Summary
That this House notes with concern the report of the cross-party Enterprise and Culture Committee of the Scottish Parliament, published on 18th December, which concludes that variable top-up tuition fees at English universities will have an adverse impact in Scotland, since Scottish higher education will be put at a funding disadvantage; and believes that under the current constitutional arrangements the Scottish interest requires all honourable Members representing constituencies in Scotland to oppose the introduction of top-up fees when the issue comes to the vote in the House.
