Requires a pilot of an aircraft providing emergency medical services to comply with federal crewmember flight time and duty period and rest requirements whenever there is a medical crew on board, without regard to whether there are patients on board. Requires the Administrator of the Federal Aviation Administration (FAA) to initiate a rulemaking to: (1) require pilots of aircraft providing emergency medical service to use a standardized checklist of risk evaluation factors to determine whether a mission should be accepted; (2) establish performance based flight dispatch procedures for such pilots; and (3) require, after a certain feasibility study is done, flight data and cockpit voice recorders on board such aircraft.

Safe Highways and Infrastructure Preservation Act - Amends federal transportation law to prohibit a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (NHS) (including the Interstate System), unless the operation of such unit is authorized by the state on June 1, 2007, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under state law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by state law on June 1, 2007; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2007. Amends federal highway law to prohibit a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2007.

Supporting America's Protective Security Advisor Act of 2007 - Amends the Homeland Security Act of 2002 to establish the Protective Security Advisor Program Office within the Protective Security Coordination Division of the Office of Infrastructure Protection of the Department of Homeland Security (DHS). Requires the Office to have primary responsibility within DHS for: (1) encouraging state, local, and tribal governments and private sector owners and operators of critical infrastructure and key resources to participate and collaborate within the risk management framework of the National Infrastructure Protection Plan; (2) coordinating national and intergovernmental critical infrastructure and key resource activities with such governments, owners, and operators; (3) facilitating and conducting requirements, capabilities, and risk assessment analyses that enhance critical infrastructure and key resources preparedness; (4) promoting information sharing and security awareness; (5) assisting such governments in developing multijurisdictional security plans; (6) helping to ensure coordination among such governments, such owners and operators, emergency response providers, and related agencies; (7) serving as infrastructure liaison officials when a joint field office is activated in response to a natural disaster or terrorist event; and (8) facilitating and coordinating interaction with international security partners. Directs the Secretary of Homeland Security to develop a plan for the assignment and distribution of protective security advisors that takes into account baseline requirements and anticipated growth to: (1) ensure that protective security advisors are located across the United States and provide appropriate coverage and coordinated support, especially in high-risk regions; and (2) assign protective security advisors and support staff based on risk.

Trade and Globalization Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, a public agency, or subdivision. Revises group eligibility requirements for TAA to cover: (1) a shift, by such workers' firm or subdivision to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services that are provided by the workers' firm or subdivision; or (2) instances where the workers' firm or subdivision obtains or is likely to obtain such articles or services from a foreign country. Provides for the certification for TAA of: (1) adversely affected workers in a public agency, its subdivision, or in a domestic industry; and (2) adversely affected secondary workers in a service sector firm or its subdivision. Prohibits TAA program benefits from being provided to an alien worker unless such worker is a lawful permanent resident living in the United States. Revises certain qualifying requirements for TAA for adversely affected workers. Increases: (1) the amount of payments for training of adversely affected workers; and (2) the maximum allowance to cover costs of such workers for job search expenses and relocation expenses. Amends the Internal Revenue Code to increase the credit for health insurance costs of certain TAA and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Establishes eligibility requirements for reemployment TAA for adversely affected older workers. Establishes the Office of Trade Adjustment Assistance. Extends through FY2012 the TAA program for workers and farmers. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Provides for the issuance of manufacturing redevelopment bonds (qualified tax credit bonds) and tax-exempt facility bonds and require the proceeds to be used for environmental remediation and public infrastructure improvements in manufacturing redevelopment zones. Increases the state low-income housing credit for buildings located in such zones. Allows a credit to holders of such qualified tax credit bonds.

Directs the Administrator of the Federal Aviation Administration (FAA) to issue an order to require: (1) the installation of secondary barriers to prevent access to the flight deck of a commercial aircraft; (2) with respect to an aircraft that is equipped with a cockpit door, such secondary barriers remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) with respect to an aircraft that is not equipped with a cockpit door, such secondary barriers remain locked as determined by the pilot.

National Infrastructure Development Act of 2007 - Establishes the National Infrastructure Development Corporation and the National Infrastructure Insurance Corporation as wholly owned Government corporations that shall conduct their respective businesses as self-supporting entities. Empowers the National Infrastructure Development Corporation to: (1) make senior and subordinated loans and purchase senior and subordinated debt securities and equity securities; (2) enter into commitments to make any such loan or security purchases, on such terms as the Corporation may (in its discretion) determine to be appropriate, the proceeds of which are to be used to finance or refinance development of infrastructure facilities; and (3) provide preconstruction phase assistance. Empowers the National Infrastructure Insurance Corporation to insure and reinsure bonds, debentures, notes, debt instruments, loans, and any interest thereon, the proceeds of which are to be used to finance or refinance development of infrastructure facilities. Declares that: (1) obligations of either Corporation, and obligations insured by any such corporation shall not be obligations of, or guaranteed as to principal or interest by, the United States or any federal agency; and (2) assistance from the NIC shall not be treated as a direct or indirect guarantee of any payment by the United States of principal or interest on any security. Amends the Internal Revenue Code to prescribe guidelines for the tax treatment of distributions from qualified retirement plans investing in public benefit bonds (defined as any obligation issued after the date of the enactment of this Act if: (1) 95% or more of the net proceeds of such obligation are used in connection with the financing or refinancing of infrastructure facilities; (2) such obligation has received a published rating, and (3) development of such infrastructure facilities is undertaken by a governmental entity or public-private partnership).

Community-Based Mental Health Infrastructure Improvements Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to eligible entities for the construction or modernization of facilities to provide mental health and behavioral health services to individuals. Defines an "eligible entity" as: (1) a state that is the recipient of a Community Mental Health Services Block Grant and a Substance Abuse Prevention and Treatment Block Grant under such Act; or (2) an Indian tribe or a tribal organization. Includes among grant application requirements assurances that facilities will be used for not less than 10 years for community-based mental health or substance abuse services for those who cannot pay for such services. Permits a grant recipient to request permission to transfer such 10-year obligation to another facility. Authorizes a state that receives a grant to award a subgrant to a qualified community program for activities such as: (1) the construction, expansion, and modernization of mental and behavioral health facilities; and (2) the construction and structural modification of facilities to permit the integrated delivery of behavioral health and primary care of specialty medical services to individuals with co-occurring mental illnesses and chronic medical or surgical diseases at a single service site. Requires a grant recipient to agree to make available nonfederal contributions matching federal funds provided.

Community Mental Health Services Improvement Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants for: (1) services to children, adults, and older adults with mental illnesses who have co-occurring primary care conditions and chronic diseases through the co-location of primary and specialty medical care in community-based mental and behavioral health settings; (2) programs to address behavioral and mental health workforce needs in professional shortage areas; (3) expanding behavioral and mental health education and training programs; (4) tele-mental health in medically-underserved areas; and (5) developing and implementing a plan to ensure that the National Health Information Infrastructure meets the needs of mental health and substance abuse providers. Provides for reports to Congress on: (1) the paperwork burden on community mental health providers; and (2) the compensation structure for such providers.

Mine Communications Technology Innovation Act - Requires the Director of the National Institute of Standards and Technology to establish a program of research, development, and demonstration, including grants, to accelerate the development of next generation mine communications and tracking technology systems. Requires the Director to work with federal agencies and industry to evaluate areas of research and development that will be most promising in protecting miner safety. Authorizes the Director, in establishing the program, to focus on the following communications and tracking system characteristics: (1) systems that are likely to work in emergency situations; (2) systems that work in coal mines, with special attention paid to deep underground coal mines; (3) systems that provide coverage throughout all areas of the mine; (4) hybrid systems that use both wireless and infrastructure-based systems; (5) functionality for two-way and voice communications; (6) systems that serve emergency and routine communications needs; and (7) the ability to work with existing legacy systems and to be quickly integrated. Requires the Director to work with industry and federal agencies to develop consensus industry standards and standard reference materials for wireless communications in underground mines. Urges that the following issues be addressed: (1) the appropriate use of frequency bands and power levels; (2) matters related to interoperability; and (3) technology to prevent interference.

Homeland Security Open Source Information Enhancement Act of 2007 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security to ensure that Department of Homeland Security (DHS) components responsible for information sharing and infrastructure protection make full and efficient use of open source information to develop and disseminate open source products. Requires the Secretary to: (1) ensure that DHS makes full and efficient use of such information to analyze U.S. critical infrastructure nodes from the perspective of terrorists and other activities with a nexus to terrorism using publicly available information; and (2) share the unclassified results with appropriate federal, state, local, tribal, and private-sector officials. Directs: (1) the Secretary to ensure that the manner in which open source information is gathered and disseminated complies with the Constitution, the Privacy Act of 1974, the E-Government Act of 2002, and all other relevant federal laws; (2) the Chief Privacy Officer of DHS to include in such Officer's annual report a description of the types of personally identifiable information collected by DHS intelligence components; and (3) the Inspector General of DHS to audit the use and dissemination of such information to evaluate the effectiveness of DHS activities and to ensure consistency with existing federal open source information guidelines.

New Diplomatic Offensive for Iraq Act - Directs the President to implement a regional diplomatic plan in conjunction with the U.N. Security Council to: (1) curtail the ongoing civil war in Iraq; (2) prevent the spread of violence from Iraq into neighboring countries; (3) prevent the establishment of safe havens for al-Qa'ida and other terrorist organizations; (4) prevent regional conflict; (5) prevent genocide, ethnic cleansing, and other crimes against humanity; and (6) promote a national process of reconciliation within Iraq. States that it is U.S. policy to: (1) undertake a sustained diplomatic effort to engage the governments of regional nations on issues that impact the situation in Iraq; (2) continue and expand U.S. direct bilateral talks with nations neighboring Iraq on issues of mutual interest; (3) support the goals specified in the International Compact for Iraq; and (4) encourage the increased engagement of international organizations in working to achieve stability and security in Iraq. Directs the President to appoint a Presidential Special Envoy for Iraq Regional Security whose duties shall include: (1) discussions with the government of Iraq and governments of neighboring countries to support Iraq's efforts to achieve peace and stability and to take necessary actions to prevent regional instability, including organizing a related Iraq Support Group; and (2) working with Iraqi officials and other domestic stakeholders to organize a forum for negotiations on national reconciliation. Directs the Secretary of State to organize an international donors conference to solicit additional international commitments of funding and support for reconstruction and economic development in Iraq. Directs the President direct the U.S. Permanent Representative to the United Nations to seek a Security Council resolution that: (1) supports regional and international cooperation in promoting stability and development in Iraq; (2) encourages increased support for efforts to rebuild and expand Iraq's economy and critical infrastructure; and (3) authorizes renewed U.N. assistance to promote security and political reconciliation in Iraq, including a commitment to an increased U.N. role following the beginning of a U.S. Armed Forces' redeployment from Iraq.

Promoting Health Information Technology Act - Amends the Public Health Service Act to establish the Office of the National Coordinator of Health Information Technology. Establishes a public-private Partnership for Health Care Improvement to recommend specific actions to achieve a nationwide interoperable health information technology infrastructure. Provides for the adoption by the federal government of standards for the electronic exchange of health information. Establishes the American Health Information Community to provide advice to the Secretary of Health and Human Services and the heads of any relevant federal agencies concerning the policy considerations related to health information technology. Authorizes the Secretary to award grants for the: (1) purchase of qualified health information technology systems; (2) implementation of regional or local health information plans; and (3) development of academic curricula integrating qualified health information technology systems in the clinical education of health professionals. Requires the Secretary to provide for the development and use of health care quality measures to measure the quality and efficiency of health care that patients receive. Extends health information privacy requirements to an operator of a health information electronic database. Gives individuals the right to inspect and obtain a copy of their protected health information stored in electronic format. Directs the Comptroller General to report on the circumstances in which it is necessary and workable to require that individuals be notified if their individually identifiable health information is wrongly disclosed. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality, to develop a Health Information Technology Resource Center.

Directs the Secretary of the Interior to distribute the funds awarded to the Minnesota Chippewa Tribe in Minnesota Chippewa Tribe v. United States, Docket Nos. 19 and 188 in the U.S. Court of Federal Claims together with all interest and investment income accrued on deposit in trust account JA1041696 in equal shares to each of the following constituent bands of the Tribe: (1) the Bois Forte Band; (2) the Fond du Lac Band; (3) the Grand Portage Band; (4) the Leech Lake Band; (5) the Mille Lacs Band; and (6) the White Earth Band. Family Friendly Flights Act of 2007 - Requires an air carrier that provides publicly viewable entertainment screens on which violent in-flight programming is displayed to provide a child safe viewing area for child passengers who are under the age of 13 and for at least one adult travel companion per child. Requires: (1) all unaccompanied children under the age of 13 to be seated in the child safe viewing area; and (2) an air carrier, ticket agent, or their employees to offer an adult traveling with a child under the age of 13 the opportunity to request seating in the child safe viewing area.

Directs the Secretary to: (1) identify, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure; (2) provide for public access to an electronic national database that accepts data from the State Environmental Public Health Network (established by this Act), subject to privacy requirements; (3) prepare and periodically publish a Coordinated Environmental Public Health Network Status Report and a Coordinated Network Health and Environment Report; (4) operate and maintain National Environmental Health Rapid Response Services; (5) provide technical assistance; and (6) develop minimum standards and procedures for data collection and reporting. Authorizes: (1) states to apply for grants to implement pilot projects to develop State Environmental Public Health Network enhancements and programs; and (2) the Secretary to award grants to at least five accredited schools or programs of public health for Centers of Excellence. Directs the Secretary: (1) to award John H. Chafee Public Health Scholarships to eligible students enrolled in accredited schools of public health or medicine; and (2) through the CDC Director, to enter into cooperative agreements to train and place applied epidemiology fellows in state and local health departments and to expand CDC biomonitoring data collection.

National Infrastructure Improvement Act of 2007 - Establishes: (1) the National Commission on the Infrastructure of the United States to ensure that U.S. infrastructure meets current and future demand and facilitates economic growth; and (2) an advisory group, which shall include specified Cabinet level officials, to provide assistance and advice to the Commission. Requires the Commission to study the state of U.S. infrastructure, including such matters as: (1) the capacity of infrastructure improvements to sustain economic development and competitiveness and to support a sustained and expanding economy; (2) the age and condition of public infrastructure; (3) the methods used to finance the construction, acquisition, rehabilitation, and maintenance of public works improvements; (4) investment requirements needed to maintain and to improve facilities and the projected share of investment requirements and expenditures on infrastructure facility improvements by federal, state, and local governments; and (5) estimates of the return to the economy from public works investment. Directs the Commission to develop recommendations regarding: (1) a federal infrastructure plan that will detail national infrastructure program priorities; (2) public works improvements and methods of delivering and providing for public works facilities; (3) analysis or criteria and procedures that may be used by federal agencies and state and local governments in inventorying existing and needed public works improvements, assessing the condition of improvements, and developing uniform criteria and procedures; and (4) proposed guidelines for the uniform reporting by federal agencies of data regarding infrastructure improvements.

Accountability in Enforcing Immigration Laws Act of 2007 - Amends the Immigration and Nationality Act to subject all illegal alien entrants to fines. (Under current law, first-time offenses are subject to such fines and/or six months' imprisonment, and subsequent offenses are subject to such fines and/or two years' imprisonment.) Directs United States Immigration and Customs Enforcement to provide for: (1) detention of illegal aliens who are apprehended by state or local law enforcement officers; and (2) reimbursement of state and local detention costs. Requires certain airport security screeners to undergo immigration status checks. Requires owners and operators of high-risk critical infrastructure sites, in order to receive buffer zone protection grants, to conduct terrorist watchlist and immigration status database checks of security employees. Condemns rapes by smugglers along the U.S. land border and urges the government of Mexico to work with United States Customs and Border Protection to take preventive action. Affirms the inherent authority of state and local law enforcement personnel to assist in immigration enforcement while carrying out their routine duties. States that such provision shall not be construed to require such personnel to: (1) report the identity of a victim of, or a witness to, a criminal offense to the Department of Homeland Security (DHS); or (2) arrest such victim or witness for an immigration-related violation. Directs DHS to establish an immigration-related training manual for state and local law enforcement personnel. Provides financial assistance to state and local law enforcement agencies for immigration enforcement assistance. Continues the institutional removal program and expands it to all states. Authorizes permanent appropriations for the state criminal alien assistance program. Provides for the listing of immigration violators in the National Crime Information Center Database.

Border Control and Contractor Accountability Act of 2007 - Provides that a federal contractor who employs directly or through a subcontractor an alien who is not authorized to work shall: (1) be debarred or suspended from federal contracting for three years; and (2) have the contract terminated unless the contractor or subcontractor agrees to terminate the employment of any such alien. Directs the Secretary of Homeland Security to establish the position of Small Business Administration Liaison within U.S. Immigration and Customs Enforcement to ensure that the Small Business Administration (SBA) does not make or guarantee a loan to an alien who is unlawfully present in the United States. Authorizes the Secretary to contract with private entities for domestic transport from Border Patrol custody to detention facilities of aliens apprehended at or along U.S. international land or maritime borders. Prohibits the Department of Homeland Security (DHS) from contracting with a company that employs individuals unless the company agrees to participate in the basic pilot employment confirmation program (under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996).

Build America Bonds Act of 2007 - Amends the Internal Revenue Code to allow an income tax credit to a taxpayer holding a Build America bond on one or more of its credit allowance dates. Defines a "Build America bond" as any bond issued by the Transportation Finance Corporation as part of an issue if 95% or more of the proceeds from such issue are to be used for expenditures incurred for one or more qualified projects. Requires proceeds from the sale of bonds issued under this Act to be held in a Build America Bonds Trust Account. Defines "qualified project" as the capital improvements to any transportation infrastructure project (including roads, bridges, rail and transit systems, ports, and inland waterways) proposed by one or more states and approved by the Transportation Finance Corporation. Grants Congress' consent and recognition to the establishment by two or more state infrastructure banks of the Transportation Finance Corporation. Authorizes the Transportation Finance Corporation to: (1) issue Build America bonds for the financing of qualified projects; (2) establish and operate the Build America Bonds Trust Account; (3) leverage resources and stimulate public and private investment in transportation infrastructure; and (4) perform any other function the sole purpose of which is to carry out the financing of qualified projects through Build America bonds. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend certain customs fees for the processing of merchandise entered into the United States through October 14, 2026.

Authorizes the Secretary of Transportation to carry out a project for the repair and reconstruction of the Interstate I-35 bridge located in Minneapolis, Minnesota, that collapsed on August 1, 2007. Makes the federal share of the project cost 100%. Authorizes appropriations. Waives, for such project, the $100 million per state single-failure (or, single-disaster) highway-related total obligation limitation. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to authorize the Secretary to: (1) use such single-failure (or, single-disaster) highway-related funds for the repair and reconstruction of the Interstate I-35 bridge in Minneapolis, Minnesota, that collapsed on August 1, 2007; and (2) use up to $5 million of such funds to reimburse the Minnesota state department of transportation for actual and necessary costs of maintenance and operation (less the amount of fares earned) for providing additional public transportation services and traveler information services as a substitute for highway traffic service following the collapse of the Interstate I-35 bridge in Minneapolis, Minnesota, on August 1, 2007, until highway traffic service is restored on such bridge. Renewing Our Commitment to Safe and Clean Power Act - Requires fees collected and deposited by the Secretary of Energy into the Nuclear Waste Fund to be credited to such Fund as discretionary offsetting collections each year in amounts not to exceed the amounts appropriated from the Nuclear Waste Fund for that year. Amends the Nuclear Waste Policy Act of 1982 governing uses of such Fund to authorize costs incurred by the Secretary in connection with infrastructure activities to support construction or operation of a repository at the Yucca Mountain site or transportation to such site of spent nuclear fuel and high-level radioactive waste. Instructs the Nuclear Regulatory Commission (NRC), when it decides whether to permit construction or operation of a nuclear reactor, to deem without further consideration that sufficient capacity will be available in a timely manner to dispose of spent nuclear fuel and high-level radioactive waste resulting from the operation of the reactor and related facilities.

Security and Fuel Efficiency Energy Act of 2007, or the SAFE Energy Act of 2007 - Amends the Clean Air Act to: (1) revise renewable fuel standards for calendar years 2006-2020; (2) instruct the Secretary of Energy to assess the progress made toward creation of adequate infrastructure for the production and distribution of ethanol-blend fuel; and (3) require the Secretary to establish an incentives program for production of cellulosic ethanol and other emerging biofuels derived from renewable sources (including municipal solid waste). Directs the Administrator of the Environmental Protection Agency to promulgate regulations governing uniform labeling of certified biodiesel blends. Instructs the Secretary of Energy to implement a research and development program for carbon dioxide capture technologies to: (1) recover liquid fuels from oil shale; and (2) produce liquid fuels in coal utilization facilities in order to minimize carbon dioxide emissions. Amends the Internal Revenue Code to provide: (1) a phaseout of certain alternative fuels credits; and (2) a credit for advanced biomass fuel production. Requires the Director of the National Science Foundation to study and report to specified congressional committees on the renewable fuels industry and market in the United States. Authorizes activities and exports involving hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to instruct the Secretary of the Treasury to authorize under a general license for travel-related transactions for travel to, from, or within Cuba in connection with hydrocarbon resources exploration and extraction in any foreign maritime exclusive economic zone contiguous to the U.S. exclusive economic zone. Amends the Gulf of Mexico Energy Security Act of 2006 to reduce to 45 miles the range of the moratorium governing oil and gas leasing in the Eastern and Central Planning Area within the coastline of the state of Florida. Authorizes the Secretary of the Interior to inventory oil and natural gas resources beneath the waters of the outer Continental Shelf other than those in the Gulf of Mexico or off the coast of Florida. Requires such Secretary to offer for oil and natural gas leasing all inventoried areas. Amends the National Security Act of 1947 to direct the President to establish within the National Security Council a Bureau of International Energy. Authorizes the Secretary of Energy to establish and operate a strategic energy infrastructure equipment reserve.

Rebuilding America's Infrastructure - Establishes the Federal Bank for Infrastructure Modernization. Virgin Islands Improvement Act of 2007 - Amends the Internal Revenue Code to provide for a reduction of taxes on distributions from certain retirement savings plans designated as being under investment by the Virgin Islands Investment Program for at least 30 years. Defines "Virgin Islands Investment Program" for purposes of this Act as a fund with managed amounts of less than $50 billion. Imposes a 1% annual tax on managed funds to benefit Virgin Island infrastructure development.

Immigration Enforcement and Border Security Act of 2007 - Sets forth border control provisions, including provisions respecting: (1) assets, personnel, and infrastructure; (2) ports of entry; (3) border security initiatives; (4) seizure of conveyances; (5) United States-Visitor and Immigrant Status Indicator Technology system (US-VISIT); (6) human smuggling: and (7) detention space. Northern Border Prosecution Initiative Reimbursement Act - Establishes the Northern Border Prosecution Initiative to reimburse eligible northern border entities for costs incurred in handling criminal case dispositions that are federally initiated but federally declined-referred. Sets forth interior enforcement provisions, including provisions respecting: (1) personnel; (2) detention and removal; (3) gang members; (4) alien smuggling; (5) illegal entry; (6) unlawful presence and illegal reentry; (7) passport, visa, and immigration fraud; (8) voluntary departure; (9) background checks; (10) state criminal alien assistance program; (11) state and local law immigration enforcement and federal transfer authority; (12) terrorists; (13) alien criminals; and (14) alien reporting requirements. Sets forth worksite enforcement provisions, including provisions respecting: (1) unlawful employment of aliens; (2) disclosure of taxpayer information; (3) social security cards and identity documents; and (4) establishment of a voluntary advanced verification program to allow employers to verify an employee's fingerprints in order to determine identity and work status.

Amends the Vision 100-Century of Aviation Reauthorization Act to extend the effective period of final orders of the Secretary of Transportation regarding the eligibility of small communities for essential air service subsidies through September 30, 2012. Requires an air carrier that has a contract for the provision of essential air service to an eligible small community that expires on September 30, 2007, to continue the service until at least the earlier of: (1) January 1, 2008; or (2) the date on which the Secretary identifies a new air carrier to provide such service.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.
