HAMDT 11 (103rd)

An amendment which would prescribe a number of additional provisions with respect to fetal tissue transplantation research, including requirements that the attending physician, the researcher and the donor make written declarations regarding information they have given or received. The amendment would require the attending physician to certify that he/she is unaware of any objection on the part of the father to the donation of fetal tissue, and to maintain for at least five years records (including physician and donor certifications) of abortions in which fetal tissue is donated. The amendment would require NIH to promulgate regulations specifying the purposes for which Federal funds may be expended with respect to fetal tissue research.
