Summary
That this House is alarmed at the increasing prison population and urges reforms to reduce severe problems suffered by young offenders and women prisoner; calls for the establishment of a new category of women offenders with babies who are not a risk to public safety; and further believes that women who have been sentenced to custody should be allowed a period of two weeks prior to beginning their sentences in order for them to make arrangements for this dependent children.
