SHIELD Against CCP Act

Strategic Homeland Intelligence and Enforcement Legislation to Defend against the CCP Act or the SHIELD Against CCP Act This bill establishes within the Department of Homeland Security (DHS) a working group to assess and improve efforts to address security threats posed to the United States by the Chinese Communist Party (CCP). The threats to be addressed are terrorist, cybersecurity, border and port security, and transportation security threats. The working group must examine and report on DHS efforts to counter such threats from the CCP and identify gaps in DHS activities to respond to these threats. The working group must account for the DHS resources dedicated to countering such threats, build upon existing evaluations, and avoid unnecessary duplication. The bill requires DHS to provide Congress with annual reports and briefings on the activities of the working group. Further, the bill directs DHS to research and develop technologies and techniques for enhancing DHS's security and situational awareness relating to the threats posed by the CCP. The bill also requires the Government Accountability Office to report to Congress on the bill's implementation. The bill’s provisions sunset seven years after the date of the working group’s establishment.

Providing for consideration of the bill (H.R. 3724) to amend the Higher Education Act of 1965 to prohibit recognized accrediting agencies and associations from requiring, encouraging, or coercing institutions of higher education to meet any political litmus test or violate any right protected by the Constitution as a condition of accreditation; providing for consideration of the bill (H.R. 4790) to amend the Federal securities laws with respect to the materiality of disclosure requirements, to establish the Public Company Advisory Committee, and for other purposes; providing for consideration of the bill (H.R. 5179) to require the maintenance of the country of origin markings for imported goods produced in the West Bank or Gaza, and for other purposes; providing for consideration of the bill (H.R. 5339) to amend the Employee Retirement Income Security Act of 1974 to specify requirements concerning the consideration of pecuniary and non-pecuniary factors, and for other purposes; providing for consideration of the bill (H.R. 5717) to provide that sanctuary jurisdictions that provide benefits to aliens who are present in the United States without lawful status under the immigration laws are ineligible for Federal funds intended to benefit such aliens; providing for consideration of the bill (H.R. 7909) to amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed sex offenses or domestic violence are inadmissible and deportable; and providing for consideration of the joint resolution (H.J. Res. 136) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles".

Pay Our Border Patrol and Customs Agents Act of 2025 This bill provides FY2025 appropriations for the salaries and expenses of certain U.S. Customs and Border Protection (CBP) employees who are required to work during a lapse in appropriations (i.e., government shutdown) in FY2025. Specifically, the bill provides appropriations to CBP for the salaries and expenses of agents of the U.S. Border Patrol and officers of the Office of Field Operations who are excepted from furlough (i.e., required to work) during a lapse in discretionary appropriations in FY2025.

DHS Joint Task Forces Reauthorization Act of 2024 This bill extends through FY2026 the authority of the Department of Homeland Security (DHS) to establish and operate joint task forces (JTFs), which coordinate activities across DHS’s component organizations and with other government and international partners. The bill requires DHS to annually provide Congress with (1) a staffing plan for each JTF; and (2) a briefing on various aspects of JTF-East (which operates in the southern maritime environment, including the Gulf of Mexico and the Caribbean Sea, to combat transnational criminal organizations and prepare for maritime mass migration events). DHS must also provide Congress with an analysis of the cost and effectiveness of locating the headquarters of JTF-East in Portsmouth, Virginia, in comparison to alternative locations.

Commerce, Justice, Science, and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations to the Department of Commerce, the Department of Justice (DOJ), the science agencies, and several related agencies. The bill provides appropriations to the Department of Commerce for the International Trade Administration, the Bureau of Industry and Security, the Economic Development Administration, the Minority Business Development Agency, Economic and Statistical Analysis, the Bureau of the Census, the National Telecommunications and Information Administration, the U.S. Patent and Trademark Office, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and Departmental Management. The bill provides appropriations to DOJ for Justice Operations, Management, and Accountability; the Executive Office for Immigration Review; the Office of Inspector General; the U.S. Parole Commission; Legal Activities; the U.S. Marshals Service; the National Security Division; Interagency Law Enforcement; the Federal Bureau of Investigation; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Prison System. The bill also provides appropriations to DOJ for state and local law enforcement activities, including the Office on Violence Against Women, the Office of Justice Programs, and Community Oriented Policing Services (COPS). The bill provides appropriations for science agencies, including the Office of Science and Technology Policy, the National Space Council, National Aeronautics and Space Administration (NASA), and the National Science Foundation. The bill provides appropriations to related agencies, including the Commission on Civil Rights, the Equal Employment Opportunity Commission, the U.S. International Trade Commission, the Legal Services Corporation, the Marine Mammal Commission, the Office of the U.S. Trade Representative, and the State Justice Institute. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
