HAMDT 466 (101st)
Amendment added language concerning control standards for toxic air emmissions from major, existing, stationary sources. It provided that the "maximum achievable control technology" (MACT) would be the average of emissions from the 15 cleanest sources within each category or subcategory; it also provided that a substantially modified existing source would be expected to comply with the standard for new sources rather than existing sources.
