An amendment to strike the provision for the National Teaching Scholarships and substitute 50 million dollars block grant programs each in FY'84 and FY'85 to be used by state and local authorities for meeting teacher shortages either by granting scholarships or through programs to be set up by local authorities to meet teacher needs.
