A substitute amendment to reduce deficit by $682 billion over five years--$172 billion more than the resolution. The amendment would achieve the reductions by cutting spending by $555 billion and increasing net revenues by $172 billion. In addition to the $495 billion in spending cuts contained in the Kasich proposal, the amendment would reduce spending further by an additional $60 billion by eliminating funding for the Superconducting Supercollider, cutting funding for the space station by one-third, cutting the Legislative branch by 25%, eliminating crop insurance, and further reducing farm price supports. The amendment proposes some of the tax increases contained in the Clinton proposal, but does not include several of the incentives, such as the investment tax credit for small businesses.
