HAMDT 297 (102nd)
Amendment sought to replace language which automatically declares expenditures under the bill as "emergency" funds for purposes of the Balanced Budget and Emergency Deficit Control Act, with language that provides that, if the President does not specifically designate funds as "emergency" expenditures on the date of the enactment of the bill, the Federal unemployment tax would be increased to pay for the extended benefits.
