Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

The resolution urges the E3 (the United Kingdom, France, and Germany) to invoke the snapback of United Nations (UN) sanctions against Iran under UN Security Council Resolution 2231 before the option expires on October 18, 2025. This resolution also (1) recognizes that Iran's possession of a nuclear weapon would threaten U.S. and global security, (2) condemns Iran's repeated violations of certain international commitments related to nuclear weapons, and (3) reaffirms that the United States maintains the right to prevent Iran from acquiring nuclear weapons.

Securing the Cities Improvement Act This bill makes changes to the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office's (CWMD's) Securing the Cities program, which seeks to detect nuclear or radiological materials to prevent terrorist attacks and other events posing a risk to cities in the United States. Specifically, the bill requires the CWMD to establish performance metrics and milestones for the program and to track performance against them. Also, under current law, in carrying out the Securing the Cities program, the CWMD may only partner with cities that are high-risk urban areas , which are designated by the Federal Emergency Management Agency under a different program. Instead, the bill requires the CWMD to designate the jurisdictions it may partner with for the program, and the designations must be based on the capability and capacity of the jurisdiction relating to preparedness and response, as well as the relative threat to, vulnerability of, and consequences for, such jurisdiction regarding terrorist attacks and other high-consequence events utilizing nuclear or radiological materials. Additionally, within two years of enactment of the bill, the CWMD must submit a report to Congress regarding participation in the Securing the Cities program, the establishment of metrics and milestones, performance against such metrics and milestones, and plans for any changes to the program.

Financing Our Energy Future Act This bill allows a publicly traded partnership to derive income from certain clean energy-related activities and still be treated as a partnership for federal income tax purposes. As background, a publicly traded partnership is a partnership whose interests are traded on an established securities market (or readily tradable on a secondary market). A publicly traded partnership generally is treated as a corporation for federal income tax purposes unless 90% or more of such partnership’s gross income is qualifying income. Under current law, qualifying income includes interest and dividends; real property rents; gain from the sale (or disposition) of real property; income from certain activities related to minerals and natural resources, source carbon dioxide, and the transportation or storage of certain fuels; and gain from the sale (or disposition) of a capital asset or commodities. Under the bill, the qualifying income is expanded to include income derived from electric power (or thermal energy) generated from renewable energy sources (e.g., wind and solar energy), qualified gasification projects, or advanced nuclear facilities; accepting or processing open-loop biomass or municipal solid waste (by certain facilities); the storage of electric power or thermal energy using certain energy storage technology; the generation, storage, or distribution of electric power (or thermal energy) using combined heat and power system property; fuels that use certain carbon oxides as primary feedstock; certain renewable chemicals; transportation or storage of liquefied or compressed hydrogen; the conversion of renewable biomass; and certain carbon capture and sequestration facilities.

Diagnostics Testing Preparedness Plan Act of 2025 This bill requires the Department of Health and Human Services (HHS) to develop and publish a plan for the rapid development and distribution of diagnostic tests in response to a chemical, biological, radiological, or nuclear threat, including an emerging infectious disease, that causes or has significant potential to cause a declared public health emergency. Specifically, HHS must coordinate with any relevant public and private entities, such as government entities and device manufacturers, in creating the plan and facilitating its collaborative implementation. The plan must take into consideration certain factors specified in the bill, including domestic testing capacity, novel technologies, and medical supply needs. HHS must publish the plan within one year after enactment of the bill and then update the plan every three years.

No Official Giveaways Of Taxpayers’ Income to Oppressive Nations Act or the NO GOTION Act This bill prohibits certain entities associated with China, Cuba, Iran, North Korea, Russia, or the Maduro regime of Venezuela from claiming various energy-related federal tax incentives. Specifically, certain energy-related federal tax incentives may not be claimed by the government, a government instrumentality, or an agency of China, Cuba, Iran, North Korea, Russia, or the regime of Nicolas Maduro in Venezuela; any entity that is organized under the laws of or is headquartered in one of these countries; or any entity that is owned, controlled, directed, or influenced by or that has certain financial or contractual connections with any such government, government instrumentality, agency, or entity. Such entities may not claim the federal tax credits for alternative fuel vehicle refueling property, second-generation biofuel, biodiesel fuel, sustainable aviation fuel, renewable electricity production, carbon sequestration, zero-emission nuclear power production, clean hydrogen production, clean commercial vehicles, advanced manufacturing production, clean electricity production, clean fuel production, investments in energy property, advanced energy projects, clean electricity investment, biodiesel mixtures, alternative fuel, and alternative fuel mixtures. Further, such entities are prohibited from claiming the federal tax deduction for energy efficient improvements to commercial buildings. Finally, such entities are not entitled to a credit or refund of federal excise taxes paid on biodiesel, alternative fuel, or sustainable aviation fuel mixtures produced by the entities.

Radiation Exposure Compensation Reauthorization Act This bill reauthorizes and expands programs that compensate individuals who were exposed to radiation during certain nuclear testing or uranium mining and who subsequently developed medical conditions, including cancers. Under current law, compensation is payable to individuals based on requirements including the (1) dates when exposure occurred, (2) duration of exposure, (3) type of exposure, and (4) resulting medical condition. Among other changes to this program, the bill (1) extends the eligible dates when qualifying atmospheric exposure occurred, (2) authorizes compensation to individuals with combined work histories in uranium mining, (3) adds core drilling as an eligible mining occupation, and (4) increases the amount of compensation awarded to qualifying individuals. The bill also expands this program to compensate individuals located in specified areas in Alaska, Kentucky, Missouri, and Tennessee associated with waste from the Manhattan Project and who subsequently developed specified types of cancer. The bill extends until five years after this bill's enactment the statute of limitations for the filing of claims. The bill also expands eligibility under an existing occupational illness compensation program for former Department of Energy employees. The bill also establishes a grant program for institutions of higher education to study the epidemiological impacts of uranium mining and milling among individuals without occupational exposure. The bill directs the Government Accountability Office to study and report to Congress on the unmet medical benefits coverage for individuals who were exposed to radiation in atmospheric nuclear tests conducted by the federal government.

A first-use nuclear strike is an attack using nuclear weapons against an enemy without confirming that there has been a nuclear strike against the United States, its territories, or its allies.

This bill requires federal agencies to submit zero-based budgets to the Office of Management and Budget and the congressional budget committees . Under the bill, a zero-based budget is a systematic budget analysis in which managers (1) examine current objectives, operations, and costs; (2) consider alternative ways of carrying out programs or activities; and (3) rank different programs or activities by order of importance. The bill also requires federal agencies to submit recommendations to reduce spending by at least 2% from the previous year's levels. The Department of Defense and the National Nuclear Security Administration are exempt from this requirement.

Western Hemisphere Nearshoring Act This bill provides assistance for corporations to relocate operations from China to Latin America or Caribbean (LAC) countries and specifies actions to expand trade and nuclear energy agreements with LAC countries. Specifically, the U.S. International Development Finance Corporation must use at least 10% of its funding to finance moving, workforce development, and facility construction costs associated with such relocations. Tariffs collected by the United States on goods manufactured in China shall be used to fund such assistance. The President must provide duty-free or other preferential treatment for goods and services produced in a LAC country by a corporation that received relocation assistance under this bill. A corporation must meet certain conditions to receive these benefits, including creating sufficient jobs in the LAC country and guaranteeing that the corporation will not be controlled by China, Russia, or other foreign adversary government. State-owned enterprises are not eligible. Additionally, the Office of the U.S. Trade Representative must start trade negotiations with each LAC country that does not have a free trade agreement with the United States if the country meets certain conditions (such as reducing economic reliance on China). The President is authorized to start negotiations with a LAC country for the sale of nuclear reactors if these same conditions are met and the sale does not threaten U.S. national security. Neither Cuba nor Venezuela qualify as a LAC country unless the Department of State certifies that the country has taken certain actions, including holding free and fair elections.

Sanction Russian Nuclear Safety Violators Act of 2025 This bill requires the President to impose visa- and property-blocking sanctions on foreign persons who endanger the integrity or safety of the Zaporizhzhia nuclear power plant in southeastern Ukraine or who undermine Ukrainian operational control of the power plant. The bill provides certain exceptions to such sanctions (1) to comply with international obligations, (2) to provide humanitarian assistance, or (3) for those seeking to reestablish Ukrainian operational control of the Zaporizhzhia nuclear power plant.

Restoring Energy Market Freedom Act This bill repeals multiple business tax credits related to the production and sale of energy. Specifically, the bill repeals the renewable electricity production tax credit (for electricity using wind, solar, or other specific types of renewable energy produced by a qualified facility for which construction began before 2025); clean electricity production tax credit (for electricity produced using a qualified facility that has no greenhouse gas emissions and was placed into service in 2025 or after); advanced nuclear production tax credit (for electricity produced and sold by a qualified nuclear power facility placed into service before 2021); zero-emission nuclear power production tax credit (for electricity produced and sold by a qualified nuclear power facility between 2024 and 2032); carbon sequestration tax credit (for the capture and sequestration of carbon oxide); clean hydrogen production tax credit (for clean hydrogen produced at a qualified clean production facility); advanced manufacturing production tax credit (for the production and sale of qualified components, including solar and wind energy components); energy investment tax credit (for investments in certain qualified energy property placed into service before 2025); clean electricity investment credit (for investments in qualified energy property placed into service in 2025 or after); qualifying advance coal project tax credit (for investments in qualifying advanced coal projects), clean coal investment tax credit (for investments in qualifying gasification projects); advanced energy project tax credit (for investments in qualifying advanced energy projects); and advanced manufacturing investment tax credit (for investments in semiconductor or semiconductor manufacturing equipment).
