Summary
I ask for the Government to fund and mandate early intervention plans, which include assessments and education, for minors who deliberately harm animals in order to recognise cruelty as behaviour that requires action, support and prevention. As a wildlife rescuer, I have witnessed first hand the devastating injuries and suffering caused by deliberate animal cruelty. These incidents can affect animals, rescuers and entire communities. I believe deliberate animal cruelty constitutes concerning behaviour that should not be ignored. We should have mandatory early intervention plans to understand and address these behaviours early, protect animals and support safer, more compassionate communities.
