HAMDT 39 (103rd)
An amendment which clarifies when foreign-owned companies can qualify for participation in the programs authorized in the bill. Under the terms of the amendment, foreign-owned firms whose home countries maintain reciprocity and have an open and transparent standards-setting process may participate.
