HAMDT 407 (98th)
An amendment to the Wolpe amendment adding that restrictions contained in this subsection shall not apply in a particular case if foreign availability is determined to exist in accordance with specified procedures and criteria "unless the President determines that not applying such restrictions would prove detrimental to the national security of the United States.".
