Electric Vehicle Infrastructure Rebate Act of 2019 This bill requires the Department of Energy to establish a rebate program to encourage investment in electric vehicle charging infrastructure. Specifically, the bill requires the program to promote the purchase and installation of certain electric vehicle supply equipment that will be installed at a multi-family housing unit, a workplace, or a publicly accessible parking lot.

Affordable Safe Drinking Water Act of 2019 This bill revises the clean water state revolving fund (SRF) program and the drinking water SRF program. Both programs provide financial assistance for water infrastructure. The bill removes the 30-year term limits for loans under the SRF programs. Thus, new loans under the programs may have terms up to the projected useful life of the projects. Loan terms for existing loans may, on agreement of the parties to the loan, be extended. In addition, the bill allows states to use a percentage of SRF funds to replace pipes, plumbing fittings, and fixtures that carry water contaminated with lead or perfluoroalkyl or polyfluoroalkyl substances (commonly referred to as PFAS) at certain state, municipal, or tribal facilities (e.g., schools, parks, and senior centers) that provide the public or employees with drinking water. PFAS are man-made and may have adverse human health effects.

Transportation Megaprojects Accountability and Oversight Act of 2019 This bill sets forth additional requirements for a recipient of assistance under National Highway System provisions for a megaproject. (A megaproject is a project that has an estimated total cost of $2.5 billion or more.) Specifically, the bill requires a recipient to submit to the Department of Transportation (DOT) a comprehensive risk management plan that contains, among other things, a description of the process for identifying, quantifying, and monitoring the risks that might result in cost overruns, delays, reduced construction quality, or reduced benefits; establish a peer review group for such megaproject that consists of at least five individuals to give expert advice on the scientific, technical, and project management aspects of the megaproject; and publish specific information online, including the name, license number, and license type of each engineer supervising an aspect of the megaproject. DOT must make arrangements with the Transportation Research Board of the National Academies under which the board must convene a transportation megaprojects committee.

The Commuter Parkway Safety and Reliability Act This bill requires the National Park Service (NPS) to prioritize the funds made available under the federal lands transportation program for high-commuter corridors. (A high-commuter corridor is a federal lands transportation facility administered by the NPS that has average annual daily traffic of not less than 20,000 vehicles.) If the NPS determines that a high-commuter corridor requires additional investment it must submit to the state information on the condition of pavements and bridges; an estimate of the amounts needed to bring such corridor into a state of good repair, taking into consideration any planned future investments; and at its discretion, a request that the state transfer to the NPS a portion of the amounts necessary to address the condition of the corridor. The bill sets forth the criteria the NPS must consider when making a determination of whether a a high-commuter corridor requires additional investment.

Noncontiguous Shipping Competition Act This bill revises coastwise laws, commonly known as the Jones Act, that govern domestic transportation of merchandise or passengers by vessels. The Jones Act requires that vessels transporting merchandise or passengers between Puerto Rico and other U.S. ports be built in the United States, be at least 75% owned by U.S. citizens, and be mostly crewed by U.S. citizens. The bill exempts carriage on a route in noncontiguous trade from Jones Act requirements unless (1) at least three owners or operators of certain coastwise vessels regularly operate such a vessel on the route, (2) each of such owners or operators transports at least 20% of the volume of goods on that route, and (3) none of such owners or operators are under common ownership.

Noncontiguous Shipping Reasonable Rate Act of 2019 This bill provides that a rate for service in noncontiguous domestic trade or water carrier for port-to-port service in that trade is reasonable if such rate is within 10% of a rate set by a comparable international ocean rate index recognized by the Federal Maritime Commission.

Noncontiguous Shipping Relief Act of 2019 This bill revises coastwise laws, commonly known as the Jones Act, that govern domestic transportation of merchandise or passengers by vessels. The Jones Act requires that vessels transporting merchandise or passengers between Puerto Rico and other U.S. ports be built in the United States, be at least 75% owned by U.S. citizens, and be mostly crewed by U.S. citizens. The bill exempts foreign-flag vessels transporting merchandise on a route in noncontiguous trade from Jones Act requirements. The bill sets forth other requirements, including (1) labor standards, (2) minimum requirements for vessels engaging in the transportation of cargo or merchandise in domestic coastwise trade, (3) environmental standards, and (4) requirements for certain non-citizens that irregularly engage in domestic coastwise trade.

Lawful Interstate Transportation of Firearms Act This bill revises criminal provisions related to the interstate transportation of firearms and ammunition. An individual may transport a firearm between two places (e.g., states) where it is legal to possess, carry, or transport the firearm. During transport, the firearm must be unloaded and secured or securely stored. Additionally, an individual may transport ammunition, or a detachable magazine or feeding device, between two places where it is legal to possess, carry, or transport the ammunition, magazine, or feeding device. During transport, the ammunition, magazine, or feeding device must not be loaded into a firearm and must be securely stored. The term transport includes staying in temporary lodging overnight; stopping for food, fuel, vehicle maintenance, an emergency, or medical treatment; and any other activities that are incidental to the transportation. The bill prohibits the arrest or detention of an individual for a state or local firearm or ammunition violation unless there is probable cause to believe the individual failed to comply with the provisions of this bill.

Cruise Passenger Protection Act of 2019 This bill revises provisions related to passenger vessel security and safety. The bill directs the Department of Transportation (DOT) to develop standards for cruise ship owners to provide passengers with a conspicuous and unambiguous summary of key terms of passage contracts before they are binding. Vessel owners must provide each passenger with a summary meeting those standards and include the summary in promotional literature. The bill prescribes civil and criminal penalties for violations. DOT must (1) establish a hotline for passenger complaints, (2) determine whether any of the enumerated rights in the international cruise line passenger bill of rights (adopted by the members of the Cruise Lines International Association) are enforceable under federal law, and (3) establish an advisory committee for passenger vessel consumer protection. Vessel owners must ensure that a vessel is staffed with sea marshals and medical staff. DOT must designate a director of victim support services, establish a 24-hour telephone number for crime victims, develop a written summary of rights for crime victims, maintain a statistical compilation of reported incidents, and study the feasibility of having an individual on board each vessel to provide victim support and related services. The Department of Homeland Security may withhold or revoke the clearance of, and the Coast Guard may deny entry into the United States to, any vessel owner who commits an act or omission for which a penalty is imposed under this bill or fails to pay the penalty.

Electric Power Infrastructure Improvement Act This bill allows a tax credit for investment in a qualifying electric power transmission line property. The bill defines qualifying electric power transmission line property as (1) any overhead, submarine, or underground transmission facility that is capable of transmitting electricity at a voltage of not less than 345 kilovolts, has a transmission capacity of not less than 1,000 megawatts, is an alternating current or direct transmission line, and delivers power produced in either a rural area or offshore; and (2) conductors or cables, or other specified equipment, necessary for the proper operation of the facility.

Community Broadband Mapping Act This bill authorizes the Rural Utilities Service, an agency of the Department of Agriculture, to make grants to government or telecommunications entities that serve a rural area (with less than 25,000 population) to foster data collection about where broadband infrastructure is located and which homes have non-satellite broadband service.

Broadband Speed Act This bill establishes a reporting requirement for all broadband internet service providers and a capacity requirement for providers that use federal funds to construct new broadband infrastructure. Specifically, the bill requires an internet service provider to report the actual speed of the broadband it provides consumers, and it establishes a fine for any provider that has willfully or knowingly provided false data about the speed it is capable of offering. Additionally, the bill requires any new broadband infrastructure built using federal funds to provide service of at least 100 megabits per second.

Strategic Arctic Naval Focus Act of 2019 This bill articulates the policy of the United States with respect to the Arctic. Specifically, it shall be the policy of the United States to prioritize Navy and Coast Guard missions, infrastructure and capability development, training, and stationing of assets in the Arctic. The Department of Defense, in consultation with the Coast Guard, shall submit a report on the development and execution of a strategic plan that focuses on addressing U.S. Arctic policy.

Border Workforce Efficiency Act This bill authorizes U.S. Customs and Border Protection to hire Border Patrol processing coordinators. Such coordinators may (1) perform administrative tasks related to the intake and processing of apprehended individuals, (2) transport detained individuals, and (3) perform custodial watch duties. Such coordinators may not arrest individuals or conduct asylum interviews.

Critical Infrastructure Act of 2019 This bill (1) requires specified power administrations to disclose all estimated costs and factors affecting total power costs, such as costs for complying with environmental laws impacting the conservation of fish and wildlife, (2) prohibits the Department of the Interior from designating critical habitat in certain water infrastructure areas, and (3) provides exemptions from environmental review requirements for certain electrical power projects or construction projects that may affect prairie dogs. Specifically, the bill requires the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to include in monthly billing statements sent to each customer estimates of all costs and factors affecting total power costs. The estimates must include the customer's share of such administration's costs for compliance with any relevant federal environmental laws impacting the conservation of fish and wildlife. Each administration must report each year on (1) all estimated costs and factors affecting total power costs, including estimates of its total compliance costs; and (2) sources of replacement power. The bill prohibits Interior from designating critical habitat for endangered or threatened species in certain water storage, diversion, or delivery facilities. In addition, the bill exempts projects to install or maintain electrical transmission poles or power lines from environmental review requirements. The bill also exempts from such review construction projects that include buffer areas if the projects would otherwise only require an environmental assessment because of the presence of prairie dogs in such buffer areas.

Buses United for Safety, Regulatory Reform, and Enhanced Growth for the 21st Century Act or the BUSREGS21 Act This bill addresses provisions related to passenger motor carriers, including school buses. Among other matters, the bill prescribes requirements for, and limitations on, the use of Department of Transportation (DOT) motor coach carrier safety fitness determinations; exempts commercial motor coach drivers, motor coach carriers, and private school bus carriers from certain proposed regulations and requirements, including requirements related to obstructive sleep apnea, and the installation of speed limiting devices; requires DOT to establish a committee to modernize Federal Motor Carrier Safety Administration (FMCSA) regulations applicable to the operations of passenger motor carriers; requires the Government Accountability Office to conduct a study assessing the effects of FMCSA and National Highway Traffic Safety Administration regulations affecting certain small fleet motor carriers that were finalized in the preceding ten years; directs DOT to carry out a pilot program to compare the effectiveness of prescheduled inspections with random destination inspections on passenger motor carriers; prohibits DOT from promulgating any new regulatory mandates for motor coaches or school buses that are not based solely on sound data and science that will directly reduce crashes; and creates an incentive program for public transit agencies that contract with the private sector for fixed route bus transportation services.

Road User Charge Advancement Act of 2019 This bill revises and reauthorizes through FY2025 the Department of Transportation's (DOT's) surface transportation system funding alternatives program. Under the program, DOT provides grants to states to demonstrate user-based alternative revenue mechanisms that utilize a user fee structure to maintain the long-term solvency of the Highway Trust Fund. Specifically, the bill increases funding to carry out the program; authorizes DOT to provide grants for states to test solutions to ensure the privacy and security of data collected for the purpose of implementing a user-based alternative revenue mechanism; revises reporting requirements for DOT; and requires DOT to provide special consideration to projects that carry out activities not previously carried out to advance the knowledge and practice of surface transportation system funding alternatives or that collect revenues from pilot project participants.

U.S. Leadership in Space Act of 2019 This bill sets forth programs, projects, and activities regarding human exploration of space. The bill authorizes the National Aeronautics and Space Administration (NASA) to conduct missions to intermediate destinations, such as the Moon, if each such mission demonstrates or advances a technology or operational concept that will enable human missions to Mars. NASA shall establish the Artemis program management office at the Lyndon B. Johnson Space Center in Houston, Texas. The Artemis program is the NASA program for going back to the Moon and for establishing sustainable exploration there. NASA shall establish a plan for the development and manufacture of advanced spacesuits; may carry out a program to conduct lunar science research, including missions to the surface of the Moon; shall ensure that the International Space Station (ISS) remains a viable and productive facility of potential U.S. use through at least FY2030; shall establish a low-Earth orbit development program to encourage commercial use and development of space by private entities in the United States; must update and improve the cybersecurity of its space assets and supporting infrastructure; and must maintain a Security Operations Center to identify and respond to cybersecurity threats to its information technology systems. The bill extends through 2030 authorization for cash or in-kind payments by the United States to Russia for certain work or services regarding the ISS.

Cleaner, Quieter Airplanes Act This bill directs the National Aeronautics and Space Administration (NASA) to establish an initiative to build upon and accelerate previous or ongoing work to develop and demonstrate new technologies in aircraft concepts that are capable of reducing both greenhouse gas emissions and noise emissions from aircraft by at least 50%. The goal of the initiative shall be to deploy new technologies developed pursuant to the initiative on (1) regional transport aircraft intended to enter into service by 2030, and (2) single-aisle aircraft designed to accommodate more than 125 passengers intended to enter into service by 2040.

This bill releases certain reversionary interest in land to Tennessee and adds additional lands to the Rough Mountain Wilderness and the Rich Hole Wilderness in Virginia. Upon the transfer of ownership of the approximately 0.90-acre parcel of land identified as the Webb property to Tennessee for inclusion in the Chickasaw State Forest and the transfer of the approximately 0.62-acre parcel of land identified as state forest land to Tennessee or a non-state entity, the Department of Agriculture (USDA) shall release to Tennessee the reversionary interest of the United States in the state forest land that requires the land to be used for public purposes. After such actions, USDA shall offer to sell to Tennessee the undivided mineral interests of the United States in the state forest land. The bill adds specified lands in the George Washington National Forest to the Rough Mountain Wilderness and the Rich Hole Wilderness. Until the additional land is incorporated into the Rich Hole Wilderness, USDA may use motorized equipment and mechanized transport in the addition for activities to improve water quality and aquatic passage.

Western Tribal Water Infrastructure Act of 2019 This bill permanently reauthorizes, and expands, the Indian Reservation Drinking Water Program. Specifically, the bill directs the Environmental Protection Agency to connect, expand, or repair existing public water systems that are on Indian reservations or off-reservation sites that serve tribes in the Columbia River Basin or its adjacent coastal river basins. Currently, only projects that are on Indian reservations in the Upper Missouri River Basin or the Upper Rio Grande Basin are eligible for the program.

Cybersecurity Vulnerability Identification and Notification Act of 2019 This bill authorizes the Department of Homeland Security (DHS) to issue a subpoena for the production of information to identify and notify an entity that is put at risk by cybersecurity vulnerabilities. Specifically, the bill requires the DHS Cybersecurity and Infrastructure Security Agency (CISA) to detect, identify, and receive information about security vulnerabilities relating to critical infrastructure in the information systems and devices of public and private entities. To do this, the bill authorizes CISA, upon identification of a system determined to have such a security vulnerability, to issue a subpoena for the production of information that is necessary to identify and notify the at-risk entity.

Among other requirements, the bill sets forth application requirements for a certificate to operate an aviation maintenance technician school, including that applications must include a description of the manner in which the school's curriculum will ensure students are capable of attaining a mechanic certificate and associated ratings; establishes facility and instructor requirements for each school; directs each school to establish and maintain a quality control system that provides procedures for recordkeeping, assessment, issuing credit for experience, issuing of final course grades, ensuring sufficient number of instructors, granting of graduation documentation, and corrective action for addressing deficiencies; and requires schools to maintain a pass rate of at least 70% for students who take the written, oral, or practical (or any combination thereof) FAA mechanic tests.

Aircraft Noise Reduction Act This bill authorizes owners or operators of general aviation airports to implement aircraft noise restrictions, including (1) restricting the number and type of aircraft that can operate at their airports, and (2) setting date and time limitations for such operations. The bill prohibits withholding or withdrawing federal funds from airports that choose to implement noise restrictions. The Department of Transportation may restrict the authority of airport owners or operators to impose noise restrictions in the case of an emergency.

Interstate Milk Freedom Act of 2019 This bill prohibits federal regulation of the interstate traffic of unpasteurized milk or milk products packaged for direct human consumption under specified circumstances. Specifically, the prohibition applies if (1) such products would be considered adulterated or misbranded or otherwise in violation of federal law solely because they are unpasteurized; (2) the products are allowed by the state of origin to be distributed for direct human consumption by any means; (3) they are produced, packaged, and moved in compliance with the laws of such state; and (4) they are moved from the state of origin with the intent to transport them to another state that allows the distribution of such products for direct human consumption.

K-12 Cybersecurity Act of 2019 This bill requires the Office of Cybersecurity and Infrastructure Security (OCIS) to study the cybersecurity risks facing K-12 educational institutions and develop recommendations that include cybersecurity guidelines designed to assist such institutions in facing those risks. The use of such recommendations shall be voluntary. The study shall include the challenges that such institutions face in securing (1) information systems owned, leased, or relied upon by those institutions; and (2) sensitive student and employee records. OCIS shall (1) develop an online training toolkit designed for officials at K-12 educational institutions to educate the officials about, and provide strategies to implement, the recommendations; and (2) make available on the Department of Homeland Security website the study's findings, the guidelines developed, and the toolkit.

Safety is Not for Sale Act of 2019 This bill directs the Federal Aviation Administration (FAA) to require aircraft manufacturers to offer or provide non-required safety enhancing equipment without an additional charge to an air carrier. The FAA must implement a program to identify, classify, and approve certain non-required safety enhancing equipment. The FAA must also establish performance standards for aircraft angle of attack indicators, disagree alerts, and backup fire suppressions systems.

Hazardous Materials Safety Improvement Act of 2019 This bill requires the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the Department of Transportation (DOT) to respond to petitions for regulatory action within 18 months, including petitions for reconsideration of a rule and petitions from groups with delegated authority. Any action taken by DOT or the PHMSA in response to a petition shall supersede any decision concerning the issue reached by a group with delegated authority.

Cullum Owings Large Truck Safe Operating Speed Act of 2019 This bill directs the National Highway Traffic Safety Administration (NHTSA) to implement regulations to require (1) all new commercial motor vehicles with a gross weight of 26,001 pounds or more to be equipped with speed-limiting technology; (2) any existing speed-limiting technology already installed in such vehicles manufactured after December 31, 1992, to be used while in operation; and (3) the speed-limiting technology to be set to a maximum speed of 65 miles per hour, or 70 miles per hour with the use of adaptive cruise control systems and automatic emergency braking systems. The NHTSA must also prescribe performance standards for speed-limiting technologies, automatic braking systems, and adaptive cruise control systems that reduce or mitigate collisions at speeds of not faster than 70 miles per hour.

Generating Resilient, Environmentally Exceptional National Streets Act or the GREEN Streets Act This bill establishes national goals to reduce carbon dioxide and other greenhouse gas emissions and improve the resilience of the transportation system. Specifically, the bill directs the Department of Transportation (DOT) to establish minimum standards for states to decrease greenhouse gas emissions and per capita vehicle miles traveled (VMTs) on the National Highway System; DOT to establish measures for states to assess and reduce carbon dioxide; states and metropolitan planning organizations (MPOs) to consider projects and strategies that reduce carbon dioxide and other greenhouse gas emissions and decrease per capita VMTs; states and MPOs to publish an analysis of the impact on per capita VMTs and mobile source greenhouse gas emissions for each project that adds new lanes or otherwise increases traffic capacity and costs more than $25 million; states that are out of compliance with the per capita VMT standards or carbon dioxide or greenhouse gas emission measures to dedicate federal highway funding to achieve compliance; and DOT to establish national transit access standards and performance measures for transit accessibility, transit stop distance, and transit mode share.

Federal Labs Modernization Act of 2019 This bill requires the inclusion of certain information related to research infrastructure in specified reports to Congress. The bill requires the Office of Science and Technology Policy to include in a report to Congress a description of the deficiencies in funding for research infrastructure in research facilities and major instrumentation located at federal laboratories and national user facilities at academic institutions that are widely accessible for use by researchers in the United States. The General Accountability Office must submit a report to Congress on research infrastructure.

Short Sea Shipping Act of 2019 This bill exempts certain commercial cargo from the harbor maintenance excise tax. The exemption is for commercial cargo, other than bulk cargo, that (1) is loaded at a port in the United States mainland (i.e., the continental United States not including Alaska) and is unloaded at another port in the U.S. mainland after transport solely by coastal route or river, or a port in Canada located in the Great Lakes St. Lawrence Seaway System; or (2) is loaded at a port in Canada located in the Great Lakes St.. Lawrence Seaway System and is unloaded at a port in the U.S. mainland.

Preventing Opioid and Drug Impairment in Transportation Act This bill addresses drug and alcohol testing for transportation-related activities. Specifically, the bill requires the National Railroad Passenger Corporation (Amtrak) to report on methods it uses to ensure supervisors of employees in safety-sensitive positions receive the required training on how to detect drug and alcohol use; the Department of Transportation (DOT) to determine whether to mandate that Amtrak locomotive engineers and conductors report arrests due to drug or alcohol offenses; DOT to report on the ability of pipeline companies that operate from Canada or Mexico into the United States to conduct the same drug and alcohol tests of safety-sensitive personnel that are required in the United States; DOT to amend its auditing program to improve the efficiency of certain drug and alcohol regulations related to testing contractors working in multiple states; the National Highway Traffic Safety Administration to study the ways it can reduce and better detect impaired driving, including marijuana- and opioid-impaired driving; DOT to conduct a study regarding the accuracy of on-site oral fluid screening for tetrahydrocannabinol and opiate presence in order to reduce the potential impact on traffic safety due to drug and polysubstance-impaired drivers; the Government Accountability Office to review DOT's process for setting guidelines and drug testing requirements for transportation employees; and reports on whether to add fentanyl to the drug testing panel and the status of the guidelines for hair testing of transportation employees.

Fly Together Act This bill directs the Department of Transportation to establish a policy directing all air carriers that provide passenger air transportation to ensure children age 13 and under are seated adjacent to their family members on flights without mandating extra fees unless such policy would require an upgrade or violate safety guidelines.
