HAMDT 155 (103rd)

An amendment to cut $80 million in appropriated funds for state revolving funds to support water infrastructure financing and to earmark those funds for improvement of wastewater treatment in the states of Texas, New Mexico, Arizona and in Mexicali, Mexico. The effect of the amendment is to reinstate funds appropriated in the bill, to which a point of order was sustained.

Mr. Stokes stated that the provisions of the amendment, providing for a $80 million cut of funds from Water Infrastructure/State Revolving Funds account to finance wastewater treatment in Texas, New Mexico, Arizona and Mexicali Mexico constituted authorization on an appropriations bill and was, therefore, in violation of the House rules. The Chair sustained the point of order.
