HAMDT 434 (103rd)
An amendment that would change the standards used by the Attorney General in determining whether to initiate a preliminary investigation under the independent counsel law. Such an investigation could be initiated only if the Attorney General receives specific information from a credible source sufficient to constitute grounds to investigate whether an individual has violated federal criminal law and determines that "there is sufficient evidence of such a violation".
