%; and (2) the use of 85% of such increase for refinancing subprime mortgages at risk of foreclosure.

Real Estate Transparency Act of 2007 - Amends the Real Estate Settlement Procedures Act of 1974 to modify requirements governing settlement statements. Requires the originator of a federally related mortgage loan to provide, within three days of a loan application, a written agreement to the applicant itemizing all of the fees the originator may charge at or before loan settlement, including origination, underwriting, and broker fees. Excludes from such requirement bona fide discount points payable by the borrower to reduce the loan's interest rate. Requires an originator fee agreement to set out the following fee payment methods: (1) paying in cash before or at settlement; (2) adding such fees into the total loan amount to be borrowed; and (3) increasing the loan's interest rate. Requires: (1) written and oral explanations of a borrower's payment options; and (2) a borrower's signature attesting agreement with originator fees and with the chosen method of payment. Requires the originator to provide the applicant with a written early settlement statement of all settlement costs to be charged at or before settlement. Shields borrowers from liability for any such fees not disclosed on an early settlement statement, except in certain circumstances. Establishes originator liability to a borrower for non-compliance with this Act, including reimbursement of the borrower for court costs. Repeals the requirement that special information booklets prepared by the Secretary of Housing and Urban Development (HUD) for borrowers contain a good faith estimate of the amount or range of expected settlement charges.

Focusing Investments and Resources for a Safe Transition Act, or FIRST Act - Amends the Child Abuse Prevention and Treatment Act to authorize the Secretary of Health and Human Services to make competitive grants to and enter into contracts with states (or state partners) to enable them to establish Individual Development Accounts for qualified foster youth to assist them in achieving self-support for housing, education, vocational training, and specified other purposes after leaving foster care.

Veterans Homelessness Prevention Act - Requires the Secretary of Housing and Urban Development (HUD) to establish a pilot program to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for certain very low-income veteran families. Allows such assistance to be in the form of: (1) a grant for costs of planning a supportive housing project; (2) a capital advance for such project; and (3) project rental assistance. Requires the Secretary to coordinate with the Secretary of Veterans Affairs to ensure that any housing assistance provided to veterans or veteran families includes a range of services tailored to the needs of very low-income veteran families. Requires HUD periodically to establish development cost limitations by market area for various types and sizes of such supportive housing. Establishes a special housing account. Requires the owner of such supportive housing to adopt HUD-approved tenant selection procedures. Amends the United States Housing Act of 1937 to extend to all homeless veterans, regardless of medical condition, the program of rental vouchers for Department of Veterans Affairs supported housing, which is currently limited to homeless veterans who have chronic mental illnesses or chronic substance use disorders.

College Opportunity and Affordability Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize various programs. Revises the definition of institutions of higher education (IHEs) to include schools that enroll students who are also enrolled in secondary school. Establishes new college cost and assistance information resources for students, parents, and the public. Bars certain business arrangements, inducements, and conflicts of interests between IHEs and student loan providers. Establishes a new Teacher Quality Partnership grant program under title II for high-need local educational agencies (LEAs), high-need schools, and IHEs, replacing the Teacher Quality Enhancement Grants for States and Partnerships program. Creates a new Part C (Enhancing Teacher Education) to title II providing grants for: (1) a Recruiting Teachers With Math, Science, or Language Majors program; (2) a Community Colleges as Partners in Teacher Education Grants program; (3) a Centers of Excellence program for teacher education at certain minority-serving institutions; (4) a Teach For America program; and (5) the establishment of State Early Childhood Education Professional Development and Career Task Forces. Revises title III Institutional Aid programs providing grants to IHEs serving high percentages of minority and low-income students to establish new grant programs for Predominantly Black Institutions, Asian American and Native American Pacific Islander-serving institutions, and Native American-serving nontribal institutions. Establishes a YES Partnerships grant program to engage minority youth in science, technology, engineering, and mathematics. Revises and reauthorizes title IV Student Assistance programs. Alters the Pell grant maximum and allows year-round grants. Broadens the array of students eligible for Academic Competitiveness grants and National Science and Mathematics Access to Retain Talent (SMART) grants. Eliminates Academic Achievement Incentive Scholarships and Learning Anytime Anywhere Partnerships programs. Turns the Robert C. Byrd Honors Scholarship program into: (1) scholarship and loan forgiveness programs for mathematics and science students; and (2) a program providing grants to partnerships between IHEs and LEAs to improve the teaching and learning of critical foreign languages. Increases the information to be provided to federal student loan borrowers by IHEs, lenders, and guaranty agencies. Expands the child care provider loan forgiveness program under the Federal Family Education Loan and Direct Loan programs to include individuals employed in certain areas of national need. Expands the types of public service occupations for which Perkins loans may be canceled. Excludes certain military housing benefits from title IV need analyses. Requires the development of simplified and electronic student aid application forms and a system providing students and parents with early aid information and eligibility estimates. Establishes a program to encourage the development of articulation agreements among IHEs within states and across state lines. Establishes an Accreditation Ombudsman to address the grievances of those involved in the accreditation process. Revises the title V Developing Institutions grant program for Hispanic-serving institutions. Establishes a new grant program for graduate programs at such institutions. Revises and reauthorizes title VI International Education programs. Establishes a new: (1) Preparing for Early Foreign Language Instruction program providing grants to partnerships between IHE foreign language departments and LEAs; and (2) Science and Technology Advanced Foreign Language Education grant program for IHEs. Revises and reauthorizes title VII Graduate and Post-Secondary Improvement programs. Establishes Patsy T. Mink graduate fellowships for women and minorities studying to enter the professoriate. Establishes new Fund for the Improvement of Postsecondary Education programs. Replaces the Urban Community Service grant program with an Urban-Serving Research Institutions grant program. Establishes programs to support disabled students' access and transition to postsecondary education. Creates grant programs to increase nursing school capacity and provide nurses with the scholarships and release time needed to qualify as nursing school faculty. Establishes a new title VIII creating additional HEA programs to: (1) reward IHEs that make no more than inflationary adjustments to their tuition; (2) provide students with work experiences related to their educational objectives; (3) assist IHEs in implementing articulation agreements; (4) help low-income students complete postsecondary education and training; (5) help students move from developmental studies into, and through, occupational studies; (6) assist Project Grad USA implement education reform services; (7) improve the college enrollment rates of secondary schools; (8) thwart diploma mills; (9) enhance student safety and emergency management at IHEs, and provide IHEs with disaster loans; (10) promote rural development through partnerships between rural IHEs and other rural entities; (11) improve science, technology, engineering, and mathematics (STEM) education, especially for Alaska Native and Native Hawaiian students; (12) create a national database on financial assistance for STEM studies; (13) promote the training and job placement of real time writers; (14) assist IHEs in implementing model programs to address veterans' needs in postsecondary education; (15) support IHE sustainablity programs; and (16) promote the study of modeling and simulation. Revises and reauthorizes various programs under the Education of the Deaf Act of 1986, the Higher Education Amendments of 1998, the Higher Education Amendments of 1992, the Tribally Controlled College or University Assistance Act of 1978, and the Navajo Community College Act. Creates a grant program for two tribally controlled postsecondary career and technical institutions under the Tribally Controlled College or University Assistance Act of 1978. Repeals certain programs under the Higher Education Amendments of 1998. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish a loan forgiveness program for prosecutors and public defenders. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish a Minority Serving Institution Digital and Wireless Technology Opportunity program at the Department of Commerce. Private Student Loan Transparency and Improvement Act of 2007 - Amends the Truth in Lending Act to impose specified consumer protection and disclosure requirements on private educational lenders.

Family Foreclosure Rescue Corporation Act - Instructs the Secretary of the Treasury to establish the Family Foreclosure Rescue Corporation to acquire, via the sale of bonds, home mortgages and other obligations and liens secured by real estate which are currently in default or at foreseeable risk of default.

Expanding American Homeownership Act of 2007 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Directs the Secretary of Housing and Urban Development (HUD) to reinstate the current downpayment requirement in the event of increased defaults. Authorizes the Secretary to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Sets forth maximum upfront premium amounts. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain HUD-insured blanket mortgage. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the authority of the Secretary to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a one- to four-family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Redefines mortgagee to allow participation in the federal mortgage insurance program by state-licensed mortgage brokers and correspondent lenders who make, underwrite, or service mortgage loans.

Homeless Access to Recovery through Treatment Act - Amends the Public Health Service Act to: (1) require hospitals and other inpatient facilities receiving federal funding under such Act or under title XIX (Medicaid) of the Social Security Act to ensure that patients are referred to appropriate medical care upon discharge and are placed in stable and appropriate housing; (2) establish a state substance abuse planning council to evaluate state substance abuse plans; (3) establish comprehensive community-based substance abuse prevention treatment for the homeless that is linguistically and culturally competent; (4) designate the homeless as a priority population and expand substance abuse and mental health services for the homeless; (5) expand substance abuse services for runaway, homeless, and street youth; (6) expand mental health and substance abuse services under the Projects for Assistance in Transition from Homelessness (PATH); (7) require the Secretary of Health and Human Services to report to Congress on federal, state, and local policies and practices regarding homelessness and addiction and mental illness prevention and treatment; and (8) require the Director of the Center for Substance Abuse Treatment to collaborate with the Assistant Secretary of Health and Human Resources for Children and Families to develop programs to provide substance abuse, alcohol abuse, and mental health services to children and families experiencing homelessness.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Safe and Healthy Emergency Housing Act of 2007 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide a temporary housing unit to an individual or household only if it complies with regulations of the Secretary of Housing and Urban Development that establish formaldehyde emissions requirements applicable to manufactured homes.

Housing Assistance Authorization Act of 2007 - Authorizes the Secretary of Housing and Urban Development (HUD) to make a grant to the National Urban League to provide technical and financial assistance to local non-profit organizations to undertake community development and affordable housing projects and programs serving low- and moderate-income households, particularly through organizations located in neighborhoods with substantial populations of African American income-disadvantaged households. Authorizes the Secretary also to make a grant to the Raza Development Fund to provide technical and financial assistance to local nonprofit organizations to undertake similar projects and programs serving low- and moderate-income households, particularly through organizations in neighborhoods with substantial populations of income-disadvantaged households of Hispanic origin. Authorizes the Secretary to make a grant to the Housing Partnership Network to create, sustain, and improve access to affordable housing and community facilities benefiting very low-, low-, and moderate-income households and communities. Authorizes the Secretary to make a grant to the National Community Renaissance Program to undertake affordable housing projects benefitting very low-, low-, and moderate-income households.

Enhanced Opportunities for Formerly Homeless Veterans Residing in Permanent Housing Act of 2007 - Authorizes the Secretary of Veterans Affairs to conduct pilot programs of grants to: (1) coordinate the provision of supportive services available in the local community to very low income, formerly homeless veterans residing in permanent housing; (2) provide outreach to inform low-income and elderly veterans and their spouses who reside in rural areas of benefits for which they may be eligible; and (3) establish new, or expand or modify existing, programs or activities to furnish transportation, childcare, and clothing assistance to certain individuals with service-related disabilities who are entitled to a rehabilitation program.
