HAMDT 602 (102nd)
Amendment in the nature of a substitute sought to require a balanced Federal budget; limit Federal spending to 19 percent of gross national product (GNP); and provide the President with a line-item veto. It would have allowed the balanced budget and spending limitation requirements to be waived by a three-fifths vote of each House for a given year.
