HAMDT 454 (97th)

A substitute amendment to the Wyden amendment. The amendment expresses the sense of Congress that the President should conduct an immediate review of concrete steps the U.S. could take, individually and in concert with its allies, to bring economic and political pressure on Libya to cease terrorist activities and activities to destabilize and control neighboring states in Africa. The report is to be submitted to Congress in 180 days. The amendment also prohibits any funds from this Act to be used to assist Libya.
