Autumn Budget 2026 (No. 4)

United Kingdom · UK Parliament · 14 October 2026

That this House notes that the combined annual profits of the four largest UK banks have doubled to £48 billion in the five years to 2025, mostly due to a tax glitch which gifted an unanticipated windfall of £86 billion since 2022; further notes that a fair and pragmatic windfall tax would raise approximately £19 billion per annum, which equates to the estimated costs of the PM’s proposed National Care Service, or could fund both a £90 cut in a typical household’s annual fuel bill, if used to replace the artificial impact of the so-called renewable levy, and a 5% VAT cut for hospitality businesses; also notes that tech giants pay only 2% on their declared UK profits and that an increase to just 10% would raise a further £4 billion per annum; and calls on the Chancellor of the Exchequer to carefully consider these factors, along with those contained in EDM 939 and EDM 940 as part of a comprehensive and equitable approach to fiscal policy in the forthcoming Budget, acknowledging the collective measures would help the government combat widening inequality.

Human rights in Bahrain

United Kingdom · UK Parliament · 13 October 2026

That this House condemns the escalating campaign of repression in Bahrain, led by King Hamad Al-Khalifa and enforced by Interior Minister Sheikh Rashid Al-Khalifa, which has intensified since the outbreak of the Iran-US-Israel war; expresses grave concern over the arbitrary arrest of more than 700 people, including children, and the revocation of citizenship of 69 individuals, including 33 children, the youngest just 19 days old, leaving most stateless; condemns the enforced disappearance of 32-year-old Sayed Mohamed Almosawi, whose body was returned to his family nine days later bearing visible signs of torture as documented by Bahrain Institute for Rights and Democracy and Human Rights Watch; further condemns the mass arrest and prosecution of Shia clerics, with 56 defendants, including 46 clerics, facing trial, among them prominent Friday prayer leader Sheikh Mohamed Sanqour; expresses alarm at serious violations of fair trial rights, the secrecy surrounding the proceedings and allegations of torture to extract confessions; calls for an independent UN-led investigation into these abuses, including the ongoing mass trial of clerics, and the immediate and unconditional release of those arbitrarily detained; and urges the Government to impose targeted sanctions on Interior Minister Sheikh Rashid Al-Khalifa and immediately suspend UK taxpayer-funded training and assistance to Bahrain’s Interior Ministry and other institutions implicated in the crackdown, torture and use of the death penalty.

Rent levels

United Kingdom · UK Parliament · 13 October 2026

That this House notes with alarm that renters across the UK now pay on average a third of their wages on rent, the highest level on record; recognises the huge impact this is having on communities, with families forced to cut back on essentials and young people priced out of the areas they grew up in; further notes that the government is set to transfer £70 billion to private landlords through housing support between 2024 and 2028, six times the amount of money that was spent on affordable homes over the past five years; also notes research by the Joseph Roundtree Foundation that shows that rent controls would cut the cost of linking Local Housing Allowance rates to local rents by £1.1 billion in 2030/31; calls on the government to adopt an immediate emergency brake on private rents at the Budget, so that rent rises do not go above the lowest of CPI, wage growth or 2%; believes an emergency brake would give renters breathing space, saving the average private renter in England at least £884 over three years, while a national Fair Rents Guarantee is implemented; and demands this urgent and immediate Government action to end rip-off rents at the upcoming Autumn Budget.

Defibrillators in police vehicles

United Kingdom · UK Parliament · 13 October 2026

That this House expresses alignment with the APPG for Defibrillators' recommendation that all emergency vehicles should be fitted with defibrillators; notes concern that only 1 in 11 police cars carry automated external defibrillators (AEDs), and some forces have coverage of less than 1.5% of vehicles; recognises that police officers are often among the first emergency responders at incidents of out-of-hospital cardiac arrest (OHCA), particularly in rural areas, at road traffic accidents, public cardiac arrests, and domestic incidents; further notes that Resuscitation Council UK highlights that defibrillation within three to five minutes of collapse can produce survival rates of 50-70%, significantly above the UK OHCA survival rate; also notes that 27% of the most deprived areas have a public-access defibrillator compared with 45% of the most affluent areas; believes that consistent AED provision in police response vehicles could help to reduce inequalities in access and improve the effectiveness of OHCA response; and calls on the Government, in light of the Minister for Policing and Crime’s comments during the Westminster Hall debate on 8 July 2026, to use the establishment of the National Police Service and its national procurement functions to introduce a national minimum standard for AEDs in operational police response vehicles.

United Kingdom · UK Parliament · 13 October 2026

That this House expresses concern at the deepening crisis in post-16 education; notes with alarm that universities have cut more than 30,000 jobs over the past three years alongside thousands of courses, restricting student choice and placing unsustainable pressures on staff; believes these pressures are damaging the quality and accessibility of higher education; further expresses solidarity with University and College Union (UCU) members in higher education taking strike action to defend jobs, terms and conditions, and to defend education as a public good; recognises the vital role of further education in delivering opportunities and the skills the country needs; further notes with alarm that further education educators are paid between £7,000 and £9,000 less per year on average than secondary school teachers, contributing to a recruitment and retention crisis; welcomes the Government’s commitment to investing in vocational education but believes this requires sustainable additional funding and action to address the pay disparity; further welcomes UCU’s Education: It’s Ours campaign, which seeks to address the broken further and higher education systems; calls on the Government to deliver immediate and sustainable funding for higher education, to protect university jobs, pay and pensions, to transform the long-term funding model, to adopt a fairer approach to international students and to strengthen sector governance; and further calls on the Government to provide sustainable long-term further education funding, to deliver pay parity with schools across college, prison and adult education, to tackle unsafe and unmanageable workloads and to establish sector-wide standards on pay, terms and conditions.

Planned job losses at Greggs plc

United Kingdom · UK Parliament · 13 October 2026

That this House deeply regrets the announcement by high street bakery retailer Greggs that it plans to close four manufacturing sites across the UK with the loss of 740 jobs; notes that the plans involve closing manufacturing sites at Seaham, North Lakes, Kelso, and Enfield, with operations in Treforest and Manchester also seriously impacted; further notes that in the first half of 2026, the company saw its pre-tax profit increase by 19.7% to £76.0 million; joins with the Bakers, Food and Allied Workers Union in believing that this success would be impossible without the contribution of workers across the business, and regrets the impact which job losses would have on the individuals, families and local communities concerned; regrets that the company announced these plans further to any formal consultation process with the recognised unions; and therefore calls on the company to pause the implementation of the closures and get round the table with the unions to consider alternatives to site closures and compulsory redundancies.

Garvaghy Road

United Kingdom · UK Parliament · 12 October 2026

That this House welcomes the Secretary of State for Northern Ireland's ruling to overturn the decision by the Parades Commission to permit an Orange Order march down the Garvaghy Road; recalls that in 1998, the Orange Order, an exclusively Protestant group, applied to parade down the Garvaghy Road which was predominantly home to nationalist families; understands that the application was refused and, during the subsequent widespread protests, three young Catholic boys were burnt to death in an arson attack on their home; is aware that the current ambiguity surrounding this march threatened to reopen a painful chapter in Northern Ireland’s history, jeopardising nearly three decades of peace, stability, and reconciliation achieved under the Good Friday Agreement; notes that the proposed parade has been criticised by significant sections of the Protestant community; further notes that allowing this march to proceed, in any form of guise, risks undoing the hard-won progress and reopening old wounds which does not reflect the content of either the Good Friday agreement or Stormont House Agreement; and urges the Government to ensure this legacy is upheld permanently.

Retaining the Triple Lock on pensions

United Kingdom · UK Parliament · 12 October 2026

That this House urges the Government to retain the triple lock on pensions in its current form; recognises that the triple lock doesn’t apply to the old state pension system that the majority of pensioners receive; expresses concern that 1.9 million pensioners are currently living in poverty; regrets that, even with the triple lock, many pensioners cannot afford to heat their homes or pay bills without cutting back on essentials, while means-tested Pension Credit fails to reach up to 800,000 of the poorest pensioners; believes this demonstrates the benefits of universalism and the shortcomings of an expensive, bureaucratic means-tested system; rejects claims that pensioners have it too good, noting the UK provides a less generous State Pension than comparable countries despite having an older retirement age than the OECD average; opposes pitting old against young and defends the intergenerational solidarity the State Pension is founded upon; further believes that younger generations will need the State Pension even more as the strength of occupational pension provision worsens; also believes that protecting the State Pension against rising living costs is essential to ensuring future generations can retire securely, and that an expansive social care system free at the point of use is essential to older people’s welfare; further rejects funding decent social care by cutting other parts of the social safety net; and calls on the Government to fund both strong pensions and a National Care Service through progressive taxation, ensuring that after a lifetime of work people can enjoy dignity.

Autumn Budget 2026

United Kingdom · UK Parliament · 12 October 2026

That this House notes the extent of widening inequality in the UK, that the top 50 richest families now hold more wealth than the poorest half of the population and that there has been nearly 1000% increase in the wealth of UK billionaires since 1990; further notes that a dynamic study commissioned by Patriotic Millionaires and conducted by Dr Ben Tippett on the Sunday Times Rich List reported that £160 billion could have been raised for the UK's public finances over the past 35 years if those on the Rich List were annually taxed 2% on their net wealth, whilst their share of the wealth would still have increased from 1.7% to 2.7%; believes that moderate taxes would not provoke capital flight as lobbyists assert and is repeated by some media and commentators; also notes that an EU Commission study (2026) of 7 countries found negligible migration responses to wealth taxes; highlights considerable evidence that low taxes on wealth can be counterproductive for growth and productivity and that research by tax policy experts at CenTax and the IFS shows that equalising capital gains and income tax rates alongside introducing an investment allowance supports productivity and growth and would raise £19.7bn a year, as does taxing share buybacks and expanding NICs to income from wealth; notes the UK's tax-to-GDP ratio is around 35% according to OECD data (2024), lower than comparable G7 economies France (44%), Italy (43%), Nordic countries (41-43%); and calls on the Chancellor to reflect on these factors.

Autumn Budget 2026 (No. 2)

United Kingdom · UK Parliament · 12 October 2026

That this House notes that the UK spends 7.31% of GDP, costing £217.5 billion per annum, on tax reliefs, equivalent to about 23% of Government tax revenue, and that the Treasury Select Committee identified in 2023 that 815 of 1,180 tax reliefs have never been publicly costed; further notes the Institute for Government found that the Government introduced 14 major tax policies targeted at and for the benefit of high wealth or high income individuals in 2015-2023, that just three had been substantiated on a significant evidential basis, and that a 2024 National Audit Office report observed a concerning absence of evaluation of tax reliefs; also notes that many tax reliefs have substantially contradicted the declared purpose of Government policy, such as small business rate relief available for holiday lets, and which has seen industrial-level flipping of second homes from Council Tax to the business rate systems where the majority pay no tax at all; notes that along with other reliefs, and covid aid, this has resulted in granting over £500 million of taxpayers’ money to support holiday home owners in Cornwall alone in the last 10 years, while thousands of local families have been evicted to make way for more holiday and second home investors and the local authority now needs to cut essential services to balance the book; and calls on the Chancellor of the Exchequer to consider these factors as he prepares for the Budget and to undertake a Comprehensive Spending Review-style of the entire tax code.

Autumn Budget 2026 (No. 3)

United Kingdom · UK Parliament · 12 October 2026

That this House notes that the combined annual profits of the four largest UK banks have doubled to £48 billion in the five years to 2025, mostly due to a tax glitch which gifted an unanticipated windfall of £86 billion since 2022; further notes that a fair and pragmatic windfall tax would raise approximately £19 billion per annum, which equates to the estimated costs of the PM’s proposed National Care Service, or could fund both a £90 cut in a typical household’s annual fuel bill, if used to replace the artificial impact of the so-called renewable levy, and a 5% VAT cut for hospitality businesses; also notes that tech giants pay only 2% on their declared UK profits and that an increase to just 10% would raise a further £4 billion per annum; acknowledges the Institute for Public Policy Research study which indicates that doubling the Remote Gaming Duty on online gambling companies could generate an additional £1 billion annually; and calls on the Chancellor of the Exchequer to carefully consider these factors and those contained in EDMs Autumn Budget 2026 and Autumn Budget 2026 (2) as part of a comprehensive and equitable approach to fiscal policy in the forthcoming Budget.
