Clean Energy Future Through Innovation Act of 2020

Clean Energy Future Through Innovation Act of 2020 This bill establishes a variety of incentives and programs to reduce carbon dioxide emissions from the power sector, including incentives and programs to (1) develop low- and zero-carbon power technologies (e.g., technologies to capture, use, and store carbon from coal and natural gas); (2) support certain renewable energy, energy-efficiency, energy storage, and clean electricity technologies; and (3) support nuclear energy.

To establish the American Nuclear Leadership Commission, and for other purposes.

Nuclear Plant Decommissioning Act of 2020

Nuclear Plant Decommissioning Act of 2020 This bill (1) provides a mechanism for states, tribal and local governments to play a role in the development of post-shutdown decommissioning activities regarding the shutdown of a nuclear facility; and (2) establishes a grant program to support community advisory boards that aim to foster communication between a licensee involved in decommissioning activities and members of a community that may be affected by such activities.

INSPECT Act

Increasing Nuclear Safety Protocols for Extended Canister Transfers Act or the INSPECT Act This bill requires the Nuclear Regulatory Commission to assign a resident inspector to each commercial nuclear power plant that has permanently ceased operation. The inspector must (1) conduct inspections of decommissioning activities and spent nuclear fuel transfer activities, and (2) remain at the plant until all fuel is transferred from its spent fuel pools.

Securing America’s Nuclear Waste Act

Securing America's Nuclear Waste Act This bill addresses storage of spent nuclear fuel and high-level radioactive waste in the United States. Specifically, the bill requires the Government Accountability Office to report on the risks to current storage locations for spent nuclear fuel, including spent nuclear fuel from civilian nuclear power reactors, and high-level radioactive waste, including risks that are related to global weather patterns and geography; the Office of Management and Budget to report on the economic benefits of consolidated interim storage of spent nuclear fuel and high-level radioactive waste, including economic benefits associated with job growth and redeveloping sites of decommissioned civilian nuclear power reactors; and the Department of Energy to study and report on an auction process or other system for selecting and entering into contracts with nonfederal entities for consolidated interim storage facilities that are located at a site without an operating nuclear reactor, and for which such entities will hold a license issued by the Nuclear Regulatory Commission.

Next Generation Nuclear Advancement Act of 2020

Next Generation Nuclear Advancement Act of 2020 This bill addresses advanced nuclear energy research and development programs at the Department of Energy (DOE). Specifically, DOE must establish an Integrated Energy Systems Program to maximize energy production and efficiency; develop energy systems involving the integration of nuclear energy with renewable energy, fossil energy, and energy storage; expand the use of emissions-reducing energy technologies into nonelectric sectors to achieve significant reductions in environmental emissions; carry out a light water reactor sustainability program that includes ensuring the achievement of maximum benefits from existing nuclear generation, and promoting the use of high-performance computing to simulate nuclear reactor processes; and develop and submit to Congress a 10-year strategic plan for its Office of Nuclear Energy.

Nuclear Energy Reactor Demonstration Act

Nuclear Energy Reactor Demonstration Act This bill directs the Department of Energy (DOE) to advance the research and development of domestic advanced, affordable, and clean nuclear energy. Specifically, DOE must enter into agreements to (1) complete at least two advanced nuclear reactor demonstration projects by December 31, 2025, and (2) demonstrate at least two and not more than five additional operational advanced reactor designs by December 31, 2035. DOE must establish goals for research relating to advanced nuclear reactors, including by coordinating with members of private industry to advance the demonstration of various designs of advanced nuclear reactors. DOE must also carry out a program to conduct research relating to (1) next-generation light water reactor fuels that demonstrate improved performance and accident tolerance, and (2) innovative advanced reactor fuels that demonstrate improved proliferation resistance and use of resources.

Energy and Water Development and Related Agencies Appropriations Act, 2021 This bill provides FY2021 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies such as the Nuclear Regulatory Commission. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, and the Office of the Assistant Secretary of the Army for Civil Works. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for Energy Programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Fossil Energy Research and Development; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; the Advanced Research Projects Agency--Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; the Office of Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill sets forth permissible and prohibited uses for funds provided by this and other appropriations Acts.

Nuclear Energy for the Future Act This bill addresses advanced nuclear energy research and development at the Department of Energy (DOE). DOE must carry out a program to conduct research relating to the development of advanced nuclear energy technologies that may offer improved safety, functionality, and affordability; make available nuclear energy research infrastructure to industry partners in order to achieve faster and cost-effective development of advanced nuclear energy technologies toward commercial readiness; select industry partners for awards on a competitive merit-reviewed basis; construct a versatile reactor-based fast neutron source which shall operate as a national user facility; and ensure the coordination of, and avoid unnecessary duplication of, the activities of its high-performance computation collaborative research program to develop new reactor technologies with other research entities of DOE, including the National Laboratories.

Sensible, Timely Relief for America's Nuclear Districts' Economic Development Act of 2020 or the STRANDED Act of 2020 This bill addresses communities affected by stranded nuclear waste. The bill defines stranded nuclear waste as nuclear waste or spent nuclear fuel stored in dry casks or spent fuel pools at the site of an eligible civilian nuclear power plant. Specifically, the bill provides a first-time homebuyer tax credit for homeownership in nuclear affected communities; directs the Economic Development Administration to establish a competitive prize competition to award prizes to affected communities for proposals to carry out alternatives to nuclear facilities, generating sites, and waste sites; and provides grants to nuclear-affected communities to offset the economic and social impacts of stranded nuclear waste on such communities, and to support such communities that are facing decreased tax revenues or assessed valuation as a result of decommissioning a civilian nuclear power plant.
