Amendment sought to strike section 528 from the bill which prohibits use of funds to construct, acquire, or modify any facility in the United States, its territories, or possessions to house any individual who as of June 24, 2009 is located at Guantanamo Bay, Cuba, and who is not a U.S. citizen, or a member of the U.S. military for the purposes of detention or imprisonment in the custody or under the effective control of the Department of Defense.
