Amendment sought to place a cap of $500 million on the total loan volume of the institutions of higher education participating in the direct loan demonstration project for all years. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1994 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1994.
