Constitutional Amendment - Eliminates the force and effect of any treaty provision which denies or abridges any constitutionally enumerated right. Prohibits a treaty from permitting any foreign power or international organization to supervise, control, or adjudicate (1) the rights of United States citizens within the United States or (2) matters essentially within the domestic jurisdiction of the United States. Predicates the effectiveness of a treaty as internal law of the United States upon the passage of appropriate legislation. Requires executive agreements with foreign powers or international organizations to be made in the manner and to the extent prescribed by law.

Constitutional Amendment - Requires official candidates of political parties for President to be nominated in a closed primary election by direct popular vote. Restricts candidates to the primaries of the parties with which they are respectively affiliated. Directs that a candidate be placed on the appropriate party's ballot in all States if such individual files with the President of the Senate before a certain date a petition signed by a specified number of qualified voters in a specified number of jurisdictions. Recognizes as a political party for purposes of such amendment any party which received at least ten percent of the votes cast for all electors for candidates for President and Vice President in the most recent Presidential election. Sets the date of the primary election as the second Saturday after the first Monday in July in the year preceding the expiration of the regular term of President and Vice President, unless Congress directs otherwise. Designates the person receiving the greatest number votes in the primary as the official party candidate if such votes total at least 40 percent of those cast. Requires a runoff election between the two persons receiving the greatest number of votes in the event that no candidate receives such a plurality. Directs each party to nominate a person who is eligible for nomination as Vice President not less than seven nor more than 30 days after selection of that party's Presidential candidate. Designates a party's Vice Presidential candidate as its Presidential candidate if the Presidential nominee dies, resigns, or is disqualified. Prescribes that a committee composed of party nominees for the House of Representatives shall select party candidates if both the Presidential and Vice Presidential candidates die, resign, or are disqualified.

Constitutional Amendment - Requires the total number of electoral votes to be equal to the number of Senators and Representatives to which each State and the District constituting the seat of Government of the United States is entitled in Congress. Establishes a procedure to allocate electoral votes whereby the person receiving a plurality of popular votes for President or Vice President in each State shall receive two electoral votes. Provides that from the remaining number of electoral votes each person receiving votes for President or Vice President shall be credited with a number of electoral votes which bears the same ratio to the total number of such remaining electoral votes as the number of votes received by him for President or Vice President bears to the total number of votes cast for President or Vice President. Grants to Congress the power to establish a uniform time for electing the President and Vice President. Requires each State to compile lists of all persons receiving votes for President or Vice President and the number of votes cast for each person. Directs each State to certify and transmit such lists to Congress at which time the President of the Senate, in the presence of the Senate and House of Representatives, shall credit votes to each person for whom votes were cast in the manner prescribed by this article. Provides that the person receiving the highest number of total electoral votes for President shall be President and the person receiving the highest number of electoral votes for Vice President shall be Vice President. Stipulates that in the event two or more persons receive equal electoral votes for President or Vice President, the House of Representatives shall choose the President and the Senate shall choose the Vice President.

Constitutional Amendment - Provides that the people of the several States and the District constituting the Seat of Government of the United States shall elect the President and Vice President. Requires each elector to cast a single vote for two persons who shall have consented to the joining of their names as candidates for the offices of President and Vice President. Requires the electors of President and Vice President in each State to have the qualifications requisite for electors of the most numerous branch of the State legislature, except that for electors of President and Vice President, the legislature of any State may prescribe less restrictive residence qualifications and for electors of President and Vice President the Congress may establish uniform residence qualifications. Provides that the pair of persons having the greatest number of votes for President and Vice President shall be elected, if such number be at least 40 percent of the whole number of votes cast. Provides that if no pair of persons has such number, a runoff election shall be held in which the choice of President and Vice President shall be made from the two pairs of persons who received the highest number of votes. Requires the days for such elections to be determined by Congress and to be uniform throughout the United States. Requires Congress to prescribe by law the time, place, and manner in which the results for such elections shall be ascertained and declared. Allows Congress to provide for the case of the death, inability, or withdrawal of any candidate for President or Vice President before a President and Vice President have been elected, and for the case of the death of both the President-elect and Vice President-elect.
