Energy and Water Development and Related Agencies Appropriations Act, 2027 This bill provides FY2027 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Critical Minerals and Energy Innovation; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Hydrocarbons and Geothermal Energy; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Secure America Act This bill provides funding to the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE) through FY2029 for immigration enforcement, border security, and related activities. It is known as a reconciliation bill and includes legislation submitted by certain congressional committees pursuant to provisions in the FY2026 congressional budget resolution (S. Con. Res. 33) that directed the committees to submit legislation to the House or Senate Budget Committee that will increase the deficit. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the bill provides funding to CBP for personnel; border security, technology, and screening; and immigration enforcement activities. The bill provides funding to ICE for personnel, Homeland Security Investigations, immigration enforcement activities, transportation, information technology, facility and fleet maintenance and sustainment, 287(g) agreements (i.e., agreements that allow state and local law enforcement agencies to perform certain immigration enforcement functions), the Office of the Principal Legal Advisor, operation and maintenance, and certain arrests related to immigration enforcement. The bill also provides additional funding to DHS for (1) immigration enforcement, and (2) the participation of state and local agencies in certain homeland security efforts. The funding provided by this bill generally remains available through FY2029.

Building Unrivaled Infrastructure and Long-term Development for America's 250th Act or the BUILD America 250 Act This bill authorizes federal surface transportation (highway, public transportation, and rail) programs and activities through FY2031. The bill also establishes or modifies Department of Transportation (DOT) programs and policies that are a part of the federal-aid highway, transit, highway safety, motor carrier, research, hazardous materials, and rail programs. For example, the bill authorizes appropriations through FY2031 out of the Highway Trust Fund for the federal-aid highway program, the Transportation Infrastructure Finance and Innovation Act (TIFIA) program, highway safety programs, and bridge programs. The bill also authorizes funding through FY2031 for Amtrak. Current authorization for these programs expires on September 30, 2026. Among other provisions, the bill establishes a Surface Transportation Accelerator Grant (STAG) discretionary program to fund surface transportation projects in rural, urban, local, and regional communities; requires the Federal Highway Administration to impose a new annual electric vehicle (EV) registration fee, starting at $130 for a covered EV and $35 for a covered plug-in hybrid vehicle; exempts automated driving system technology and equipment from vehicle width requirements; establishes a consolidated state block grant program that allows DOT to allocate a lump sum to participating states to fund public transportation services in rural and urbanized areas; allows state rail safety inspectors to conduct railroad bridge inspections; and establishes a system for state, local, and tribal governments to report safety concerns about the condition of railroad bridges.

Improving Travel for American Families Act This bill directs the Transportation Security Administration (TSA) to establish a pilot program to implement alternative security screenings for passengers traveling with children who are 12 years old and younger. Specifically, TSA must implement alternative security screening lanes and security screening approaches for passengers traveling with children in order to support and facilitate the ease of travel for these passengers. TSA must implement the pilot program at a minimum of five airports, with priority given to airports that have a high volume of passengers traveling with children.

Spending Aviation Fees for Equipment, Guaranteeing Upgraded and Advanced Risk Detection and Safety Act of 2026 or the SAFEGUARDS Act of 2026 This bill allocates additional funding for the Transportation Security Administration (TSA) for aviation security, including checked baggage explosives detection equipment and security checkpoint technology. As background, TSA collects passenger civil aviation security service fees (often referred to as the 9/11 security fee or passenger security fee) on air carrier passengers originating at airports in the United States. In general, these fees are deposited into the Department of the Treasury general fund and applied towards debt reduction. A portion of these fees are allocated to TSA for aviation security. The bill requires that the first $500 million collected in each fiscal year from passenger security fees be deposited into the Aviation Security Capital Fund. This is an increase from the currently required $250 million. This fund provides for the costs associated with acquiring and installing in-line baggage screening systems (i.e., systems that use a conveyor belt infrastructure to automatically screen, sort, and track baggage) to accommodate checked baggage explosives detection equipment and for certain other airport security improvements. The bill also requires that the next $250 million collected in each fiscal year from passenger security fees be deposited into a new Aviation Security Checkpoint Technology Fund for the costs associated with acquiring, installing, and sustaining aviation security checkpoint technology.
