Amendments en bloc to 1) permit the Secretary to sell common stock of the College Construction Loan Insurance Corporation at the "market value of such shares determined by the Secretary on the basis of an independent appraisal, but not less than" the value of the stock as shown on the books of the Corporation (part in quotes added by this amendment); 2) strike language that allows the Corporation to provide such other programs and services or undertake activities it deems necessary in conjunction with issuance of letters of credit, and 3) change the authority of the Student Loan Marketing Association to permit it to purchase stock.
