Amendment provides that certain conditions would have to be met by the Soviet Union before any foreign assistance could be provided and that whenever feasible any aid be provided directly to the democratically elected governments of the Baltic States and other republics. \ As amended by the Durbin amendment (A034) two conditions on aid were added including the return by the Soviet Union of property seized in the Baltic States, and that there be an equitable distribution of aid within the Soviet Union. \ As amended by the McCollum amendment (A035), Vietnam and Afghanistan were included in the list of countries to which the Soviet Union must cease providing military assistance before receiving U.S. foreign assistance.
