Rebuild America's Schools Act of 2026 This bill provides support for long-term improvements to public elementary and secondary school facilities. First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to individuals with disabilities. Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires such LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America). The bill restores school infrastructure tax credit bonds. The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of selected projects on student and staff health and safety, and the accessibility of projects to high-needs schools. The bill also establishes the Office of School Infrastructure and Sustainability within the Department of Education. Next, the bill extends through FY2031 the Impact Aid Construction program. Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

Energy Threat Analysis Center Act of 2026 This bill reauthorizes through FY2031 and expands the pilot Energy Sector Operational Support for Cyber Resilience Program of the Department of Energy (DOE). The program aims to protect energy infrastructure through collaboration between the federal government and the energy sector and enhancing DOE’s emergency response capabilities. Specifically, the bill expands the program objectives to include enhancing collaboration between the government and the energy sector to address threats to energy systems, advancing the collective understanding of national security risks and vulnerabilities associated with the energy sector that may be exploited by adversaries, and helping the energy sector increase its understanding of tactics of adversaries that present risks to the energy sector. The bill allows DOE to establish an Energy Threat Analysis Center at one or more physical locations for program activities. The bill also eliminates technical assistance provided under the program to small electric utilities. Under the bill, the decision to provide assistance or information under the program to a governmental or private entity is at the sole discretion of the Secretary of Energy and is unreviewable. The bill authorizes the Secretary to (1) enter into and perform contracts, grants, and other transactions with public agencies, private organizations, and persons to carry out the program; and (2) establish and utilize preapproved national security contracting mechanisms, model partnership agreements, and expedited review procedures for purposes of entering into such transactions. In addition, the bill exempts the program from certain public disclosure and other transparency requirements.

Securing Community Upgrades for a Resilient Grid Act or the SECURE Grid Act This bill extends through FY2031 and modifies requirements for state energy security plans. Under current law, states are required to submit to the Department of Energy (DOE) state energy security plans that meet certain requirements in order to be eligible to receive federal financial assistance for state energy conservation programs. The bill specifies that DOE is not required to approve the plans. The bill requires DOE to provide information, technical assistance, and other assistance in the development, implementation, or revision of a state energy security plan upon the request of a state. The bill also requires states to address additional factors in their energy security plans, such as (1) weather-related threats and vulnerabilities; (2) supply chain risks for equipment for the generation, transmission, and distribution of electricity; and (3) the security of local distribution systems and the bulk-power system. A local distribution system is energy infrastructure owned and operated by an electric utility at a voltage of 100 kilovolts or less. In addition, the bill directs the Government Accountability Office to report to Congress on the efficacy of state energy security plans.
