HAMDT 639 (102nd)
Amendment sought to rescind current law which permits those individuals elected to the House of Representatives before 1980, and retiring before 1993, to convert unused campaign funds to personal use. \ A point of order was sustained against the amendment on the grounds that it violated clause 2 of rule XXI in that it proposed to change existing law and constituted legislation in an appropriations bill.
