Pesticide Registration Improvement Renewal Act

Pesticide Registration Improvement Renewal Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to require the Administrator of the Environmental Protection Agency (EPA) to complete an initial and subsequent registration review of each pesticide or pesticide case in specified periods. Requires registrants of pesticides to pay an annual fee for FY2008-FY2012. Revises provisions concerning the amount of such fees. Terminates the Administrator's authority regarding the administration of such fees on September 30, 2012. Prohibits the Administrator from levying any other fees for the registration of a pesticide except as provided under FIFRA until September 30, 2014. (Currently, this prohibition ends on September 30, 2010.) Amends the Federal Food, Drug, and Cosmetic Act to prohibit the Administrator from collecting tolerance fees until September 30, 2012. Authorizes the use of the Reregistration and Expedited Processing Fund for offseting the costs of registration review. Revises requirements concerning pesticide registration service fees, including allowing registration applications to be subject to additional fees and limiting any waiver, refund, credit, or other reduction of greater than 75% of such a fee. Provides for fee adjustments for pesticide registration applications received: (1) between October 1, 2008, and September 30, 2010; and (2) on or after October 1, 2010. Requires the Administrator to waive 75% of the registration service fees payable by specified small businesses. (Currently, the Administrator is required to waive all such fees.) Specifies the amount in the Fund that shall be used for worker protection, partnership grants, and the pesticide safety education program for FY2008-FY2012. Prohibits fees from being assessed for a fiscal year unless the amount of appropriations for salaries, contracts, and expenses for the functions of EPA's Office of Pesticide Programs for such year are at least equal to the amount of appropriations for functions in FY2002. Requires the Administrator, within specified periods, to conduct an initial screening of the content of the application and reject an application when it does not pass such screening. Requires additional content for reports on actions taken in regards to pesticide registration service fees. Provides for the phaseout of the requirement to pay and collect registration service fees in FY2013-FY2014. Terminates the requirement on September 30, 2014.

New Savers Act - Requires the Commissioner of Internal Revenue to notify individual taxpayers of their options to: (1) have their income tax refunds electronically deposited to a designated bank account (e.g., savings account); and (2) purchase U.S. savings bonds when they file their federal income tax returns. Authorizes the Secretary of the Treasury to: (1) make grants to provide matching funds for clinics to assist low-income taxpayers in preparing and filing their federal income tax returns; (2) increase payments to financial institutions to offset the costs of opening electronic transfer accounts; and (3) provide grants to states to increase participation in qualified tuition programs by moderate and low-income families. Requires the Secretary to: (1) establish performance measures to evaluate the extent to which Americans save and use the federal tax filing process to facilitate savings activities; (2) establish a program to support and promote the expansion of access to financial services and development of new financial products and services; (3) convene a federal advisory board to expand access to U.S. savings bonds; and (4) publish an annual report on the use of qualified tuition programs for paying tuition and other higher education costs. Requires the Secretary of Health and Human Services to establish a performance measure for the percentage of state benefit recipients who receive benefits by direct deposit into insured bank accounts. Establishes as a tax-exempt individual retirement account (IRA) a young savers account, to be treated in the same manner as a Roth IRA. Amends the Internal Revenue Code to: (1) allow tax credits for contributions to qualified tuition programs and Coverdell education savings accounts and for employer contributions to employee payroll savings plans; and (2) impose certain reporting requirements for managers of qualified tuition programs.

Defines a "Patriot employer" as any taxpayer who: (1) maintains its headquarters in the United States; (2) pays at least 60% of the health care premiums of its employees; (3) observes a policy requiring neutrality in employee organizing drives; (4) maintains or increases the number of its full-time workers in the United States relative to its full-time workers outside of the United States; (5) provides full differential salary and insurance benefits for all National Guard and Reserve employees called to active duty; and (6) provides its employees with a certain level of compensation and retirement benefits.

Hire a Hero Act - Expresses the sense of Congress that the federal government should support private sector employment initiatives for military personnel to help ensure that those who serve or have served in the Armed Forces have access to gainful employment. Authorizes the Chief of the National Guard Bureau (Chief) to award grants to nonprofit organizations to assist the following individuals in securing employment in the private sector: (1) a member of the National Guard or reserve; (2) a member of the Armed Forces who is nearing separation, discharge, or release; and (3) a former member of the Armed Forces. Expresses the sense of Congress that the Chief, in awarding such grants, should consider organizations that partner with private entities and associations involved in construction, energy, transportation, aerospace, domestic security, and other areas in which the employment of individuals having past military service would be of particular utility. Requires the Chief to establish fiscal control, accountability, and program performance measures for grantees.

Long-term Care Quality and Modernization Act of 2007 - Requires the Secretary of Health and Human Service to conduct a demonstration program under which the Secretary shall require a state to establish a process for joint training and education of surveyors and providers for skilled nursing facilities and nursing facilities at least annually. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to set forth provisions related to resumption of nursing aid training programs for skilled nursing facilities after correction of deficiencies. Authorizes the Secretary to exclude from the Medicare prospective payment system for skilled nursing facilities: (1) high cost and low probability cancer treatment drugs; and (2) all ambulance services. Authorizes a physician, nurse practitioner, or clinical nurse specialist to certify under Medicare that a prescribed series of blood glucose tests are medically required. Amends the Public Health Service Act to require the Secretary to establish a national nursing database to predict future nursing shortages. Amends the Internal Revenue Code to: (1) provide for a 15-year recovery period for qualified long-term care improvement property; (2) establish an investment tax credit for long-term care facility information technology; (3) establish tax-exempt long-term care trust accounts; (4) allow cash contributions to such accounts up to $5,000 annually; (5) allow an exclusion from gross income for certain distributions, including for long-term care services for chronically-ill individuals; (6) impose penalties for excess contributions to such accounts and for failure to provide required reports on such accounts; and (7) allow a refundable tax credit for 10% of the annual contributions to such accounts.

Requires 95 percent or more of the net proceeds of such bonds to be used for specified forestry project costs, including the acquisition of forest lands subject to a conservation restriction. Exempts from income tax income, gains, and other tax incidents generated by certain harvesting activity on forest lands purchased with qualified forest conservation bonds.

Public School Repair and Renovation Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct the Secretary of Education to allocate funds to states for competitive school repair and renovation grants to local educational agencies (LEAs). Requires each state, in awarding such grants, to: (1) award high-need and rural LEAs, in the aggregate, at least the same proportion of this Act's LEA funds for the state that they received of total LEA school improvement funds for the state under part A of Title I of the ESEA; and (2) consider the percentage of poor children LEAs serve, the condition of their public schools, and their fiscal capacity to cover repairs and renovations without such a grant. Directs each state to reserve a portion of their allocation for a state-level database of public school facility inventory, condition, design, and utilization. Requires the Comptroller General to study and report to Congress on the costs of, and public and private expenditures for, repairing, renovating, and constructing public elementary and secondary schools.

Defines " Patriot corporation" as a corporation which: (1) produces at least 90% of its goods and services in the United States; (2) does not pay its its management-level employees at a rate more than 10,000% of the compensation of its lowest paid employee; (3) conducts at least 50% of its research and development in the United States; (4) contributes at least 5% of its payroll to a portable pension fund for its employees; (5) pays at least 70% of its employees' health insurance costs; (6) maintains a policy of neutrality in employee organizing drives; (7) provides full differential salary and insurance benefits for all National Guard and Reserve employees who are called to active duty; and (8) has not violated federal regulations, including regulations relating to the environment, workplace safety, labor relations, and consumer protections. Amends the Internal Revenue Code to: (1) reduce the income tax rate for Patriot corporations; (2) reclassify foreign corporations created or organized to avoid federal taxation as domestic corporations for income tax purposes; and (3) increase, for the period between January 1, 2007, and December 31, 2010, the income tax rate for individual taxpayers with adjusted gross incomes of $500,000 or more ($1 million or more for joint returns).

Redefines the term "take" to include harvesting, cutting, logging, or removing a plant. Makes it unlawful to import, export, transport, sell, receive, acquire, possess, or purchase in interstate or foreign commerce plants: (1) taken, transported, possessed, or sold in violation of specified foreign or state law; (2) taken, transported, or exported without the payment of royalties, taxes, or stumpage fees required by foreign or state law; or (3) exported or transshipped in violation of any limitation under foreign or state law. Makes it unlawful to import plants unless the importer files, when clearance is requested, a declaration that contains: (1) the scientific name of any plant contained in the importation; and (2) a description of the value of the importation, the quantity of the plant, and the name of the country from which the plant was taken. Sets forth requirements concerning the contents of a declaration. Authorizes the Secretary of the Interior to promulgate regulations to limit the applicability of, or to modify, declaration requirements.

Sets forth disclosure requirements, including disclosure of: (1) the risks and benefits of each home mortgage loan product; (2) possible payment increases at the time of any resetting of rate; (3) the extent of any prepayment penalties and balloon payments; and (4) the consumer's responsibilities to pay taxes and insurance with respect to such product. Requires mortgage brokers to maintain a bond that inures, first, to the benefit of any consumer who has any claim against the mortgage broker under this Act. Prohibits: (1) mortgage brokers from steering a consumer to a higher-cost mortgage than one for which the consumer would otherwise qualify; and (2) waiver by a consumer of the requirements imposed upon a mortgage broker under this Act. Requires disclosure of specified affiliations on the part of persons involved in the home mortgage loan process.

Providing Resources Early for Kids Act of 2007 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) follow nationally-established best practices for class size and teacher-to-student ratios; (3) require each teacher to hold at least an associate degree in early childhood education or a related field; and (4) have a plan for meeting the requirement, within five years of receiving such grant, that teachers hold at least a baccalaureate degree in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program hours per day and weeks per year; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

Children's Health Insurance Program Reauthorization Act of 2007 - Reauthorizes the State Children's Health Insurance Program (CHIP) (also known as SCHIP) under title XXI of the Social Security Act (SSA) through FY2012. Provides allotments for the 50 states and the District of Columbia. Revises funding for the territories under CHIP and Medicaid (SSA title XIX). Provides incentive bonuses for states. Phases out coverage for nonpregnant childless adults under CHIP and sets conditions for coverage of parents. Gives states the option to cover low-income pregnant women under CHIP through a state plan amendment. Establishes in the Treasury the CHIP Contingency Fund. Provides for the two-year availability of allotments. Provides for limitation on matching rate for states that propose to cover children with effective family income exceeding 300% of the poverty line. Provides an option for qualifying states to receive the enhanced portion of the CHIP matching rate for Medicaid coverage of certain children. Outlines outreach and enrollment requirements, including ones for reducing administrative barriers to enrollment.. Allows individual taxpayers a 20% tax credit for equity investments in small biomedical research firms engaged in incubational research (i.e., research conducted prior to large-scale clinical trials).

Nanotechnology Advancement and New Opportunities Act - Directs the Secretary of Commerce, if $100 million is made available from the private sector for the establishing a Nanomanufacturing Investment Partnership, to establish such a Partnership to provide funding for precommercial nanomanufacturing research and development projects. Allows the Partnership to provide funding through direct investments in specified mechanisms designed to advance nanomanufacturing. Requires return on investment of amounts resulting from the commercialization of developed technologies to the Partnership. Requires establishment of an advisory board to assist the Secretary in carrying out the Partnership. Amends the Internal Revenue Code of 1986 (IRC) to allow a tax credit for the purchase of qualified nanotechnology developer stock. Authorizes establishment within the Technology Administration of a grant program to support the establishment and development of incubators (entities affiliated with or housed in degree-granting institutions that provide space and coordinated and specialized services to certain entrepreneurial businesses). Establishes a Nanotechnology Startup Advisory Council. Directs the National Science Foundation (NSF) to establish a Nanoscale Science and Engineering Center for the development of computer aided design tools for nanotechnology applications. Requires the establishment of nanotechnology research grant programs by the: (1) Secretary of Energy to address the need for clean, cheap, renewable energy; (2) Administrator of the Environmental Protection Agency (EPA) to address technologies for remediation of pollution and other environmental protection technologies; (3) Secretary of Homeland Security (DHS) to address the need for sensors and other materials related to homeland security needs; and (4) Secretary of Health and Human Services (HHS) to address health related applications of nanotechnology. Requires the Director of the National Nanotechnology Coordination Office to transmit a nanotechnology research strategy that establishes priorities for the federal government and industry. Amends the IRC to: (1) allow a tax credit for nanotechnology education and training program expenses; and (2) revise, for purposes of Hope and Lifetime Learning tax credits, the definition of "eligible educational institution" to include commercial nanotechnology training providers. Directs the NSF to establish: (1) a grant program for the development of curriculum materials for interdisciplinary nanotechnology courses at institutions of higher education; and (2) establish a program to encourage manufacturing companies to enter into partnerships with occupational training centers for the development of training to support nanotechnology manufacturing. Directs the Secretary of Energy to transmit a strategy for increasing interaction on nanotechnology issues between scientists and engineers at the Department of Energy's national laboratories and in the informal science education community.

McKinney Homeless Assistance Act for grantees following a current housing affordability strategy or an approved comprehensive homeless assistance plan; (6) tenant-based rental assistance under the Cranston-Gonzalez National Affordable Housing Act; (7) assistance under the AIDS Housing Opportunity Act; (8) per diem payments for furnishing services to homeless veterans; (9) rent supplements under the Housing and Urban Development Act of 1965; (10) rural housing voucher program assistance under the Housing Act of 1949; and (11) any other ongoing payment similar to any of these payments and designed to reduce cash flow needs from rent to enable the property to be rented to low-income tenants.

Requires the Secretary of Health and Human Services to develop at least three types of low-cost health insurance plans for each state and the District of Columbia that shall be made available, on a guaranteed-issue basis, to all individuals with incomes below 400% of the federal poverty line. Amends the Internal Revenue Code to impose on each individual who is required but fails to have qualified health coverage for any continuous period of more than 60 days a monthly tax in an amount equal to the average monthly premium for qualified health coverage in the state in which the individual resides. Requires amounts collected to be used by the Secretary to cover the cost of a automatically enrolling individuals who pay such tax in health care coverage under one of the three lowest cost qualified health coverage products offered in the state.

Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce. International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with states and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, states or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations.

Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with States and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, States or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations. Renewable Energy and Energy Conservation Tax Act of 2007 - Amends the Internal Revenue Code to extend: (1) the tax credit for producing electricity from renewable resources through 2012; (2) the energy tax credit for investment in solar energy and fuel cell property through 2016; (3) the special rule for treatment of gain from electronic transmission transactions by certain electric utilities through 2009; (4) the tax credit for installing nonhydrogen alternative fuel refueling property through 2010; (5) the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2010; and (6) the tax deduction for energy efficient commercial building expenditures through 2013. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Children's Health Insurance Program Reauthorization Act of 2007 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to reauthorize the SCHIP program through FY2012. Provides for the determination of allotments for the 50 states and the District of Columbia. Revises funding requirements for the territories under SCHIP and Medicaid (SSA title XIX). Establishes in the Treasury the CHIP Incentive Bonuses Pool, from which incentive bonuses may be paid to states. Provides for phase-out of SCHIP coverage for nonpregnant childless adults. Prescribes terms and conditions for coverage of parents of targeted low-income children. Gives states the option to cover low-income pregnant women under SCHIP through a state plan amendment. Establishes in the Treasury the CHIP Contingency Fund. Revises requirements for the availability of allotments. Places a limitation on the matching rate for states that propose to cover children with effective family income that exceeds 300% of the poverty line. Provides qualifying states the option to receive the enhanced portion of the SCHIP matching rate for Medicaid coverage of certain children. Provides for grants for outreach and enrollment. Directs the Secretary to establish a demonstration program under which states shall be authorized to rely on findings by an Express Lane agency to determine whether a child has met Medicaid or SCHIP eligibility requirements. Gives states the option to verify a declaration of U.S. citizenship or nationality for purposes of Medicaid eligibility through verification of name and Social Security number. Provides for reducing administrative barriers to enrollment under SCHIP and to providing premium assistance. Provides for coordinating premium assistance with private coverage. Requires development of child health care quality measures. Revises requirements regarding: (1) payment error rate measurement (PERM); (2) improvement of data collection; (3) mental health parity in CHIP plans; and (4) application of the prospective payment system (PPS) to services provided by federally-qualified health centers and rural health clinics. Requires the Secretary to make dental health grants to states. Amends the Internal Revenue Code to increase the excise rate on tobacco products. Amends the Tax Increase Prevention and Reconciliation Act of 2005 with respect to the time for payment of corporate estimated taxes.
