Summary
While the Equality Act 2010 requires 'reasonable adjustments’ in our view the current funding model for breakfast clubs makes 1-1 support for children who need it financially impossible for schools. We are calling for the government to provide SEND funding for this. Provide ring-fenced funding to ensure that all children with SEND can safely access the new national breakfast clubs. The current £1-per-child model fails to cover the 1-1 support some require for safety and communication. While the government promotes these clubs to help parents return to work, we think many SEND parents are being excluded because "universal" provision is currently inaccessible for our children. No child should be turned away because of their disability.
