Fair Housing for Domestic Violence and Sexual Assault Survivors Act of 2019 This bill prohibits discrimination against survivors of domestic violence or sexual assault in the sale or rental of housing and other related real estate activities.

Electric Vehicle Infrastructure Rebate Act of 2019 This bill requires the Department of Energy to establish a rebate program to encourage investment in electric vehicle charging infrastructure. Specifically, the bill requires the program to promote the purchase and installation of certain electric vehicle supply equipment that will be installed at a multi-family housing unit, a workplace, or a publicly accessible parking lot.

Community Broadband Mapping Act This bill authorizes the Rural Utilities Service, an agency of the Department of Agriculture, to make grants to government or telecommunications entities that serve a rural area (with less than 25,000 population) to foster data collection about where broadband infrastructure is located and which homes have non-satellite broadband service.

Public Housing Fire Safety Act This bill creates a grant program, to be administered by the Department of Housing and Urban Development, for public housing agencies to install automatic sprinkler systems in certain public housing projects.

Averting Crises in Housing Assistance Act or the ACHA Act This bill creates a mechanism for the Department of Housing and Urban Development (HUD) to identify and rehabilitate public housing agency (PHA) properties that are failing and revises requirements for contracts between PHAs and HUD. After designating a property as failing based on its physical condition or residents' complaints, HUD must enter into an agreement with the PHA to establish an action plan to restore the property to good condition. HUD must require the PHA to notify the residents of the property of the timelines and deadlines established by the plan. HUD must also provide technical and other assistance to the PHA and must provide housing vouchers to tenants wishing to relocate during the rehabilitation process. Residents of a failing property may sue HUD for damages if the property is not restored to good condition within one year after the PHA establishes an action plan. Additionally, the bill allows a consortium of PHAs to enter into a single annual contributions contract (i.e., the contract under which HUD agrees to pay a PHA for housing assistance and administrative fees).

Family Stability and Opportunity Vouchers Act of 2019 This bill establishes a voucher program through which public housing agencies shall offer support services to help unstably housed or at-risk families with children move to areas with access to high-performing schools.

Sandy Duplication of Benefits Fairness Act This bill expands the applicability of the waiver of the prohibition against duplication of benefits for disaster relief recipients following Superstorm Sandy. Under current law, the waiver period extends from January 1, 2016, through December 31, 2021. This bill begins that period on October 1, 2012, through December 31, 2021. This change would permit individuals who suffered losses resulting from Superstorm Sandy and who initially applied for and received federal benefits, including Small Business Administration disaster relief loans, to receive additional federal benefits, including funds under the Department of Housing and Urban Development Block Grant for Disaster Relief (CDBG-DR), without having to repay such additional benefits.

SESTA/FOSTA Examination of Secondary Effects for Sex Workers Study Act or the SAFE SEX Workers Study Act This bill requires the Department of Health and Human Services to study the impacts of the reduction in access to client-screening, information-sharing, and harm-reduction websites resulting from the Allow States and Victims to Fight Online Sex Trafficking Act of 2017 on individuals engaged in adult, consensual sex work. The study must utilize community-based nonprofits to conduct surveys and interviews of sex workers to collect information about (1) experiences of violence from clients; (2) interactions with law enforcement; (3) experiences with exploitation; and (4) the impact on housing stability and mental health, among other effects.

Public Housing Residents Protection Act of 2019 This bill requires public housing agencies (PHAs) to take certain actions when selling or leasing assets. Specifically, a PHA must ensure that such a sale or lease financially benefits the residents of the public housing project as well as the budget of the PHA. Further, if a buyer or lessee intends to derive a product or service from the asset, the PHA must require that the product or service be offered and provided to residents of the public housing project before being offered and provided to nonresidents. Additionally, a PHA must include certain information regarding assets it intends to sell or lease in the upcoming year in its annual plan.

Remembering the Life of Kyle Poteat Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of post-traumatic stress disorder prevention services to veterans. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing post-traumatic stress disorder prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA. The bill also expands VA patient advocate responsibilities by requiring them to share specified information with a family member who is a caregiver of a veteran.

Combat Sexual Harassment in Housing Act This bill specifies that the following unwelcome conduct in or around a dwelling shall be considered sufficiently severe or pervasive as to constitute a discriminatory housing practice: (1) unwelcome touching of a sexual nature or groping; or (2) any other unwelcome conduct of a sexual nature that is intended to be coercive, threatening, or intimidating.

This bill requires the Department of Housing and Urban Development to award grants to owners of grand-family housing (i.e., housing dedicated to low-income grandparents or older relative caregivers who are caring full-time for a related child) for housing programming services, equipment, and upkeep and construction of buildings. Additionally, grant recipients must engage with grandparent and older caregivers in the community by performing periodic informational outreach and holding periodic events.

Eviction Crisis Act of 2019 This bill creates several grant programs to prevent at-risk tenants from being evicted and establishes consumer protections related to evictions. Specifically, the bill requires the Department of Justice to establish a grant program for states and local jurisdictions to support landlord-tenant focused community courts that make social-service representatives available to assist tenants in becoming current on any debts owed to the landlord or in transitioning to a new, stable home environment; requires the Department of Housing and Urban Development (HUD) to award grants for states and local and tribal governments to establish crisis-assistance programs to prevent extremely low-income households from experiencing housing instability during periods of crisis; and requires HUD to establish a grant program for local governments and nonprofit organizations to collect data from landlords on illegal evictions. The Government Accountability Office must study evictions and report to Congress on the grants awarded under the bill, including best estimates of any amounts saved and any additional revenues generated. Additionally, HUD must establish and maintain a database of data regarding various forms of eviction. A tenant who is denied rental housing on the basis of information in a consumer report must be notified of such adverse action. Further, a copy of any consumer report generated in connection with an application for tenancy in rental housing must be given to the consumer. Eviction judgments and related suits where a judgment is rendered in favor of the tenant may not be included in any consumer reports.

Disaster Assistance Equity Act of 201 9 This bill makes common interest communities, such as housing cooperatives (co-ops) and condominiums, eligible for the same assistance from the Federal Emergency Management Agency (FEMA) as other homeowners. Specifically, the bill adds definitions of residential common interest community, condominium, and housing cooperative to the Robert T. Stafford Disaster Relief and Emergency Assistance Act; requires FEMA to issue rules for the removal of debris or wreckage from real estate owned by a residential common interest community resulting from a major disaster and deems such removal to be in the public interest when a state or local government determines in writing that such debris or wreckage constitutes a threat to life, public health or safety, or the economic recovery of such community; and provides for the repair of essential common elements of a condominium or co-op damaged by a disaster under FEMA's Federal Assistance to Individuals and Households Program.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2019 This bill provides federal housing assistance to Indians and Native Hawaiians. Specifically, the bill reauthorizes through FY2024 and otherwise revises housing assistance block grants for Indians and Native Hawaiians. Among other things, the Department of Housing and Urban Development (HUD) must award competitive grants to eligible recipients of block grants to carry out affordable housing activities, such as housing rehabilitation projects. The bill authorizes HUD to guarantee housing loans for Indians and Native Hawaiians through FY2024. Additionally, the bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indians who (1) are veterans of the U.S. Armed Forces, (2) are homeless or at risk of homelessness, and (3) live in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may also make renewal grants to entities that have received prior program grants. The bill also requires the Department of Agriculture to set aside and reserve certain rural housing funds for Indian tribes.

Creating a Respectful and Open World for Natural Hair Act of 2019 or the CROWN Act of 2019 This bill prohibits discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race or national origin. Specifically, the bill prohibits this type of discrimination against those participating in federally assisted programs, housing programs, public accommodations, and employment. Persons shall not be deprived of equal rights under the law and shall not be subjected to prohibited practices based on their hair texture or style. The bill provides for enforcement procedures under the applicable laws.

Eviction Prevention Act of 2019 This bill authorizes grant programs to provide legal counsel to individuals in eviction proceedings and to collect data regarding evictions. The bill also requires a study of evictions generally. Specifically, the Department of Justice (DOJ) may award grants to states and local governments to provide legal counsel in eviction proceedings to an individual whose income is less than 125% of the federal poverty level. DOJ may also award grants to states and local governments to collect data on evictions, including with respect to race and property type. Additionally, the Government Accountability Office must study evictions generally and with regard to the legal representation of tenants in eviction proceedings.

Pay Our Coast Guard Act of 2020 This bill provides FY2020 continuing appropriations to the U.S. Coast Guard for any period during which interim or full-year appropriations for the Coast Guard are not in effect. The appropriations are provided to the Coast Guard for pay and allowances for members of the Coast Guard, civilian employees, and contractors; and the payment of a death gratuity, funeral travel, and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty. The appropriations are provided until the earlier of September 30, 2020, or the enactment of specified Coast Guard appropriations legislation.

Homes for All Act of 2019 This bill provides funding for the construction of new public housing units, authorizes additional assistance for the construction of new affordable housing units, and otherwise addresses housing affordability. Specifically, the bill provides permanent, mandatory funding for the capital and operating funds available to public housing agencies (PHAs) and allows PHAs to use such funds to construct new public housing units. Under current law, a PHA generally may not use such funds to construct public housing units if doing so would result in a net increase of the number of public housing units owned, assisted, or operated by the PHA. The bill also (1) provides annual funding through FY2031 for the construction of new public housing units; and (2) authorizes additional assistance through FY2030 from the Housing Trust Fund for the construction of new, private-market, affordable housing units. A PHA may not discriminate, with respect to the rental of a unit developed with assistance under the bill, based on an individual's criminal record or immigration status. Additionally, a PHA receiving such assistance must meet specified requirements with respect to the new units regarding other forms of discrimination, supportive services, environmental standards, and accessibility. Finally, the bill requires the Department of Housing and Urban Development to establish a Community Control and Anti-Displacement Fund to award grants to local governments for the purpose of combatting gentrification and neighborhood destabilization.

Generating Resources and Opportunities Within Affordable Housing Act or the GROW Affordable Housing Act This bill increases the amount of funds the Federal Home Loan Mortgage Corporation (Freddie Mac) and the Federal National Mortgage Association (Fannie Mae) must allocate each year to the Housing Trust Fund and the Capital Magnet Fund, both of which support affordable housing and are administered by the Department of Housing and Urban Development.

Specifically, the bill authorizes additional funding for public housing agencies to maintain and improve public housing buildings; states and communities to reduce the risk of flood damage to housing; very low-income residents to improve and modernize rural housing; Indian tribes to develop housing and housing services; nonprofit organizations and community development financial institutions to conduct activities related to affordable housing and economic development; state housing finance agencies to provide supportive housing for individuals with disabilities; private nonprofit organizations to provide supportive housing for the elderly; and states, counties, and cities to develop and preserve affordable housing. The bill also requires that specified portions of funding made available under the bill be used for water and energy efficiency. In administering such funding made available under the bill, the relevant federal agencies must consult with grantees and recipients and meet with state and local government officials for the purpose of recommending and promoting funding opportunities and initiatives to include minority and women's business enterprises in such grant activities.

Recognizing Education, Employment, New skills, and Treatment to Enable Reintegration Act of 2019 or the RE-ENTER Act This bill establishes procedures and requirements for U.S. district courts to issue federal certificates of rehabilitation. These certificates acknowledge that federal offenders have demonstrated a commitment to a law-abiding future and successfully reintegrated into society. The bill also establishes a presumption that an individual who has obtained a certificate is rehabilitated for purposes of regaining eligibility for federally assisted housing and other benefits.

Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.

Help End Abusive Living Situations Act or the HEALS Act This bill requires the Department of Housing and Urban Development to consider the needs of survivors of domestic violence, dating violence, sexual assault, and stalking when awarding grants under the Continuum of Care Program, which provides funding for nonprofit providers and state and local governments to quickly rehouse homeless individuals and families.

Housing Homeless Veterans Act of 201 9 This bill establishes certain priorities for funding distributed under the Veterans Affairs Supportive Housing (VASH) program and requires the reallocation of certain unused funds under the program. Specifically, the Department of Housing and Urban Development (HUD), in making VASH program funds available among public housing agencies (PHAs) for rental voucher assistance for homeless veterans who have chronic mental illnesses or chronic substance-use disorders, must give priority to PHAs that (1) serve areas that have the highest numbers of homeless veterans, (2) have fully utilized their available HUD-VASH funds for the preceding fiscal year, and (2) have demonstrated need for such incremental assistance. Additionally, HUD must (1) recapture certain unused HUD-VASH assistance from PHAs in jurisdictions with decreasing homeless populations, and (2) reallocate the recaptured amounts to PHAs that have used their entire allocations of HUD-VASH assistance.

Bringing Registered Apprenticeships to Veterans Education Act or the BRAVE Act This bill requires the Department of Labor, in the implementation of the Transition Assistance Program, to provide information concerning apprenticeship programs to members of the Armed Forces who are separating from active duty. The bill expands an existing monthly housing stipend under the Post-9/11 GI Bill by authorizing the stipend to be used for other purposes. The Department of Veterans Affairs (VA), in coordination with Labor, must establish a publicly accessible and user-friendly website on which veterans can find specified information about apprenticeship programs that are approved under VA education benefit provisions.

Veterans' Entry to Apprenticeship Act of 2019 This bill requires the Department of Veterans Affairs to provide the same amount and type of educational assistance to pre-apprenticeship programs as apprenticeship programs in certain circumstances. A pre-apprenticeship program is designed to prepare individuals to enter an apprenticeship program via education and training. Under the bill, a pre-apprenticeship program may be treated like an apprenticeship program for purposes of educational assistance if the program complies with state standards or meets other accepted criteria if state standards do not apply. If an individual is not paid as part of a pre-apprenticeship program, they are eligible for a specified amount of housing assistance.

A Just Society: A Place to Prosper Act of 2019 This bill addresses housing affordability, access, security, and safety. For example, the bill specifies that landlords that own more than five residential properties or more than two manufactured housing parks (1) may not raise rent by more than a certain percentage; (2) may evict tenants only for specified reasons, such as for missing rent for two or more consecutive months; and (3) must keep units in good repair. The bill also prohibits a large-scale landlord or a landlord the Department of Housing and Development (HUD) has found to have committed certain acts, such as repeated evictions without cause, from purchasing a federally supported mortgage or mortgage-backed security or obtaining federally provided mortgage insurance. The bill allows nonresident aliens to receive HUD housing assistance. The bill also prohibits discrimination based on an individual's source of income in the sale or rental of housing and other related real estate transactions. Additionally, HUD may award grants for states and local governments to establish a right to counsel for tenants in eviction proceedings. The bill also authorizes additional grants and activities to evaluate and reduce lead and other hazards in housing. The bill also (1) increases the federal share of costs for state highway projects in jurisdictions with laws or regulations that encourage equitable growth, and (2) decreases the federal share for projects in jurisdictions with laws or regulations that discourage equitable growth.

Violence Against Women Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2025 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Farm Workforce Modernization Act of 2019 This bill contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying alien who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to November 12, 2019, (2) was inadmissible or deportable on that date, and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. DHS may grant dependent status to the spouse or children of a principal alien. An alien with a pending application may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW alien (and dependents) may apply for lawful permanent resident status after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. DHS shall create an electronic platform for (1) filing H-2A petitions, (2) facilitating the processing of H-2A cases, and (3) providing agencies a single tool for obtaining H-2A-related case information. The bill makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, and (4) making the program available for year-round agricultural work and reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS shall establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.

Access to Affordable Housing for Veterans Act of 2019 This bill provides additional notifications to service members regarding home loans available through the Department of Veterans Affairs (VA). The bill requires a Federal Housing Administration mortgage notice to a veteran to contain comparative rate and fee information about VA home loans. The uniform residential loan application developed by Fannie Mae and Freddie Mac must include a check box to indicate that the applicant is a veteran, the statement "If you are a veteran, you may be eligible for a VA mortgage," and a place to acknowledge such statement. Preseparation counseling for a service member prior to discharge from active duty must include information regarding the authority of a member to use an honorable discharge certificate as a certificate of eligibility for a VA guaranteed housing loan or to request a specific certificate of eligibility for such loan, and counseling on responsible borrowing practices.

This bill amends the Internal Revenue Code, with respect to opportunity zones, to require a qualified opportunity fund to have an investment advisory board and meet certain investment diversity and affordable housing investment requirements. The fund must also report to the congressional tax committees on how investments in opportunity zones will affect different racial and ethnic groups within the zones.

Fostering Stable Housing Opportunities Act of 2019 This bill requires public housing agencies (PHAs) that administer housing choice voucher programs to, in coordination with the Department of Housing and Urban Development, extend tenant-based assistance for youth aging out of foster care under specified circumstances. Under current law, public housing assistance is available for up to 36 months for low-income youth who are 18 to 24 years old, left foster care at age 16 or older (or will soon leave foster care), and are homeless or at risk of becoming homeless. The bill requires PHAs to extend such housing assistance for up to 24 months (subject to available funds) for youth who are (1) employed; (2) enrolled in a workforce development program; (3) pursuing postsecondary education, high school diploma, or equivalent; or (4) participating in a family self-sufficiency program. Youth who are (1) parents (or have a dependent under age 6), (2) participating in an addiction recovery program, or (3) unable to comply due to a medical condition must receive extended housing assistance without meeting these requirements. Further, youth receiving extended housing assistance are eligible for available supportive services. PHAs also must coordinate with local child welfare agencies to receive referrals for the housing assistance program.
