Interactive Federal Review Act This bill revises the environmental review process for federal-aid highway projects. Specifically, the Department of Transportation (DOT) must encourage recipients of federal highway funding to utilize interactive, digital, cloud-based platforms when carrying out environmental reviews under the National Environmental Policy Act of 1969 (NEPA); select at least 10 federal-aid highway projects to demonstrate the use of interactive, digital, cloud-based platforms in carrying out the environmental impact analysis and community engagement processes under NEPA; and publish technology-neutral best practice guidance to encourage sponsors of projects that receive federal funds from DOT to use an interactive, digital, cloud-based platform in carrying out the environmental impact analysis and community engagement processes required under NEPA.

This resolution expresses support for the goals and ideas of move over laws. It also urges relevant federal and state agencies, as well as nongovernmental organizations involved in traffic incident management response to spread awareness and promote the existence of, and adherence to, state move over laws. Move over laws generally require motorists to move at least one lane over when an emergency or rescue activity is taking place on the shoulder or side of the roadway, or, if unable to do so safely, to slow down and pass the scene with caution.

Standards To Prevent Frontovers Act of 2022 or the STOP Frontovers Act of 2022 This bill directs the Department of Transportation (DOT) to promulgate a federal motor vehicle safety standard that requires vehicles to be equipped with technology that enables drivers to detect and respond to objects in front of their vehicle to reduce death and injury resulting from frontovers or low-speed forward-moving vehicle incidents. DOT must also update the Non-Traffic Surveillance (NTS) System of the National Highway Traffic Safety Administration to include an element for frontovers and backovers in the data maintained and summary reports published from such data.

Critical Electric Infrastructure Cybersecurity Incident Reporting Act This bill requires the Department of Energy (DOE) to issue regulations about reporting cybersecurity incidents with respect to critical electric infrastructure. The regulations must require federal agencies as well as the owners, operators, and users of critical electric infrastructure to report cybersecurity incidents or potential cybersecurity incidents to DOE within 24 hours of their discovery.

No Bonuses for Executives Act of 2022 This bill imposes the alternative minimum tax on state regulated electric utilities that are in bankruptcy proceedings and that make incentive-based payments, other than salary, to any of their 13 highest compensated employees, and that own or lease infrastructure other than climate-resilient infrastructure (i.e., infrastructure capable of reducing the impact of major weather events and natural disasters).

Cruising for Alaska's Workforce Act This bill authorizes foreign vessels that carry more than 1,000 passengers (e.g., cruise ships) to transport passengers between a port in Alaska and another U.S. port, either directly or by way of a foreign port. The authorization generally expires 270 days after a notification that a U.S. vessel offers the same transport.

Rebuilding the United States-Flag International Fleet Act This bill revises and reinstates certain transportation requirements, including requirements related to the transportation of agricultural products. For example, the bill reinstates requirements that (1) at least 75% of gross tonnage of seaborne cargo for international food programs be carried on U.S. flagged vessels, and (2) the Department of Transportation reimburse international food programs for any cost premium under the U.S. flagged vessel cargo preference. Additionally, the bill revises provisions related to cargos procured, furnished, or financed by the federal government, including by authorizing the waiver of U.S. flag requirements for commercial vessels carrying such cargo when the vessels are unavailable at fair and reasonable rates.

Transparency And Production of American Energy Act or the TAP American Energy Act This bill modifies requirements related to the exploration and development of energy resources (e.g., oil, gas, and renewable energy projects). For example, it sets forth provisions to (1) resume sales of onshore and offshore oil and gas leases and restrict the President from imposing bans on or otherwise limiting energy leasing and mineral withdrawals without congressional approval, (2) set timeframes for and makes other changes to certain environmental requirements that apply to energy projects, and (3) address various aspects of permitting and regulating pipelines and energy infrastructure projects.

No Chips for China Act This bill requires U.S. semiconductor manufacturers receiving Department of Commerce incentive funds to agree to not engage in any significant transaction involving the transport, export, or sale of any semiconductor sub-14 nanometer manufacturing processes with Chinese firms. Working to Advance Tangible and Effective Reforms for California Act or the WATER for California Act This bill addresses the operation of the Central Valley Project (CVP), a federal water project in California owned and operated by the Bureau of Reclamation, and the California State Water Project (SWP), which is operated jointly with the CVP. Specifically, the bill requires that Reclamation operate the CVP and SWP pursuant to a specified alternative to a proposed action in a final environmental impact statement and 2019 agency published Biological Opinions (BiOps). The bill also requires Reclamation and the Department of Commerce to submit a justification to Congress that meets certain requirements prior to requesting or completing a reinitiation of consultation that will result in new BiOps. This bill also requires Reclamation to allocate water to existing agricultural water service contractors within the CVP's Sacramento River Watershed based on the water year type (e.g., dry, wet). These allocations must not affect the United States' ability or obligations to deliver water under other designated contracts. Further, the bill repeals certain eligibility requirements for water infrastructure construction funding under the Infrastructure Investment and Jobs Act to make the Shasta Dam and Reservoir Enlargement Project in California eligible for funding. The bill also requires that Reclamation funds made available but not used for this project in previous appropriations years be made available to the project. Finally, the bill reauthorizes Reclamation's support for the construction or expansion of water storage projects.

Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Klamath Power and Facilities Agreement Support Act This bill addresses projects in the Klamath River Basin in Oregon and California. The Bureau of Reclamation must support lowering the Klamath Irrigation District's net delivered power cost through certain agreements (e.g., an agreement with the Bonneville Power Administration). Further, Reclamation may enter into contracts and agreements with state and local governments, tribes, and private parties to plan, construct, operate, and maintain projects in the basin watershed to include facilities to reduce fish entrainment (i.e., the transport of fish along the flow of water, out of their normal habitat and into unnatural or harmful environments); projects that reduce or avoid impacts on aquatic resources caused by diversion of water for irrigation; and projects that restore basin watershed habitats, including tribal fishery resources held in trust. The bill also authorizes Reclamation to pay for a portion of the operation and maintenance costs of an irrigation pumping plant in Tulelake, California. It also provides for contracts to cover certain costs involved with the replacement of the C-Canal flume within the Klamath Project. Further, the bill provides statutory authorization for Reclamation to implement a 2016 agreement to take ownership and operation of the Keno Dam and operation of the Link River Dam.

Preventing Auto Recycling Theft Act or the PART Act This bill establishes requirements for motor vehicles related to catalytic converters and other motor vehicle parts that contain precious metals. The National Highway Traffic Safety Administration must revise the motor vehicle theft prevention standard for new motor vehicles to include catalytic converters among the parts that require an inscribed or affixed identifying number. Additionally, the Department of Transportation must establish a grant program through which law enforcement agencies and other entities can stamp vehicle identification numbers onto catalytic converters of existing vehicles. The bill establishes retention requirements for the purchase of motor vehicle parts that contain precious metals. It also sets forth criminal penalties for the theft of catalytic converters or any precious metals removed from a vehicle.

Supporting Our First Responders Act This bill requires the Department of Health and Human Services to award grants on a competitive basis to nongovernmental or governmental entities that provide medical transport and emergency medical services (EMS). Grant recipients may use funds to, for example, support the EMS workforce (e.g., by providing salaries and stipends or covering certification costs) and purchasing vehicles, personal protective equipment, and other resources.

Cryptocurrency Cybersecurity Information Sharing Act This bill revises the Cybersecurity Information Sharing Act of 2015 to include cryptocurrency companies and insurance providers that insure against cybersecurity threats. The act allows companies to share information regarding cybersecurity threats with the federal government and with one another. The Financial Crimes Enforcement Network and the Cybersecurity and Infrastructure Security Agency must set forth procedures for these companies to provide notice to the federal government of such threats.

Bus Integration Dedicated to Improving Resilience, Eliminating Congestion, and Triggering Innovation Over Numerous Applications and Localities Act or the BIDIRECTIONAL Act This bill establishes requirements to encourage the deployment of vehicle-to-grid and vehicle-to-everything technologies and applications that enable bidirectional charging, such as technologies that enable electric vehicles to use their batteries to power the energy grid or homes when they are not being driven. Specifically, the bill requires states to consider measures to promote vehicle-to-grid integration under the Public Utility Regulatory Policies Act. The bill also directs the Department of Energy to establish a grant program for projects that use at least one electric school bus with such technology. Grants may be awarded to electric energy suppliers, state public utility commissions, school bus manufacturers, school districts, suppliers of charging infrastructure, renewable energy developers, and other eligible entities.

Firewood Banks Act of 2022 This bill directs the Department of Energy, in collaboration with the Department of the Interior and the Forest Service, to establish a pilot program to provide heat energy for residences of low-income and disabled individuals with wood-burning stoves. Under the program, trees on federal land shall be made available to firewood banks and federal land may be made available for firewood banks. The bill also directs the Forest Service, using certain funds made available by the Infrastructure Investment and Jobs Act, to provide financial assistance for operating firewood banks. Cooperatives, nonprofit organizations, and state, local, or tribal governments may apply for financial assistance.

Securing Open Source Software Act of 2022 This bill sets forth the duties of the Cybersecurity and Infrastructure Security Agency (CISA) regarding open source software security. Open source software means software for which the human-readable source code is made available to the public for use, study, re-use, modification, enhancement, and re-distribution. Specifically, CISA must perform outreach and engagement to bolster the security of open source software; support federal efforts to strengthen the security of such software; coordinate with nonfederal entities on efforts to ensure the long-term security of such software; serve as a public point of contact regarding the security of such software for nonfederal entities; and support federal and nonfederal supply chain security efforts by encouraging efforts to bolster open source security. CISA must (1) publicly publish a framework, incorporating government, industry, and open source software community frameworks and best practices, for assessing the risk of open source software components; and (2) update the framework at least annually. The bill provides for a critical infrastructure assessment study and pilot assessment. CISA's Cybersecurity Advisory Committee may establish a software security subcommittee, including open source software security. The Office of Management and Budget, in coordination with CISA, the Office of the National Cyber Director, and the General Services Administration, shall issue guidance on the responsibilities of the chief information officers at specified agencies regarding open source software.

This bill provides for the construction of nurseries on public lands. Using funds made available under the Infrastructure Investment and Jobs Act to restore native vegetation and mitigate environmental hazards on mined land on federal and nonfederal lands, the Department of the Interior shall carry out a pilot program to establish and operate nurseries on lands under its jurisdiction. Likewise, the Forest Service shall carry out a pilot program to establish and operate nurseries on National Forest System lands. Interior shall carry out its pilot program in (1) four of the eleven contiguous Western states, and (2) one state that is not one of the eleven contiguous Western states. The Forest Service shall carry out its pilot program in (1) four of the eleven contiguous Western states; and (2) one state, including Vermont, that is not one of the eleven contiguous Western states.

Natural Infrastructure Act of 2022 This bill requires the U.S. Geological Survey (USGS) to coordinate with the Forest Service on a program that supports the development and dissemination of research concerning natural infrastructure (i.e., constructed landscape features and systems that employ nature-based solutions that promote, use, restore, or emulate natural ecological processes). The USGS must also annually assess the costs and effectiveness of natural infrastructure projects.
