Motor Carrier Safety Screening Modernization Act

United States · United States Congress · 27 January 2026

Motor Carrier Safety Screening Modernization Act This bill expands and modifies a commercial vehicle operator safety screening program to allow the motor carrier industry to access an individual operator's crash and serious safety violation inspection history during employment. Under current law, this Federal Motor Carrier Safety Administration (FMCSA) program provides information for pre-employment screening. The bill also directs FMCSA to revise the appeals process for DataQs to require an appeal to be decided by a person other than the person that issued the violation. DataQs is the online system for motor carriers and commercial motor vehicle drivers to request and track a review of federal and state crash and inspection data that the requestor believes is incomplete or incorrect.

Rural and Municipal Utility Cybersecurity Act

United States · United States Congress · 27 January 2026

Rural and Municipal Utility Cybersecurity Act This bill reauthorizes through FY2030 a program that provides cybersecurity-related assistance and funding to rural electric cooperatives and municipal or small, investor-owned electric utilities. The bill also revises methods of awarding support and expands protections for information shared under the program. This program, known as the Rural and Municipal Advanced Cybersecurity Grant and Technical Assistance Program, is administered by the Department of Energy (DOE). Current law requires DOE to provide technical assistance and funding under the program on a competitive basis; under the bill, assistance and funding may be provided on a competitive or noncompetitive basis. Current law also requires DOE to prioritize providing technical assistance and funding to certain entities, including entities that own defense critical electric infrastructure . The bill specifies that DOE must also prioritize entities that operate such infrastructure. (Defense critical electric infrastructure is electric infrastructure that (1) is located in the contiguous United States, and (2) serves a designated critical defense facility but is not owned or operated by the owner or operator of the critical facility.) Finally, the bill expands an existing protection against disclosure to cover all information shared under the program by or with the federal government or a state, tribal, or local government. This provision protects against disclosure under the Freedom of Information Act and other state, tribal, or local disclosure laws.

Defending American Property Abroad Act of 2026

United States · United States Congress · 15 January 2026

Defending American Property Abroad Act of 2026 This bill authorizes the President to prohibit the entry of a vessel into the United States if the vessel has transited any U.S. port, harbor, or marine terminal that has been nationalized or expropriated (e.g., seized) by a Western Hemisphere country that has a free trade agreement with the United States.  Under the bill, the President may prohibit the entry and operation of a vessel if it has called at any port, harbor, or marine terminal that was owned, held, or controlled by a U.S. entity or individual, but has been nationalized or expropriated by the government of a country that is located in the Western Hemisphere and has a free trade agreement in effect with the United States. The prohibition ends when the President determines that (1) the applicable country has restored ownership of the property that had been nationalized or expropriated, (2) the applicable country has provided mutually acceptable compensation for the nationalized or expropriated property, (3) the conditions for the prohibition are no longer satisfied, or (4) the dispute has been otherwise resolved to the satisfaction of the President.  The bill permits certain foreign vessels that are otherwise prohibited from entering the United States under this bill or current law to enter if the vessel is experiencing an emergency (involving the vessel or an individual on the vessel) and in certain instances where access to a covered facility was granted by a U.S. property owner.

FLEX Act

United States · United States Congress · 15 January 2026

Fostering Learning and Excellence in Charter Schools Act or the FLEX Act This bill expands and revises the Charter Schools Program (CSP), including by expanding the allowable uses of CSP funds. Current law authorizes competitive grants to state entities (e.g., state educational agencies and state charter school boards) and, through them, subgrants to eligible applicants (i.e., charter school developers) to enable them to open and prepare for the operation of a new charter school or replicate or expand an existing high-quality charter school.  The bill allows subgrants to also be used for adding or expanding programs or other offerings at these schools, such as through the adoption of new academic programs or delivery models, personalized learning, or a new curricular approach. New offerings must enable additional students to enroll in and benefit from the school. Eligible applicants may also use CSP funds for activities such as  hiring and compensating teachers and other school staff (currently, this may only occur during the planning period); carrying out necessary renovations, upgrades, or facility repairs, or acquiring portable classrooms; and providing transportation to students (currently, only one-time, start-up transportation costs are permitted). Eligible applicants may request and receive advance payments of subgrants. Among other requirements, the Department of Education must (1) use CSP funds for additional activities (e.g., increasing the number of available seats in charter schools that serve rural students and students with disabilities), and (2) consult with charter school operators prior to issuing a notice of proposed rulemaking relevant to charter schools.

District of Columbia Transportation Funding Equality Act

United States · United States Congress · 6 January 2026

District of Columbia Transportation Funding Equality Act This bill makes the District of Columbia eligible for certain Department of Transportation (DOT) grant programs by treating the District as a state under the programs. Specifically, the bill applies to the Bus and Bus Facilities Grant Program, which provides funding for capital expenses to purchase and rehabilitate buses and to construct bus-related facilities. Under the program, a state is eligible for higher payments than a territory. Currently, the District is treated as a territory under the program. The bill also treats the District as a state under two additional DOT programs. The National Culvert Removal, Replacement, and Restoration Grant Program provides competitive grants to eligible entities for projects that meaningfully improve or restore fish passage for certain types of fish. The Safe Streets and Roads for All grant program supports initiatives to prevent roadway deaths and serious injuries. Currently, the District is not included under either of these programs. Further, the bill treats the District as a state for purposes of the Growing States and High Density States Formula, which provides additional money to some places (e.g., states with a population density greater than 370 persons per square mile) and is distributed through the Urbanized and Rural Area Formula Programs. Currently, the District is not included under the formula.
