This bill proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal, receipts derived from borrowing, receipts or outlays of the Social Security and Medicare trust funds, and outlays relating to a natural disaster if the act providing the funds explicitly exempts the funds from the requirement and is agreed to by a majority of each chamber of Congress. The amendment requires the President to annually submit to Congress a budget in which total outlays do not exceed total receipts. The amendment specifies exceptions to the requirements if a declaration of war is in effect, the United States is engaged in military conflict that causes an imminent and serious military threat to national security, economic growth is less than 0%, or the unemployment rate is more than 7%. The amendment prohibits a court from enforcing the requirements by ordering reductions to Social Security or Medicare payments unless the funds available to the trust fund for a program are not sufficient to cover the outlays that would occur during the year if the fund were fully solvent.

Monetary Metals Tax Neutrality Act of 2024 This bill exempts gains or losses from the sale or exchange of certain coins or bullion from recognition for income tax purposes. The exemption applies to gains or losses from the sale or exchange of (1) gold, silver, platinum, or palladium coins minted and issued by the Department of the Treasury; or (2) refined gold or silver bullion, coins, bars, rounds, or ingots that are valued primarily based on their metal content and not their form.

Ensuring No Devices Bear Your Own Data Act or the END BYOD Act This bill prohibits Internal Revenue Service employees, contractors, or volunteers from using personal devices (e.g., smartphones, laptops) to access, process, transmit, or store any taxpayer information that is subject to restrictions on disclosure.

Sets forth the rule for consideration of the bill (H.R. 8034) making emergency supplemental appropriations to respond to the situation in Israel and for related expenses for the fiscal year ending September 30, 2024, and for other purposes; providing for consideration of the bill (H.R. 8035) making emergency supplemental appropriations to respond to the situation in Ukraine and for related expenses for the fiscal year ending September 30, 2024, and for other purposes; providing for consideration of the bill (H.R. 8036) making emergency supplemental appropriations for assistance for the Indo-Pacific region and for related expenses for the fiscal year ending September 30, 2024, and for other purposes; providing for consideration of the bill (H.R. 8038) to authorize the President to impose certain sanctions with respect to Russia and Iran, and for other purposes; and providing for the concurrence by the House in the Senate amendment to H.R. 815, with an amendment.

Stop the Baseline Bloat Act of 2024 This bill changes the assumptions that the Congressional Budget Office uses to calculate the baseline for discretionary spending. (A baseline is a projection of federal spending and receipts during a fiscal year under current law.) Specifically, the bill changes the assumptions used for the discretionary spending baseline to exclude (1) resources designated as an emergency requirement, and (2) resources provided in supplemental appropriations laws.

Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 This bill authorizes for FY2025 and sets policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration. It also authorizes the Defense Nuclear Facilities Safety Board and the Naval Petroleum Reserves. The bill authorizes appropriations but it does not provide budget authority, which is provided by appropriations legislation. As examples, the bill includes provisions that authorize the procurement of various items, including aircraft, ships, and missiles; authorize active duty and reserve component personnel strength levels; require DOD to establish a quantum computing center at a military research laboratory with requisite expertise; authorize the Marine Corps to carry out a pilot program in a Marine Corps unit to improve military supply chain readiness, budget efficiency, and logistics productivity through the use of artificial intelligence and machine learning software; increase basic pay for enlisted personnel in pay grades E-1 through E-4 by an average of 15% with a smaller increase for certain enlisted personnel in pay grade E-5 (these changes are in addition to the 4.5% inflation adjustment for 2025); require the Missile Defense Agency to establish a fully operational third continental United States interceptor site on the East Coast of the United States no later than December 31, 2030; and authorize specified military construction projects and extend the authorization of certain projects from previous fiscal years.

We Can't Wait Act of 2024 This bill permits Social Security Disability Insurance (SSDI) beneficiaries to elect expedited payment of benefits in exchange for a reduction in the amount of their monthly benefit. Specifically, the bill allows individuals to elect to receive SSDI benefits beginning the month after the onset of disability. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits. Individuals who opt to receive expedited payment during the first three years the bill is in effect must accept a 6.1% reduction in monthly benefits. At the three-year point and every five years thereafter, the Social Security Administration (SSA) must recalculate the applicable percentage to ensure no negative fiscal impact to the Federal Disability Insurance Trust Fund. Changes to the designated percentage may not impact the benefit amount received by existing beneficiaries. SSA must make available an online tool for calculating the impact of electing to receive benefits during the waiting period on an individual’s SSDI benefit.

Flood Insurance Relief Act This bill allows a new above-the-line tax deduction (used to determine adjusted gross income) for certain flood insurance premiums for taxpayers whose adjusted gross income does not exceed $200,000 ($400,000 for joint returns).

Clergy Act This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment. The Internal Revenue Service must develop a plan to inform members of the clergy and Christian Science practitioners of their eligibility to revoke prior exemptions, pursuant to the bill's changes.

This bill excludes from gross income, for income tax purposes, any amount received by an individual taxpayer as an Arizona Families Tax Rebate payment (generally, $250 per dependent under age 17 and $100 per dependent over age 17 as claimed on the taxpayer's 2021 tax return).
