Puppy Protection Act of 2017 This bill amends the Animal Welfare Act to require the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs: (1) adequate housing, exercise, and veterinary care; (2) appropriate and nutritious food; (3) continuous access to potable water; and (4) meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Tax Extender Act of 2017 This bill amends the Internal Revenue Code to extend various expiring tax deductions, credits, and rules. The bill extends tax credits relating to: Indian employment, railroad track maintenance, mine rescue team training, qualified zone academy bonds, American Samoa economic development, nonbusiness energy property, new fuel cell motor vehicles, two-wheeled plug-in electric vehicles, alternative fuel vehicle refueling property, second generation biofuel producers, biodiesel and renewable diesel, Indian coal facilities, facilities producing energy from renewable resources, energy efficient new homes, and alternative fuels. The bill extends and modifies the tax credits for: residential energy property, investments in energy property, production from advanced nuclear power facilities, and carbon dioxide sequestration. The bill also extends provisions relating to: the tax exclusion for the discharge of principal residence indebtedness; the treatment of mortgage insurance premiums as qualified residence interest; deductions for tuition and related expenses, income attributable to domestic production activities in Puerto Rico, and energy efficient commercial buildings; depreciating or expensing various types of property; timber gains; empowerment zones; the cover over of rum excise taxes to Puerto Rico and the Virgin Islands; sales or dispositions to implement electric restructuring policies for electric utilities; and the oil spill liability trust fund.

Ensuring Access to Quality Sober Living Act of 2017 This bill requires the Substance Abuse and Mental Health Services Administration to publish best practices for operating recovery housing, to distribute such publication to the states, and to provide technical assistance to states seeking to adopt such practices. "Recovery housing" means a shared living environment free from alcohol and illegal drug use and centered on peer support and connection to services to promote recovery from substance use disorders.

Securing Urgent Resources Vital to Indian Victim Empowerment Act or the SURVIVE Act This bill amends the Victims of Crime Act of 1984 to require the Department of Justice's Office for Victims of Crime to make grants to Indian tribes for programs and services for crime victims, such as domestic violence shelters, rape crisis centers, child abuse programs, child advocacy centers, elder abuse programs, medical care, legal services, relocation, and transitional housing. In addition, the bill makes 5% of the Crime Victims Fund available for these grants.

GSE Jumpstart Reauthorization Act of 2017 This bill prohibits the Department of the Treasury, until 2019, from selling shares acquired from the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) under the Senior Preferred Stock Purchase Agreement. The bill also requires Fannie Mae and Freddie Mac to suspend their annual contributions to specified affordable housing trust funds in any year in which they do not make dividend payments to Treasury.

Green Banking Act This bill amends the Bank Holding Company Act of 1956 to allow bank holding companies to own up to 20% of companies engaged solely in producing or storing renewable energy power, such as wind and solar power. This allowance terminates 30 years after enactment of this bill unless Congress enacts a joint resolution of approval. This bill amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to require both the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) to develop underwriting guidelines for financing residential solar energy systems to facilitate the secondary market for mortgages on housing with such systems for low- and moderate-income households. The Federal Housing Finance Agency must identify ways to increase the financing for residential solar energy system property improvements in underserved markets.

Disaster Recovery Reform Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) to modify the Predisaster Hazard Mitigation Grant Program to: permit the use of technical and financial assistance to establish and carry out enforcement activities to implement codes, specifications, and standards that incorporate the latest hazard-resistant designs; direct the President to establish a National Public Infrastructure Predisaster Mitigation Fund; authorize the President's contribution to the cost of hazard mitigation measures to be used to increase resilience in any area affected by a major disaster; and direct the Federal Emergency Management Agency (FEMA) to issue a final rulemaking that defines the terms "resilient" and "resiliency." The bill authorizes the President to: (1) provide hazard mitigation assistance in any area affected by a wildfire for which assistance was provided; (2) provide incentives to invest in measures that increase readiness for, and resilience from, a future major disaster; and (3) waive Stafford Act provisions regarding duplication of benefits. The bill amends the Stafford Act to: (1) authorize states to use federal disaster assistance to directly administer temporary and permanent housing for disaster victims, (2) increase assistance to individuals with disabilities, and (3) establish fixed rates for reimbursing states and localities for costs incurred to implement disaster recovery projects. FEMA shall: (1) provide annual guidance and training for the prioritization of assistance to hospitals and nursing homes during a disaster; (2) issue guidance for the identification of evacuation routes; and (3) review the Unified Federal Environmental and Historic Preservation review process, improve closeout practices, and publish on its website specified information for grant awards and contracts in excess of $1 million. FEMA may establish one or more national veterinary emergency teams at accredited veterinary schools.

Puerto Rico and Virgin Islands Equitable Rebuild Act of 2017 This bill provides for additional disaster-recovery assistance and other assistance to Puerto Rico and the U.S. Virgin Islands with respect to infrastructure, health care, agriculture, education, economic development, and environmental remediation, among other sectors. Specifically, regarding both territories, the bill: provides for the use of certain emergency assistance to rebuild electric grids; establishes several grant programs to promote energy efficiency and renewable energy; subject to specified oversight requirements, increases funding for transportation infrastructure, telecommunications systems, housing, and community development; increases funding for the Medicaid and Medicare programs; temporarily increases social-services block-grant allotments; increases funding for, and otherwise revises, rural and agricultural programs; increases funding for the Department of Veterans Affairs; provides for aid to the Head Start program, elementary and secondary education programs, and higher education programs; increases funding for training and employment services; modifies provisions concerning the earned-income tax credit, the child tax credit, and unemployment assistance; increases funding for economic and community development programs; increases funding for environmental remediation; and otherwise modifies provisions related to emergency funding and disaster-recovery assistance. In addition, the bill: extends Medicaid waiver authority to all territories, provides for Medicaid disproportionate share hospital allotments to the territories, and otherwise revises the Medicaid and Medicare programs with respect to the territories; extends participation in the Supplemental Nutrition Assistance Program to all territories; modifies provisions concerning the application of certain workers' protections in Puerto Rico; and requires the Federal Emergency Management Agency (FEMA) to submit to Congress a long-term disaster-relief plan with respect to Puerto Rico and the U.S Virgin Islands.

Economic Growth, Regulatory Relief, and Consumer Protection Act This bill amends the Truth in Lending Act to allow institutions with less than $10 billion in assets to waive ability-to-repay requirements for certain residential-mortgage loans. Other mortgage-lending provisions related to appraisals, mortgage data, employment of loan originators, manufactured homes, and transaction waiting periods are also modified. The bill amends the Bank Holding Company Act of 1956 to exempt banks with assets valued at less than $10 billion from the "Volcker Rule," which prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds. Certain banks are also exempted by the bill from specified capital and leverage ratios, with federal banking agencies directed to promulgate new requirements. The bill amends the United States Housing Act of 1937 to reduce inspection requirements and environmental-review requirements for certain smaller, rural public-housing agencies. Provisions relating to enhanced prudential regulation for financial institutions are modified, including those related to stress testing, leverage requirements, and the use of municipal bonds for purposes of meeting liquidity requirements. The bill requires credit reporting agencies to provide credit-freeze alerts and includes consumer-credit provisions related to senior citizens, minors, and veterans.

Homeless Veterans' Reintegration Programs Reauthorization Act of 2017 This bill extends through FY2022 the Department of Labor's: (1) homeless veterans reintegration programs, and (2) homeless women veterans and homeless veterans with children reintegration grant program. Currently, the homeless veterans reintegration programs provide job training, counseling, and placement services to expedite the reintegration of homeless veterans into the labor force. The bill expands eligibility for the programs to include: (1) veterans participating in the Department of Housing and Urban Development-Department of Veterans Affairs (VA) Supportive Housing Program, (2) Native American veterans receiving assistance under the Native American Housing Assistance and Self Determination Act of 1996, (3) veterans who are transitioning from being incarcerated, and (4) veterans participating in the VA's Supportive Services for Veteran Families Program.

Lead Exposure Accountability During Sales Avoids Lead Endangerment Act of 2017 or the LEAD SALE Act of 2017 This bill amends the Residential Lead-Based Paint Hazard Reduction Act of 1992 with respect to federal requirements governing the disclosure of lead-based paint hazards in target housing that is offered for sale or lease. The bill expands civil liability provisions to make violators of the requirements liable to residents or invitees of the target housing suffering damages. The bill also authorizes the Department of Housing and Urban Development to use subpoenas to administer the disclosure requirements.

Tribal HUD-VASH Act of 2017 This bill amends the United States Housing Act of 1937 to direct the Department of Housing and Urban Development (HUD) to use at least 5% of the amounts made available for rental assistance under the low-income housing assistance program to carry out a rental assistance and supported housing program, in conjunction with the Department of Veterans Affairs, for the benefit of Indian veterans who are homeless or at risk of homelessness and residing in or near an Indian area. Rental assistance shall be: (1) made available to recipients eligible for housing assistance block grants under the Native American Housing Assistance and Self-Determination Act of 1996; and (2) awarded based on need, administrative capacity, and any other funding criteria established by HUD.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

Give Assistance and Help to Americans impacted by Natural Disasters Act or the Give A HAND Act This bill amends the Internal Revenue Code to allow various tax credits, deductions, and modifications to existing rules in areas impacted by disasters. With respect to areas in which a federally declared disaster occurred, the bill allows: expensing of disaster expenses, increased charitable contribution limits and mileage rates, modifications to rules regarding deductions for losses, waivers of certain mortgage revenue bond requirements, increased expensing and bonus depreciation, an increased new markets tax credit allocation, penalty-free distributions from retirement plans, an additional exemption for providing housing to displaced individuals, an exclusion for cancellations of indebtedness, the use of the previous year's income for calculating the earned income tax credit and the child tax credit, an increased rehabilitation credit for buildings, additional advance refundings of certain tax-exempt bonds, disaster area recovery bonds, additional low-income housing credit allocations, an exclusion for disaster mitigation payments received from state and local governments, a deduction for payments to a tax-exempt natural disaster fund, a credit for a portion of the wages paid to employees, an exclusion for employer-provided housing, an enhanced deduction for medical expenses, and extensions for tax and Medicare filing deadlines. The bill also modifies several deductions, credits, and other tax provisions that affect Puerto Rico and the U.S. Virgin Islands.

Smart Technology for Resilient, Efficient, Economic and Reliable Transportation in Cities and Communities Act or the STREET Act This bill directs the Department of Transportation, in coordination with the Department of Energy, the Department of Housing and Urban Development, and the National Science Foundation, to create, publish, and maintain a resource guide to assist states, communities, and cities in developing and implementing smart city or community programs. Transportation shall develop and implement an additional round to the Smart Cities Challenge, under which it shall provide competitive grants to small- and medium-sized communities to implement smart transportation proposals. The Government Accountability Office shall conduct a study on innovative financing and procurement for funding smart cities or community activities and associated demonstration projects. The National Institute of Standards and Technology shall carry out specified activities to promote innovation and economic competitiveness and to achieve interoperability of smart city or community devices and systems, while strengthening the approach to private sector-led standardization activities and the participation of certain federal representatives.

Small Business Disaster Relief Act of 2017 This bill amends the Small Business Act to authorize the Small Business Administration (SBA) to exceed the $100,000 limit on small business development center assistance grants to accommodate extraordinary occurrences having a catastrophic impact on small business concerns in a community. The bill amends the Disaster Relief Act of 1970 to permit: (1) the use of SBA and Farm Service Agency (formerly, Farmers Home Administration) loans for enterprises that are vital to recovery efforts in a disaster area (including debris removal services, manufactured housing, gasoline, telecommunications, or building materials); and (2) such loans to waive any required evaluation of creditworthiness in exchange for a fee set by the SBA or the Farm Service Agency.

Safer Communities Act of 2017 This bill provides grants to expand mental health crisis assistance programs, support comprehensive school mental health programs, and enhance mental health and substance abuse needs of prisoners. The Department of Health and Human Services must expand research on violence associated with mental illness and substance abuse disorders. The Centers for Disease Control and Prevention must expand the National Violent Death Reporting System to all 50 states and research the causes, mechanisms, prevention, diagnosis, and treatment of injuries from gun violence. The bill states that no provision of the Patient Protection and Affordable Care Act prohibits physicians from asking patients about guns in their homes, speaking to a patient about gun safety, or reporting a patient's threat of violence. It amends the federal criminal code to specify that the term "committed to a mental institution" applies to involuntary inpatient or outpatient treatment. It amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize state grants to remove firearms from individuals who pose a threat to themselves or others. The Department of Justice must promptly notify law enforcement agencies when a prohibited person attempts to purchase a firearm. The bill replaces statutory references to persons "adjudicated as a mental defective" with persons "adjudicated as ineligible due to disqualifying mental status." It amends the NICS Improvement Amendments Act of 2007 to: establish procedures to restore firearm ownership rights after a mental health adjudication or commitment, require an annual report on record submissions due to domestic violence misdemeanor convictions, authorize state grants to improve the automation and transmittal of mental health and criminal history records, and require quarterly updates to federal agency record submissions. The bill reauthorizes the National Criminal History Records Improvement Program through FY2023.

Making FHA More Affordable Act of 2017 This bill amends the National Housing Act to require Federal Housing Administration mortgage borrowers to pay mortgage insurance premiums only when their remaining principal balance exceeds 78% or more of the home value or sales price.

Pathways Out of Poverty Act of 2017 This bill establishes and expands various programs related to education, housing, employment, and social welfare. The Department of Education must award grants to states for the development and implementation of prekindergarten programs. The Office of Juvenile Justice and Delinquency Prevention within the Department of Justice may award grants to assist communities in addressing juvenile delinquency and gang prevention. The bill expands: the Pell Grant program, the Temporary Assistance to Needy Families (TANF) program, and the National School Lunch and School Breakfast programs. With respect to housing, the bill: phases out the federal mortgage-interest income-tax deduction, replacing it with a new mortgage-interest income-tax credit; expands the federal low-income housing income-tax credit; expands certain affordable-housing programs; and establishes a federal income-tax credit for low-income renters. With respect to employment, the bill: expands unemployment compensation benefits; establishes several new employment-related programs to be carried out by the Department of Labor; establishes a tax credit for employers that hire long-term unemployed individuals; establishes prohibitions on employment discrimination based on an individual's status as unemployed; increases the federal minimum wage, incrementally over a period of seven years, to $15.00 per hour. In addition, the bill: expands the federal earned-income tax credit, makes refundable a federal income-tax credit for dependent care expenses, and expands eligibility for certain child-care benefits. The bill also establishes: within the Congressional Budget Office, a Poverty Impact Division; and within the Department of Health and Human Services, a Federal Interagency Working Group on Reducing Poverty.

Disaster Insurance Risk Equality Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to establish the National Disaster Insurance Corporation, which shall establish and carry out an insurance program to provide coverage to states against certain losses and costs arising from disasters. The program must be funded solely by state premiums and payments and operated on an actuarially sound basis. The corporation shall: (1) adjust and pay all claims for proved and approved losses and costs covered by insurance, and (2) establish and manage a reserve account for the operation of the insurance program. The bill establishes a Disaster Insurance Advisory Commission to assist the corporation in establishing the terms and conditions of the insurance program and to review the annual state premium charges. The bill conditions assistance on a state agreeing to reimburse the United States for disaster-related expenses, including temporary housing assistance, crisis counseling assistance and training, emergency public transportation, and fire suppression. The President may lend or advance to a state assistance for damages caused by a major disaster if the President determines that such damages are so overwhelming and severe that the state is unable to accept immediate financial responsibility for them and that the state has the ability to repay any such loans or advances. The Department of Transportation shall withhold 10% of the amount required to be apportioned to a state under federal-aid highway provisions if the state is not is a participant in the corporation. Emergency relief for repair of highways may only be provided to a state that agrees to reimburse the United States for all expenses incurred in providing such assistance.
