Summary

We call on the UK Government to seek to negotiate and secure UK participation in the EU freedom of movement framework or equivalent reciprocal arrangements. This would allow eligible UK residents and European nationals to live, work, study and travel freely between regions. Restoring freedom of movement could bring meaningful benefits: supporting family reunions, creating work and study opportunities, boosting cross-border business and tourism, and strengthening cultural ties. Currently, many face barriers to moving between the UK and Europe, while industries report skills shortages and operational challenges. We also recognise differing perspectives, such as concerns about regulation and border controls.
