HAMDT 366 (101st)

An amendment comprised of several amendments offered en bloc to eliminate the bill's requirement that states allow individuals to register to vote when they apply for a driver's license, through the mail, and at voter registration locations throughout the states, and instead make adoption of these registration procedures voluntary. The amendment would retain the bill's anti-fraud provisions but provides that if there is a conflict between the anti-fraud provisions of the bill and existing state law, such state law would prevail if its anti-fraud provisions are stronger. The amendment authorizes a total of $120 million for fiscal years 1991 through 1993 for a block grant to be distributed to states "for the purpose of supporting, facilitating, and enhancing voter registration activities." Finally, the amendment would make the provisions of the bill effective in FY 1991, instead of January 1, 1993, as in the bill.
