No Congressional Gun Loophole Act This bill prohibits the Capitol Police Board from allowing Members of Congress or their staff to carry firearms on the grounds of the U.S. Capitol or in its buildings. Members and their staff may store firearms in their cars in Capitol complex garages if their possession complies with the firearms laws of the District of Columbia and the firearms are locked with gun locks while on the complex. Current board regulations allow Members of Congress to keep firearms in their offices; the regulations also allow Members and their staff to transport unloaded and securely wrapped firearms within the Capitol grounds. Firearms are prohibited inside the chambers of the Senate and the House of Representatives, as well as in adjacent lobbies and cloakrooms, the galleries, the Marble Room of the Senate, and the Rayburn Room of the House, unless approved by the Sergeants at Arms for security purposes.

Build America's Libraries Act This bill establishes and provides funds through FY2023 for the Build America's Libraries Fund, from which the Institute of Museum and Library Services (IMLS) must allocate funding to states and, through them, need-based grants to libraries to make long-term improvements to library facilities. The IMLS must also award grants to Indian tribes and organizations that primarily serve and represent Native Hawaiians. Specifically, the bill requires each state that receives an allocation, and each library that receives a grant, to carry out certain activities to improve library facilities. These activities include constructing and renovating library facilities, investing in infrastructure projects to improve internet access and connectivity, improving indoor air quality, and making facilities accessible to individuals with disabilities. The bill also outlines administrative and oversight provisions, including by requiring library projects to use iron and steel products that are produced in the United States.

Economic Justice Act This bill provides emergency funding to address economic disparities and the impact of COVID-19 (i.e., coronavirus disease 2019) in communities, particularly with respect to low-income and minority populations. Among other programs, the bill provides funding for child care, health services, job training, family support services, small businesses, and housing, as well as for hospital, school, and broadband infrastructure. The bill also includes provisions that raise the federal minimum wage to $15 an hour, incentivize Medicaid expansion, establish a tax credit for first-time homebuyers, and institute clean water and air programs.

Jones Act Repeal Act This bill repeals coastwise laws, commonly known as the Jones Act, that govern domestic transportation of merchandise or passengers by vessels. The Jones Act requires that vessels transporting merchandise or passengers between Puerto Rico and other U.S. ports be built in the United States, be at least 75% owned by U.S. citizens, and be mostly crewed by U.S. citizens.

Remote, Coastal, and Small Watersheds Act of 2020 This bill authorizes the U.S. Army Corps of Engineers in conducting a study of hurricane and storm damage reduction to recommend certain projects in remote, coastal, and small watersheds without the need to demonstrate that the projects are justified solely by national economic development benefits. In considering whether to recommend a project, the Corps must consider the benefits of the project to (1) public health and safety of the local community and communities that are located in the region to be served by the project and that will rely on the project, (2) hurricane and storm damage effects on local and regional economic opportunities, (3) welfare of the regional population to be served by the project, or (4) social and cultural value to the local community and communities that are located in the region to be served by the project and that will rely on the project.

Natural Disaster Recovery Program Act of 2020 This bill authorizes the President to provide disaster assistance to states and Indian tribes for unmet need, including necessary expenses for activities related to disaster relief, resiliency, long-term recovery, restoration of infrastructure and housing, mitigation, and economic revitalization after a major disaster is declared. The bill also establishes a Natural Disaster Recovery Reserve Fund to facilitate planning and increase capacity to administer assistance.

Federal System Incident Response Act of 2020 This bill requires federal agencies to notify impacted individuals following major or significant cybersecurity incidents, or incidents determined to have involved sensitive personal information. Each agency must make available information relating to an incident to the Cybersecurity and Infrastructure Security Agency (CISA), the Department of Defense, and the Office of Management and Budget (OMB) to help mitigate future incidents. CISA shall perform continuous monitoring of incidents of federal information systems and produce an annual report. OMB shall develop guidance on what constitutes a major incident. Each agency must develop training on how to identify and respond to an incident.

Driving for Opportunity Act of 2020 This bill authorizes the Department of Justice to make grants to states that do not suspend, revoke, or refuse to renew a driver's license of an individual based on such individual's failure to pay a civil or criminal fine or fee. Grants shall be awarded to (1) cover the costs incurred by a state to reinstate driver's licenses previously suspended for unpaid fines and fees; (2) maximize the number of individuals with suspended driver's licenses eligible to have driving privileges reinstated or regained; (3) provide assistance to individuals living in areas where public transportation options are limited; and (4) ease the burden on states where the state or local law that permitted the suspension or revocation of, or refusal to renew, driver's licenses or the registration of a motor vehicle based on the failure to pay civil or criminal fines or fees was in effect during the three year period ending on the date on which a state applies for or receives a grant under this bill. The Government Accountability Office must study the implementation of the grant program authorized by this bill, including the known effects of repealing state laws that have permitted the suspension, revocation, or refusal of a driver's license or motor vehicle registration based on the failure to pay civil or criminal fines or fees.

Flood Level Observation, Operations, and Decision Support Act or the FLOODS Act This bill addresses forecasting and the communication of flood, tornado, and hurricane events by the National Oceanic and Atmospheric Administration (NOAA). Among other provisions, the bill directs NOAA to establish a National Integrated Flood Information System to better inform and provide for more timely decision-making to reduce flood-related effects and costs; establishes partnerships with institutions of higher education and federal agencies to improve total water predictions; designates a service coordination hydrologist at each National Weather Service River Forecast Center to increase impact-based decision support services at the state and local level; requires NOAA to evaluate and improve flood watches and warnings and communication of information to support preparation and responses to floods; ensures that the tornado warning improvement and extension program periodically examines the value of incorporating innovative observations, such as acoustic or infrasonic measurements, observations from phased array radars, and observations from mesonets; requires NOAA to estimate and communicate the frequency of precipitation; establishes an Interagency Coordinating Committee on Water Management to ensure that federal agencies that engage in water-related matters, including water storage and supplies, water quality and restoration activities, water infrastructure, transportation on rivers and inland waterways, and water forecasting, work together where such agencies have joint or overlapping responsibilities; and directs NOAA to conduct an analysis of gaps in the availability of snow-related data to assess and predict floods and flood impacts.

More Opportunities for Rural Economies from DOT Grants Act or the MORE DOT Grants Act This bill revises the process for awarding grants under certain programs of the Department of Transportation (DOT) to high-density public land counties and any units of tribal and local governments within such counties. A high-density public land county is a county that has a population of not more than 100,000 people and in which more than 50% of the land is owned or managed by the federal government. Any requirement for local matching funds under a qualifying grant program must be reduced by 50% with respect to such jurisdictions. On request, DOT must provide additional technical assistance to such jurisdictions during the annual application period for each qualifying grant program. DOT must also prioritize grant applications from such jurisdictions that have not received support under the qualifying grant program during the 10-year period preceding the date of the application.

Reinvesting in Essential Partnerships And Infrastructure for Rural America Act or the REPAIR Act This bill revises the fixed guideway capital investment grant program to include rural start projects within the program and directs the Department of Transportation to establish an innovative mobility and technology deployment grants program to assist states, local governments, or publicly owned operators of public transportation with financing certain public transportation projects. The bill also provides additional funding and flexibility for other transportation projects, including for projects in areas that are designated as medically underserved.

Rail Shipper Fairness Act of 2020 This bill revises federal rail transportation law to (1) require rail transportation service to be efficient and reliable based on a shipper's reasonable service requirements, and (2) expand enumerated U.S. transportation policies to provide for and promote the protection of the shipping public. The Government Accountability Office must conduct a study of the impact on freight rail shippers, the National Railroad Passenger Corporation (Amtrak), commuter railroads, railroad employees, and other affected parties of changes in freight railroad operating and scheduling practices as a result of the implementation of the precision scheduled railroading model.

Screening Partnership Reform Act of 2020 This bill revises the Screening Partnership Program of the Transportation Security Administration (TSA) to authorize the operator of an airport to select a qualified private screening company with which the operator prefers the TSA enter into a contract for screening services at that airport; direct the TSA to enter into a contract with a private screening company only if the cost of providing screening services at the airport is equal to or less than the cost to the federal government of providing the same screening services, and entering into the contract would not compromise aviation security or the effectiveness of the screening of passengers or property at the airport; allow a private screening company to use screening supervisors who have been trained and certified at a Federal Law Enforcement Training Center to administer comparable on-site training and certification to private security screeners at an airport that is participating in the screening partnership program; and require a private screening company in the program to annually submit recommendations to the TSA on new approaches to screening processes and procedures that would enhance the screening of passengers and property at the airport.

Enabling Extra Time to Extend Network Deployment Act or the EXTEND Act This bill authorizes the use of payments received under the Coronavirus Relief Fund for grants for the deployment of infrastructure for the provision of broadband internet access service. Such grants must be awarded by December 31, 2021. The bill sets forth limitations on the grants, including restrictions on using grants for infrastructure in areas that already have broadband service and a requirement that awards be made in a technologically neutral manner.

Air America Act of 2020 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Improving Telework Cybersecurity for Small Organizations Act This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Trade Commission (FTC) to take certain actions related to improving telework cybersecurity for small organizations. Specifically, CISA must publish a resource on its website describing best practices a small organization may take to improve cybersecurity with respect to teleworking. The FTC must establish a program consistent with this resource to educate consumers and small organizations on improving the cybersecurity of technologies used for distance learning, telemedicine, and telework as a result of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Sustainable Aviation Fuel Act This bill establishes targets and standards for reducing greenhouse gas emissions from airplane flights and provides incentives for the production and use of sustainable aviation fuel. Specifically, this bill establishes a national goal to achieve a net 35% reduction in greenhouse gas emissions from flights by 2035 and net zero emissions by 2050. The Environmental Protection Agency (EPA) must establish a low carbon fuel standard for aviation fuels. Under the standard, the EPA must set annual targets in order to reduce certain greenhouse gas emissions associated with aviation fuel by at least (1) 20% by 2030, and (2) 50% by 2050. Beginning in FY2023, the Department of Defense must make a bulk purchase of an amount of sustainable aviation fuel that is not less than 10% of the total amount of aviation fuel procured for operational purposes. Additionally, the Department of Transportation must implement a program that offers grants and cost-sharing agreements for projects to produce, transport, blend, or store sustainable aviation fuel. The projects must be located in the United States.

This bill provides statutory authority for the Federal Railroad Administration (FRA) to establish and maintain a portal and corresponding database through which it shall receive information on blocked railroad-highway grade crossings as a three-year pilot program. The FRA must use information from the database (1) to assist in identifying the locations and potential impacts of frequent and long-duration blocked railroad-highway grade crossings; (2) as a basis for outreach to communities, emergency responders, and railroads; and (3) to support collaboration in the prevention of incidents at railroad-highway grade crossings. Additionally, the Department of Transportation must evaluate the requirements of its railway-highway crossing program to determine whether the program provides states sufficient flexibility to adequately address current and emerging grade-crossing safety issues, the structure of the program provides sufficient incentive and resources to states and local agencies to make changes at grade crossings that are most effective at reducing deaths and injuries, there are appropriate tools and resources to support states in using data-driven programs to determine the most cost-effective use of program funds, and any statutory changes are necessary to improve the effectiveness of the program.

Right Track Act This bill directs the Federal Railroad Administration (FRA) and the Federal Highway Administration (FHWA) to jointly (1) provide recommendations for reducing the number of collisions at highway-rail grade crossings in counties with 10 or fewer residents per square mile; and (2) conduct a public outreach and educational initiative, in cooperation with Operation Lifesaver, to reduce collisions at public highway-rail grade crossings in such counties that includes multimedia resources. The FRA and the FHWA must use the recommendations to provide technical assistance to states seeking to make rail safety infrastructure improvements. Additionally, the Department of Transportation must use amounts set aside under the consolidated rail infrastructure and safety improvements grant program to improve grade crossing safety in counties with 10 or fewer residents per square mile.

Apprenticeship Program National Scorecard Act This bill provide for data collection and dissemination of information regarding certain registered apprenticeship programs, youth apprenticeship programs, and pre-apprenticeship programs under the national apprenticeship system. Specifically, the Department of Labor is required to (1) establish and support a single information technology infrastructure to support data collection and reporting from state apprenticeship agencies and offices, grantees, program sponsors, and program administrators under the national apprenticeship system; and (2) provide that such infrastructure best meets the needs of the system's stakeholders reporting data to Labor or state apprenticeship agencies, including through technical and financial assistance to ensure reporting systems are equipped to report into a single information technology infrastructure.

Fly Safe and Healthy Act of 2020 This bill directs the Transportation Security Administration (TSA) to establish a 120-day pilot program to conduct temperature checks for domestic and international passengers, individuals accompanying those passengers, crew members, and other individuals who pass through airports and airport security screening locations. In developing the pilot program, the TSA must address certain policies and procedures, including (1) accommodating individuals with disabilities or observing certain religious practices, and (2) exempting individuals who may have a fever unrelated to COVID-19 (i.e. coronavirus disease 2019). The pilot program must ensure airlines allow passengers who are prohibited from flying due to a fever or a secondary medical screening to reschedule or cancel a flight at no cost. The TSA must, within 90 days after the completion of the pilot program, create a policy for deploying a temperature check program at airports and airport security screening locations through the end of the COVID-19 public health emergency. The Department of Transportation must revise its regulations to require the inclusion of certain information about traveling in the passenger notification system during the COVID-19 public health emergency, including (1) a message discouraging any individual who has a fever from traveling in air transportation, and (2) a notification that each passenger and any individual accompanying a passenger into the sterile area of the airport will undergo a temperature check if the pilot program established under this bill is in effect in that airport.

Innovation Centers Acceleration Act This bill provides a program to advance economic development by designating nine cities as innovation centers—increasing funding for research and development—and providing and modifying certain related grants. It also establishes the Innovation Center Selection Committee to designate these cities. The innovation center designation entitles participating cities—and the businesses, research institutions, and other organizations that operate within them—to various federal funding and benefits for research activities, business and workforce development, and transportation infrastructure projects. These benefits include expanding various tax credits and incentives for businesses. The bill also makes it easier for those businesses to access loans and other financial instruments to raise capital. In addition, the bill establishes a grant program for local and tribal governments that partner with innovation centers to develop and preserve affordable housing. It also modifies existing grants, loans, and other programs that support transportation infrastructure to specifically target initiatives in innovation centers.

National Aviation Preparedness Plan Act of 2020 This bill directs the Department of Transportation (DOT) to develop a national aviation preparedness plan for communicable disease outbreaks, including to ensure that at-risk employees are equipped with appropriate personal protective equipment to reduce the likelihood of exposure to a communicable disease that has the potential to cause an epidemic or pandemic of infectious disease that would constitute a public health emergency of international concern (i.e., a covered communicable disease). In developing the plan, DOT must consult with aviation industry and labor stakeholders such as air carriers. The Government Accountability Office must conduct a study assessing the plan, including (1) whether the plan meets the obligations of the United States under international conventions and treaties, and (2) the extent to which the United States aviation system is prepared to respond to an outbreak of a covered communicable disease.

HACKED Act This bill expands and coordinates federal agencies' cybersecurity recruitment and education initiatives. Specifically, the bill directs the National Institute of Standards and Technology (NIST) to (1) support efforts to identify cybersecurity workforce skill gaps in public and private sectors; (2) facilitate efforts for federal programs to advance cybersecurity education, training, and workforce development; and (3) consider any specific needs of the cybersecurity workforce of critical infrastructure. NIST is authorized to award grants of up to $200,000 for cooperative agreements between the National Initiative for Cybersecurity Education (NICE) and regional alliances or partnerships for cybersecurity education and workforce. Additionally, NIST must identify and develop standards and guidelines for improving the cybersecurity workforce for agencies as part of the NICE Cybersecurity Workforce Framework. The bill also expands the National Science Foundation (NSF) Federal Cyber Scholarship-for-Service Program by allowing up to 10% of scholarship recipients to fulfill their service obligation as educators in the field of cybersecurity at qualified institutions of higher education. Further, the NSF must give priority to cybersecurity education when awarding grants for (1) computer science education research, (2) scientific and technical education, and (3) low-income scholarship programs. The Department of Energy may carry out a program to support the development of a cybersecurity workforce, and NIST must establish national cybersecurity challenges in order to achieve high-priority breakthroughs in cybersecurity.

Energy Resilient Communities Act This bill requires the Department of Energy to establish a program that awards grants to make critical energy infrastructure more resilient to climate change hazards, such as grants for developing clean energy microgrids that support critical community infrastructure or customers of electric utilities with special energy needs due to medical conditions.

Analyzing Disaster Vulnerabilities and Applicable National Capabilities for Emergencies Act or the ADVANCE Act This bill directs the Department of Homeland Security (DHS) to conduct national hazard preparation and response exercises and to report to Congress on such exercises and to report annually on the impact of natural disasters or public health emergencies on critical infrastructure. Specifically, DHS, in coordination with the Department of Energy (DOE), must at specified intervals conduct an exercise to test the modeling, simulation, and analysis capabilities and their utility for emergency response of the United States with respect to significant natural disasters or public health emergencies impacting critical infrastructure. Each exercise shall be coordinated through the National Infrastructure Simulation and Analysis Center and the DOE National Laboratories and Technology Centers.

Enhancing K-12 Cybersecurity Act This bill establishes resources and a grant program to address cyberattacks on elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an online clearinghouse to disseminate information, best practices, and grant opportunities to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track incidents of cyberattacks on schools. Schools may voluntarily submit information to the registry. Finally, the bill requires the Office of Advanced Cyberinfrastructure within the National Science Foundation to make grants to schools and educational agencies to address cybersecurity threats by expanding workforce capacity and improving cyberinfrastructure.

Strengthening Methods to Advance Research and Technology in Transportation Act or the SMART Transportation Act This bill addresses provisions related to advanced transportation technologies. Among other provisions, the bill requires the Department of Transportation (DOT) to provide grants to deploy, install, and operate advanced transportation technologies to improve safety, efficiency, system performance, mobility, intermodal connectivity, and infrastructure return on investment; establish a connected vehicle deployment pilot program to provide competitive grants to spur operational deployments to meet the transportation needs of certain entities through the use of the best available and emerging intelligent transportation systems; create an automated driving system demonstration program to provide competitive grants to test the safe integration of automated driving system technologies into the on-road transportation system, ensure significant data gathering and sharing of project data, and encourage collaboration and partnerships of multiple stakeholders; and implement and deploy an advanced digital construction management system program under its technology and innovation deployment program to include deploying advanced digital construction management systems that enable the use of digital technologies on construction sites by contractors and leverage the use of such technologies. DOT must ensure that grant recipients represent diverse geographical areas of the United States, including urban and rural areas.
