An amendment to require the Secretary of the Interior to develop regulations for sale of timber to minority business firms from federal lands. One regulation is to be such that timber purchased by a nonmanufacturer is to be treated for the purposes of the small business share analysis as if it were made by the manufacturer of the purchase. Also the amendment prohibits a small business that purchases timber set aside for small businesses from federal land from selling it to any firm that is not a small business.
