HAMDT 257 (102nd)
Amendment sought to delay by two months (until October 31, 1991) the time at which the Coast Guard may impose fines on recreational boat owners for failure to pay the required recreational vessel user fee. \ A point of order was sustained against the amendment on the grounds that it violated sec. 302 of the Budget Act in that it would cause the allocation of discretionary new budget authority to the Committee on Merchant Marine and Fisheries to be exceeded.
