An amendment increasing total authorizations for direct and immediate loans in FY'84 from 295.0 million dollars to 303.5 million dollars; direct loans to the handicapped for FY'84 and FY'85 from 15 million dollars to 20 million dollars; deferred participation loans for FY'84 from 2.93 billion dollars to 3.03 billion dollars and guaranteed loans to development companies for FY'84 and FY'85 from 250.0 million dollars to 350.0 million dollars; reduces total budget authority for FY'84 from 1.43 billion dollars to 986.3 million dollars; loan programs from 1.1 billion dollars to 670.3 million dollars; salaries and expenses from 313.4 million dollars to 295 million dollars. Also it reduces total budget authoriy for FY'85 from 1,351,300,000 dollars to 1,075,100,000 reducing the '85 loan program from 999 million dollars to 737.3 million dollars and salaries and expense funds from 331.3 million dollars to 306.8 million dollars.
