Remove Paragraph 11(d) and Footnote 8 from the National Planning Policy Framework to help stop developments proceeding where they may be contrary to local plans. This would help restore a genuinely community-led planning system and strengthen protection for green spaces. We think removing them will not harm housing delivery: there are a million empty homes, major brownfield capacity, and developers already hold many unbuilt permissions. The issue in our view is affordability, not land supply.
