An amendment, printed as amendment No. 53 in the Congressional Record of September 23, 1997, to reduce funds appropriated in the bill for the Violent Offender Incarceration and Truth in Sentencing Incentive Grants by $259 million and to increase funds for criminal alien incarceration programs in California (by $80 million), the Court Appointed Spectial Advocate program (by $13 million), child abuse training programs (by $8 million), the Grants to Combat Violence Against Women program (by $40 million), residential substance abuse programs (by $37 million), and the Law Enforcemtn Family Support programs (by $4 million).
