An amendment to cancel the Midgetman Small ICBM program. It then increases funding for the Strategic Defense Initiatives research, development, test, and evaluation from $2,474,962,000 to $2,997,462,000 stating that $524,500,000 of this may be used for the SDI as the Secretary of Defense considers appropriate.
