Review how delivery companies operate and standards

Summary

I would like a review into how delivery companies operate and some standards brought to bear, such as the ability to speak to a human and standards on what constitutes both a delivery and proof of delivery. We think these companies are failing the public on a large scale. Personally I have experienced poor delivery service and lack of service. We feel companies hide behind scripts and automated systems. We think this affects individuals disproportionately as the companies are used by large online retailers.
