Public Banking Act of 2023

Public Banking Act of 2023 This bill allows for the federal charter of public banks (i.e., banks that are wholly owned and controlled by a state, tribe, or local government). Under the bill, the Board of Governors of the Federal Reserve System must charter public banks or recognize non-federally chartered banks if they meet certain criteria. These public banks are eligible for membership in the Federal Reserve System. The Federal Reserve must offer specified services to member public member banks, including grants, payment accounts, digital dollar services, and facilities for credit, loans, and liquidity. These public banks must have a democratic governance structure, establish an environmental policy, and comply with certain lending policies. For example, these public banks must require that loan recipients do not oppose or resist unionization efforts involving projects that utilize public funds. Public banks under the bill are also prohibited from providing financial services to certain companies, including those that (1) support specified industries such as gun manufacturers or fossil fuel producers; (2) have unfair or unsafe labor practices; or (3) have a history of tax avoidance.  The bill also requires the establishment of a regulatory framework for the federal recognition of securities issued by public banks. The Federal Deposit Insurance Corporation must provide unlimited deposit insurance to federally recognized public banks. The United States Postal Service must partner with these public banks to provide account and payment services at post offices.

IDs for an Inclusive Democracy Act

IDs for an Inclusive Democracy Act This bill directs the Social Security Administration (SSA) to produce and make available at no cost to certain individuals in the United States an identification (ID) for the purpose of allowing such individuals to satisfy ID requirements. Such ID must include a photograph and specified information, as well as security features. It shall be valid for a 10-year period. To receive an ID, an individual must be at least 14 years of age. The SSA must develop and implement a campaign to educate the public with respect to the ID, including how an individual can receive and use it. The U.S. Postal Service (USPS) must develop and implement a process that enables individuals to apply for the ID through the USPS, including a process for a first-time ID and renewal, modeled after the process for passport applications. The bill establishes a Task Force on Federal Identification Cards for the purpose of determining the requirements to produce and make available the ID. The task force shall (1) issue a report on the requirements, including a requirement that the SSA and the USPS establish procedures to prevent the unauthorized disclosure of any information obtained with respect to individuals who seek assistance in obtaining the ID; and (2) develop and publish recommendations for voluntary best practices for nonprofit organizations and entities that provide services to vulnerable populations with respect to how such organizations and entities can assist individuals to obtain the ID.

Election Integrity Mail Reform Act of 2023

Election Integrity Mail Reform Act of 2023 This bill establishes certain requirements related to election mail. Election mail means any item mailed to or from an individual for purposes of the individual’s participation in an election for public office, including balloting materials, voter registration cards, absentee ballot applications, polling place notifications, and photographic voter identification materials. Specifically, the bill requires the U.S. Postal Service (USPS) to give priority to the processing and delivery of election mail. The USPS must (1) deliver any election mail regardless of the amount of postage paid, (2) process and clear election mail from any postal facility each day (to the greatest extent practicable), and (3) expeditiously carry and deliver election mail. Additionally, the bill directs the USPS to place a marking or notice on election mail to indicate that the piece of mail is election mail. The bill allows a national, state, or local committee of a political party that is eligible to mail at the nonprofit rate to conduct a cooperative mailing at that nonprofit rate with a candidate, a candidate’s committee, or another committee of a political party. The national, state, or local committee of a political party may seek reimbursement for the costs of such mailing. The bill also imposes certain criminal penalties for (1) forging or counterfeiting any postmarking stamp or impression thereof with respect to a mailed ballot for a federal, state, or local election; or (2) falsifying the date on which a postmark is applied to a mailed ballot.
