Amendment in the nature of a substitute sought to insert the rescissions recommended by the President on March 10, 20, and April 8, totalling $5.66 billion in reduced funding, of which 87% would have come from reduced defense spending (including $2.8 billion by elimination of the Seawolf submarine), and 13% from reductions in domestic spending (including $548 million from construction and rehabilitation of public housing).
